A federal judge halted construction of the controversial Keystone XL oil pipeline on Thursday, in a blow to the Trump administration and a win for environmental groups.US District Judge Brian Morris found that the US government's use of a 2014 environmental review to justify issuing a presidential permit for construction of the cross-border pipeline violated the National Environmental Policy Act, the Endangered Species Act and the Administrative Procedure Act, according to the court order issued Thursday."The Court enjoins Federal Defendants and TransCanada from engaging in any activity in furtherance of the construction or operation of Keystone and associated facilities," the court document reads, "until the Department has completed a supplement to the 2014 SEIS (Supplemental Environmental Impact Statement) that complies with the requirements of NEPA and the APA."Environmental groups involved in bringing the 2017 lawsuit celebrated the decision."Keystone XL would be a disaster for the climate and for the people and wildlife of this country," said Jackie Prange, senior attorney at the Natural Resources Defense Council, one of the plaintiffs. "As the court has made clear yet again, the Trump administration's flawed and dangerous proposal should be shelved forever."In March 2017, President Donald Trump's administration issued a permit approving construction of the pipeline, reversing the Obama administration's decision to block the controversial project.The White House has not responded to CNN's request for comment on the judge's order.The permit approval followed years of intense debate over the pipeline amid steadfast opposition from environmental groups.They argued that the pipeline would support the extraction of crude oil from oil sands, a process that pumps more greenhouse gases into the atmosphere than standard crude oil extraction. A federal judge ruled Monday Pennsylvania’s Governor Tom Wolf’s COVID-19 pandemic restrictions are unconstitutional.Four counties in the state filed a lawsuit claiming the governor’s orders closing non-life-sustaining businesses and limiting outdoor gatherings, and stay-at-home orders were unconstitutional. They stated the orders were "arbitrary, capricious and interfered with the concept of 'ordered liberty' as protected by the Fourteenth Amendment."Plaintiffs included hair salons, a drive-in theater, other businesses, as well as state representatives and congressman Mike Kelly.In his ruling, the judge says the governor’s actions likely had good intentions, “to protect Pennsylvanians from the virus," but that "even in an emergency, the authority of government is not unfettered."U.S. District Judge William Stickman IV ruling reads, “"(1) that the congregate gathering limits imposed by defendants' mitigation orders violate the right of assembly enshrined in the First Amendment; (2) that the stay-at-home and business closure components of defendants' orders violate the due process clause of the Fourteenth Amendment; and (3) that the business closure components of Defendants' orders violate the Equal Protection Clause of the Fourteenth Amendment."In his written opinion, Judge Stickman continued his explanation of his ruling."There is no question that this country has faced, and will face, emergencies of every sort. But the solution to a national crisis can never be permitted to supersede the commitment to individual liberty that stands as the foundation of the American experiment. The constitution cannot accept the concept of a 'new normal' where the basic liberties of the people can be subordinated to open-ended emergency mitigation measures,” Stickman wrote."Rather, the Constitution sets certain lines that may not be crossed, even in an emergency. A college student from Georiga's jail sentence was reduced from four months to two months on Tuesday in the Cayman Islands after she and her boyfriend violated strict COVID-19 measures last month.According to The New York Times and CNN, the Cayman Islands Court of Appeal reduced 18-year-old Skylar Mack and her 24-year-old boyfriend Vanjae Ramgeet's prison sentence, saying the initial sentence "was not appropriate."Last week, Mack and Ramgeet were sentenced to four months after they both violated the island's mandatory two-week quarantine.Per the Associated Press, Mack arrived on the island on Nov. 27, but on Nov. 29, she broke quarantine by leaving with her boyfriend to attend a water sports event.According to The Times, Mack and Ramgeet initially pleaded guilty to breaking the quarantine rules and were to complete 40 hours of community service. They were also fined ,100.But last week, the prosecutor appealed the ruling saying the sentences were too lenient and a judge sentenced to four months in jail.The Cayman Compass reported that Mack nor Ramgeet plan to appeal the Court of Appeal's ruling. 1121

A man shot himself in the head in front of the White House at just before noon Saturday, a Secret Service spokesperson has told CNN."Secret Service personnel are responding to reports of a person who allegedly suffered a self-inflicted gun shot wound along the north fence line of @WhiteHouse," the Secret Service tweeted as the incident unfolded.The man approached the fence line, removed a concealed handgun and fired several rounds, none of which appear to have been aimed at the White House, a Secret Service spokesperson said. The man has since died; no one else was injured in the incident, the spokesperson said.  633

A Florida man was arrested after police say he left his 19-month-old daughter outside overnight during Hurricane Irma.Angelo Mitchell, 36, of Jasper, Florida, faces a charge of child cruelty related to the Sunday incident.According to Tallahassee's WCTV, the girl's mother called police Monday morning, telling them Mitchell had taken their daughter away the night before and when she saw him again on Monday, the girl wasn't with him.Police searched the area for the girl but were unable to find her. Mitchell allegedly denied ever taking her, telling officers she was probably with a family friend, according to WCTV.At about 11:30 a.m. local time on Monday, someone found the girl in the yard of a house about 500 yards away.Police said the girl's skin had turned purple after she'd spent the entire night outside during the storm being battered by wind and rain. The girl also had scratches and bug bites on her body, according to WCTV.
