BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years. The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds. The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved. The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs. Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels. The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.

BEIJING, Oct. 8 (Xinhua) -- China is ready to work closely with the new leadership of the Democratic People's Republic of Korea (DPRK) to cement bilateral friendly cooperative ties, said Chinese Vice President Xi Jinping on Friday.Xi made the remarks while addressing a reception at the DPRK embassy in Beijing to mark the 65th anniversary of the founding of the ruling Workers' Party of Korea (WPK).Xi said over the past 65 years, people of the DPRK had made remarkable achievements in overcoming difficulties, safeguarding national sovereignty and building Korean-style socialism. Chinese Vice President Xi Jinping (1st L) speaks at a banquet to celebrate the 65th anniversary of the founding of the Workers' Party of Korea (WPK), held by the embassy of the Democratic People's Republic of Korea (DPRK) to China in Beijing, capital of China, Oct. 8, 2010.He said General Secretary of the WPK Kim Jong Il had led the party and people to be self-reliant, to struggle arduously and to make great achievements in the cause of building a strong and prosperous socialist country."We believe that under new leadership of the WPK, the DPRK people will see greater progress in developing its economy, improving living standards, achieving peaceful national unification and expanding foreign relations," said Xi.China was glad to see the continous consolidation and development of bilateral ties nurtured by generations of state leaders and the joint efforts of the two peoples.Xi also recalled Kim Jong Il's two China trips this year, in which the DPRK leader had reached important accords with General Secretary Hu Jintao of the Central Committee of the Communist Party of China (CPC)."We are willing to join hands with the DPRK new leadership to further promote China-DPRK friendly cooperative relations in a spirit of carrying forward the tradition, looking forward to the future, developing good-neighborliness and friendship and boosting cooperation," Xi said.About 100 delegates from both countries attended the reception

BEIJING, Oct. 3 (Xinhua) -- China's work safety supervisor will soon launch a nationwide inspection campaign on coal mines to crack down on illegal mining and prevent deadly accidents.A spokesman of the State Administration of Work Safety (SAWS) said Sunday the campaign, which starts on Oct. 10 and lasts until Nov. 30, will check whether accident-prone small coal mines of outdated capacity have been shut down according to state policies.Technological upgrades, merger and acquisition of coal mines will also be examined during the campaign, the spokesman said.According to the SAWS, 1,539 small coal mines of outdated capacity have to be closed in China this year to meet the country's carbon dioxide emission and pollution-reduction requirements.China's annual fatalities at coal mines had dropped from a peak of 6,995 deaths in 2002 to 2,631 in 2009, according to data from the SAWS.Six people were killed and 12 were injured in a coal mine gas outburst Sunday in southwest China's Guizhou Province, a spokesman with the provincial work safety bureau said. The accident occurred at around 1:20 a.m. Sunday in Xinglong Coal Mine in Tongzi County, Zunyi City of Guizhou, said the spokesman.Thirty-five people were working in the mine when the accident happened. Twenty-two people escaped, and another 12 were rescued. One worker missing was later found dead in the mine, and five died when being taken to hospital.

HEFEI, Sept. 4 (Xinhua) -- China's top 500 enterprises reported smaller revenue gaps with their U.S. counterparts, while outperforming their worldwide competitors in profitability amid the nation's rapid economic recovery, an industrial ranking report showed Saturday.China's top 500 enterprises chalked up 4.05 trillion U.S. dollars in operating revenues last year, equivalent to about 18 percent of the operating revenue total created by the world's top 500 companies in the same year, and the ratio was 2.62 percentage points lower than the figure recorded for the year earlier, according to a report released Saturday in Hefei, capital of east China's Anhui Province, by the China Enterprise Confederation (CEC) and China Enterprise Directors Association. The average profit margin of China's top 500 enterprises was 5.44 percent in 2009, compared with 4.16 percent for the world's top 500 companies.Further, the net profits of the Chinese heavyweights grew by more than 20 percent last year, faster than the 17 percent for the world's top 500. It was the second consecutive year that Chinese enterprises outshone theirforeign counterparts in annual profits.Miao Rong, researcher with CEC, said despite the progress, China's top 500 enterprises obviously suffered from the impact of the global financial crisis as they reported slower growth in new employment and business revenues. However, unlike the world's top 500 companies, most of which are service and high tech giants, a lion's share of China's top 500 businesses are traditional industrial enterprises in the fields of energy development, telecommunications and power generation, Miao noted."It is a tough job, in the short-term, to make Chinese corporations catch up with their foreign counterparts in terms of 'soft power' , such as the capability of resource integration, management expertise, brand building and intellectual property protection," he added.Sinopec, Asia's leading refinery, topped the top 500 revenue list for the fifth consecutive year with 1.39 trillion yuan (about 204.41 billion U.S. dollars) in 2009. It was followed by the State Grid and PetroChina. Also, private businesses were growing rapidly as five companies reported operating revenues exceeding 100 billion yuan. Huawei Technology Co Ltd, a telecommunication equipment producer, recently leaped into the world's top 500 enterprises club.
