SAN DIEGO, Calif. (KGTV) - As deaths in the US from suicide and opioid overdose skyrocket, San Diego health leaders have plans already in action to fight the rising trend."People are living in a lot of pain," says Dana Richardson, who oversees the Community Health and Engagement department at the Community Health Improvement Partners (CHIP)."We're talking about promoting resilience, problem-solving skills and reducing isolation."In San Diego in 2017, 458 people committed suicide, and 1,266 people died from an overdose. Richardson says the link between the two can't be ignored.The Centers for Disease Control says those two factors are the reason that life expectancy dropped in the US for the first time in years. According to a CDC report, someone born in 2018 can expect to live to be 78.6 years old, down from 78.7 in 2017.While the drop is slight, the factors causing it are significant."This is a large epidemic across the country," says Dr. Sayone Thihalolipavan, a Deputy Public Health Officer for the County Department of Health and Human Services.Thihalolipavan says the county has already put out health alerts warning people about Fentanyl, a highly potent opioid that can cause a fatal overdose from just a few microscopic particles. They have also received several state and federal grants to buy thousands of doses of Naloxone, a drug used to fight the effects of an opioid overdose.Across the nation, Fentanyl was responsible for 28,466 of the 70,237 overdose-related deaths in 2017.Other grants have paid for the training of medical professionals in the East County, where overdose numbers are higher. They're teaching doctors, nurses and pharmacists about which opioids are safer to prescribe, and in what amount. The hope is the training will help people avoid addiction and dependency, which can lead to abuse.Other health officials are looking at the link between alcohol abuse and suicides.A recent county study showed that the top three areas in San Diego for suicide rates all rank in the top five for the prevalence of alcohol licenses and sales. Richardson believes that shows alcohol's role in people choosing to take their own life."It's a mind-altering drug," he says.The county also has a website, Up2SD.org and a crisis hotline (888-724-7240) set up for anyone who needs help. 2321

SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223

SAN DIEGO,Calif. (KGTV) -- A North San Diego County mother died early Sunday morning and the father of her children has been arrested, authorities said.San Diego County Sheriff's Department deputies responded to calls of a possible shooting just after midnight at a home on 25969 Duro Rd. in Valley Center, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.When deputies arrived, they found an adult female suffering from a traumatic injury. The victim was rushed to Palomar Hospital where she succumbed to her injuries, said Boudreau.The victim was identified as Mayra Meraz, 31. Her injuries were not made available at this time.The suspect, Anthony Daniel Chaloux, 42, was arrested and booked into jail for murder.According to Boudreau, the suspect and the victim were in a domestic relationship and have two children together.Anyone with information about this incident is asked to call the Sheriff's Homicide Unit at (858) 285-6330/after hours at (858) 565-5200. On and off rain Saturday morning had event organizers making tough decisions to cancel, while others decided to keep their events going, rain or shine. The Street Medicine Clinic for the Homeless at Balboa Park was canceled due to heavy rain Saturday morning. But the Northpark Arts Festival went on despite some sprinkles. SAN DIEGO (KGTV)-- Thousands of members of the LGBTQ Community and their allies lined the streets of Hillcrest to celebrate the San Diego Pride Parade Saturday morning. More than 200 floats were on display at this year's event. We asked the crowd, "What does "Pride" mean to you?""It means finally being able to live out and proud.""It's the freedom to celebrate who we are.""Love our neighbor as ourselves and love God!"Some have been coming to the San Diego Pride Parade for decades. "Oh my gosh, she's been 26 years of marching in pride with me," Dana Harwood said of her mother. "...And I love my lesbian daughter!" her mother, Bobbi said. For others, this year's parade is their debut to the world. "Fours months ago, I started my transition," Grace McBride said. "I am just so happy now that I came out to be authentic."For 55 years, people called her Dale. But today, she is proudly Grace."Dale was struggling. Dale was a Marine. Dale worked for the cable company, and anymore now I just want to share the love," McBride said. It has been a long struggle for the LGBTQ community. The most notable moment was the Stonewall Riots in 1969, where New York Police raided LGBTQ members staying at the Stonewall Inn. "Stonewall gave us a sense of freedom. A sense of power," Drag Queen Vera Del Mar said.Vera Del Mar grew up in National City but now lives in Tucson. She made it a point to make it back to her hometown Pride this year."I had to show off my new hairdo!" she said.What was once considered 'underground' or 'shameful' has now become part of mainstream culture, even mainstream media. This year, many familiar faces of the 10News team joined the 10News float and greeted parade-goers. 14-year-old Alexis Engelmann came out as lesbian last year. She says she is lucky to have her entire family in her corner. "It's cool because it's not really different at all," her younger brother Mile said. "We just like to support her and help her succeed in life."Like the thousands of people at the parade, Alexis is proud. She is celebrating, not hiding her Pride.
