SAN DIEGO (CNS) - City officials broke ground Monday on the Bay Terraces Senior Center, a project that local residents have advocated for since the 1990s. Mayor Kevin Faulconer and Councilmembers Monica Montgomery and Chris Cate were on hand to mark the beginning of construction on the 3,400-square-foot facility. Once completed, the million senior center is set to include amenities such as a multipurpose room and a commercial kitchen. The facility will serve seniors in Paradise Hills, Bay Terraces and Skyline, according to the city. ``A decade ago, city leaders laid down a thin layer of gravel in preparation for a senior center in southeastern San Diego that was promised but never delivered,'' Faulconer said. ``Today we are making good on that promise and building a center that will be as great as the communities it will serve.'' Faulconer revived the project in 2016 and city officials expect it to be the city's first building to produce as much energy as it uses by leveraging solar panels on the facility's roof. According to the city, the project is partially funded by the U.S. Department of Housing and Urban Development's Community Development Block Grant program. ``This project illustrates the hard work and power of our community to organize and hold elected officials accountable,'' Montgomery said. ``We are pleased to see the Bay Terraces Senior Center start construction and we look forward to the grand opening and visiting the center for many years to come.'' SAN DIEGO (CNS) - Authorities put out a call Monday for any additional alleged victims of a 35-year-old man accused of running a loan sharking scheme primarily targeting Latinos in San Diego County.FBI agents and Escondido police detectives arrested Hamze Mohamad Karnib, who goes by Alex Karnib, Thursday at his San Marcos home on suspicion of extortion and making criminal threats, FBI spokeswoman Davene Butler said.Karnib allegedly targeted Latinos and demanded repayment well above the amounts borrowed by his victims, Butler said. He then allegedly intimidated and threatened borrowers who couldn't meet his demands.He was being held in lieu of ,000 pending arraignment, scheduled for 1:30 p.m. Jan. 8, according to jail records."Threatening and criminal behavior that targets the Latino or any other members of our community will not be tolerated," San Diego County District Attorney Summer Stephan said in a statement. "Our prosecution team is reviewing the thorough and dedicated investigation by the FBI and Escondido Police Department to determine the appropriate criminal charges that will hold him accountable."Authorities are asking anyone who was victimized by Karnib or who has information about his loansharking activities to contact the FBI at 858-320-1800 or submit a tip online at tips.fbi.gov. 1325

  

SAN DIEGO (CNS) - A man was suspected of stealing a car from a Rolando Park used auto dealership early this morning, then crashing the car when he tried to flee from police.An unknown number of accomplices stole three other cars from the same dealership, and all the accomplices remained unaccounted for Sunday afternoon, San Diego Police Officer Sarah Foster said.Two of the cars were eventually recovered, while one was still outstanding.Police were alerted to a break-in around 2 a.m. at Cash For Cars on University Avenue, Foster said. Officers spotted one of the four stolen cars leaving the parking lot and tried to pull it over.The driver fled, and police pursued him until he crashed into an embankment on College Avenue near Streamview Drive, Foster said.The suspect was arrested with the help of a police dog after he tried to hide from officers in a home near the spot where he crashed, Foster said.The man was treated for a bite wound before being booked into jail.Detectives were continuing to search for the remaining suspects. 1049

  

SAN DIEGO (CNS) - An attempted murder charge was filed Wednesday against a woman who slit the throat of another woman at a Mira Mesa Walgreens store last weekend, in what has been described as a random attack on a complete stranger.Kelly Ann Green, 55, is accused in Saturday morning's attack on an unidentified 59-year-old woman, who suffered a five-inch laceration across her neck.Green faces 10 years in state prison if convicted of the attempted murder charge and a weapon-use allegation, according to Deputy San Diego County District Attorney Mary Naoom.The prosecutor said the victim was filling her prescription at the Walgreens at 10787 Camino Ruiz when Green approached her, grabbed her by the hair and cut her throat.RELATED: Mira Mesa family forced from home after multiple attacksOther store patrons and employees subdued Green following the attack, which was captured on ``gruesome and very disturbing'' surveillance footage, Naoom said. A suspected motive for the attack was not disclosed.The victim was treated at a hospital, but has since been released.Green, who pleaded not guilty to all charges Wednesday afternoon, is due back in court Dec. 13 for a readiness conference. She's being held in lieu of million bail. 1244
