SAN DIEGO — Small business owners across San Diego County are about to put in for their share of a 5 billion pot of forgivable federal loans. That’s because a new round of Paycheck Protection Program loans is part of the new stimulus package, to help small businesses make it through the pandemic.“Obviously, we have major restrictions on us and visits are down probably more than ever right now,” said Cat Kom, owner of Studio Sweat in Rancho Bernardo.Even moving the exercise bikes outside was a struggle for the gym. Kom got stuck in the elevator for more than an hour before fire rescue crews got her out.But she finally sees some help on the way - in the new stimulus package.“As long as they do their best and it's moral and the funding goes to the small businesses that really need it, and loopholes aren’t exploited, then that's the best that we can hope for,” she said. The first round did not go smoothly. In fact, major corporations like Shake Shack got the maximum million, and paid it back after public outcry,.This time, however, there are protections against that.Eligibility is limited to companies with up to 300 employees, down from 500 in the first round. Loans are capped at million, down from million, and companies must show revenue down 25 percent in at least one quarter - compared to the same quarter a year earlier.“Congress doesn't want a P.R. nightmare and I think they want to try to help the people that need it but not dump taxpayers money into big business that's doing just fine,” said Kelly DuFord Williams, managing partner at Slate Law Group.Small businesses have been waiting for that help for months.Once the stimulus package becomes law, small businesses can apply for the loans through their banks. 1758

SAN DIEGO (AP) — A congressional watchdog agency says the Trump administration's plan to erect hundreds of miles of barriers along the border with Mexico fails to adequately consider costs, potentially raising the price and creating delays. The administration has estimated it will cost billion for 722 miles (1162 kilometers) of wall but that was based on average cost per mile. The Government Accountability Office said Monday that costs can vary considerably based on the slope and topography, land acquisition costs and other factors. The GAO says that without more information there is increased risk that the wall "will cost more than projected, take longer than planned, or not fully perform as expected." 721

SAN DIEGO — The main stretch of Avenida de la Playa in the La Jolla Shores area is closing to vehicles through September so restaurants can set up tables out on the asphalt.Restaurants began setting up Wednesday for the outdoor service, which will run through Sept. 27. The change comes in response to a new round of Coronavirus related restrictions that make it illegal for restaurant to serve food indoors. Avenida de la Playa will close to cars from El Paseo Grande to Calle de la Plata. Restaurants will be setting up in the part of the street that was reserved for parking spaces. There will be a 20-foot wide walkway down the center of the road for pedestrians to pass. The move will allow restaurants that lost capacity due to restrictions a chance to add tables. Piatti, for instance, will get 16 additional tables by moving outside, creating 35 new shifts for its workers."I've been here 29 years and I've been able to tell people I'll have something in an hour, I'll be able to seat you in 90 minutes. Those are extreme wait times. and now I'm actually saying for the first time ever, I don't have anything tonight," said Piatti General Manager Tom Spano. The lunch and dinner service will run from 11 a.m. to 10 p.m. 1236

SAN DIEGO — The twists and turns of the coronavirus related restrictions took a toll on Cycle OM in Little Italy.“You're open, you’re shut, you’re open, you’re shut,” founder Dana Pare says. This time, Pare decided to forego the opportunity to expand onto the sidewalk, unlike other gyms in San Diego. Instead, she permanently moved all of her classes onlineShe and her teachers deliver them live and on-demand via zoom."We want to adapt, move forward, stay healthy, get stronger, and this to me is the new way," Pare said. The move comes with costs and benefits.Pare reduced her space in Little Ital by half - keeping just enough to maintain a professional setting for her live workouts. She also reduced her staff from 15 to about five."That was a very, very difficult decision," Pare says. But Pare also cut her prices in half - money she'll need to market aggressively online.David Marino, co-founder of commercial real-estate firm Hughes Marino, says he's seeing an increase in companies trying to sublease out their office space - amid an overall drop in demand."Your competitive advantage was location, was that you had a physical space people could walk into and have a relationship with you and I think that's really what's under seige right now.Pare says she's now seeing participants from outside San Diego."We're flexible," she says, "we're yogis." 1364
