CHULA VISTA, Calif. (KGTV) - A South Bay officer was arrested Wednesday after a reported domestic violence incident, police confirmed.Chula Vista Police officer Leopoldo Armando Chousal, 27, was arrested at a residence in the 6400 block of Potomac Street by San Diego Police. The incident occurred while Chousal was off-duty, police said.SDPD said Chousal was booked on one count of making "criminal threats" to harm his girlfriend. CVPD personnel were also at the scene when SDPD made the arrest.RELATED: Former Marine sentenced for punching San Diego Police Officer answering callChousal has been placed on administrative leave with a suspension of peace officer powers."CVPD takes these allegations seriously and was disappointed to learn of this incident. We are cooperating with SDPD’s criminal investigation and we are conducting an internal investigation concurrently," CVPD Lt. Eric Thunberg said in a release.No further information was released by police. The investigation is ongoing.Just last year, an SDPD officer was arrested on domestic violence charges by CVPD officers. 1138

(KGTV) — It’s a United States census year and so far, census numbers are not where they should be for San Diego, so Chula Vista leaders held a “week of action” to try to increase numbers.San Diego County has reported a 67.7% response rate compared to 68% in 2010. The goal is to surpass the 2010 numbers and hit 70% this year.Angelica Davis with the City of Chula Vista said they had planned many outreach events to connect with the community, but coronavirus has made that difficult, so they’ve had to find new ways to encourage people to fill out the census in a safe way.The final day of the week, residents could attend a drive-through event where the first 50 cars got whole pizzas and everyone was entered to win prizes and bikes. Anyone who came had access to translators, technology, and people who could answer questions.Davis said these resources are crucial in the Chula Vista community, especially with a push this year for 80% of participants to do the census online.“Not everybody has access to wireless or devices to be able to do it online,” she said.She also said many people in the Chula Vista community are worried about how their information will be used. Of the nine questions on the census, none of them ask about citizenship status and all responses remain private.“The information that gets obtained by the census cannot be taken by other reporting agencies, it’s all confidential,” said Davis.Davis said another problem is that people don’t realize what the census does, so they don’t bother to do it.”We’ve actually had people ask well what is the census, and I don’t think they make that connection that with that data, they determine where the funding is needed, where it needs to go,”The more people who live in a community, the more funding they’ll get, and that funding goes toward resources like rental assistance and food programs, which she said have all been needed the past few months with coronavirus.The U.S. Census Bureau is scheduled to start door knocks to encourage census participation in August. (KGTV) — A Chula Vista man says he got a screeching, costly surprise after he started his car Wednesday morning.Along Regency Way, just before 6:30 a.m., Jimmy got into his Toyota Corolla S, which was parked in the street."Started the car. As I was pulling out, felt my car lurch to the side," said Jimmy, who asked us not to use his last name.The lurch came amid the most awful of noises."Pretty much like a crash ... felt the scraping of my rotor on the asphalt ... and then pretty much my car slammed into the asphalt itself. Traumatized and scared of what happened," said Jimmy.His heart sank as he got out and stared at the driver's side wheels, which had fallen off."My lug nuts were completely missing, all ten of them on the left side," said Jimmy.His repair estimate: a staggering ,500. He's insured with a 0 deductible. "Every little cost affects you. It matters," said Jimmy.Jimmy's vehicle was not the only target. Two blocks away the same morning, another driver shared a similar fate because of stolen lug nuts. A member of the HOA board for the nearby condos told 10news that a month ago, there were reports of a car with loosened lug nuts. The motive of the incidents remain unknown. Jimmy doesn't believe he was personally targeted, but he's fearful the thief will be back at it again. "It could have cost my life or another driver's life. CHULA VISTA, Calif. (KGTV) -- The man accused of fatally stabbing a man during a road-rage dispute in the South Bay is due in court for pre-trial motions Monday. Rickey Smith, 60, is accused of stabbing 36-year-old Horace Williams to death as Williams sat in his van. According to police, the incident happened on November 27, 2018 along Sweetwater Road. Witnesses told police Smith was following Williams’ van as the two yelled at each other. RELATED: Man accused of killing driver in South Bay road rage incident pleads not guiltySmith’s pickup then reportedly hit the van from behind before Smith pulled in front of the van, slamming on the brakes. Witnesses told police the maneuver caused the crash. Police say Smith then got out of his truck and stabbed Williams. Smith, a father of five who had just dropped several of his children off at school, died at the scene. CHULA VISTA (KGTV) - A DUI/Driver's License checkpoint at one of Chula Vista's busiest intersections led to three arrests, police said.The Chula Vista Police Department said officers screened 751 vehicles at the checkpoint which was was conducted between 7 p.m. Friday and 1 a.m. Saturday in the 600 block of Palomar Street.Police said the three drivers were arrested for driving under the influence of alcohol. In addition to the three arrests, police impounded nine vehicles and issued 21 citations for people driving without licenses or on suspended licenses. No other details were released.A total of 51 citations were issued for "various vehicle code violations," according to police."DUI/Drivers License checkpoints have been shown to lower DUI deaths and injuries. A major component of these checkpoints are the deterrent effects it has on those who might drive drunk or drugged impaired, bringing about more awareness and encouraging everyone to use sober designated drivers," the Chula Vista Police Department said in a release.More than 1,300 cars traveled through the checkpoint, police said.The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration."The Chula Vista PD will be conducting additional DUI/Drivers License Checkpoints through out the remainder of the year in our ongoing commitment to lowering deaths and injuries upon our streets and highways," police said. 1505
