VISTA (CNS) - A man who fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement pleaded guilty today to charges of violating civil rights by damaging property and vandalism.Steve Soto, 23, of Carlsbad, is slated to be sentenced Sept. 28 to one year in county jail stemming from the June 4 shooting that shattered a window at Bliss Tea & Treats.Oceanside police Sgt. John McKean said Soto drove by the business, then fired a BB gun out the window of his vehicle.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.The sergeant said surveillance video helped detectives identify the vehicle used in the crime, leading to Soto's arrest on July 15.He also pleaded guilty to an assault charge related to a May 28 incident involving a male victim and a misdemeanor vandalism count related to an unspecified July 4 incident.He was facing a hate crime allegation stemming from the Bliss Tea & Treats shooting and other misdemeanor charges of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, but those counts were dismissed as part of the plea agreement. 1232

(KGTV) -- An Escondido woman accused in a vehicle crash that killed four people, including two children, pleaded not guilty Wednesday to all charges levied against her.Ashley Rene Williams pleaded not guilty to four counts of murder and four counts of gross vehicular manslaughter while intoxicated during her initial court appearance, which was via video conference.The 28-year-old’s bail was set at million.According to Escondido police, just before 8:30 p.m. on May 5, Williams was driving northbound near Oak Hill Drive and San Pasqual Valley Road when she struck two adults and two children walking in the area.Abel Valdez, 33, and 11-year-old Emmanuel Riva died at the scene. Ten-year-old Yovanny Felix and 50-year-old Carmela Camacho were rushed to the hospital, where they later passed away.The boys were brothers, and Camacho was their grandmother. Valdez was Camacho’s boyfriend, according to a GoFundMe established for the family.Williams was taken to the hospital after also suffering injuries.Following an investigation that involved the analysis of evidence that included cellphone and vehicle computer data, lab test results, and roadway measurements, Williams was arrested at her home on June 4.Prosecutors said Williams was under the influence of drugs and using her cellphone at the time of the collision.10News learned Williams’ driver’s license was already suspended as of Feb. 18, 2020, due to a drug-related offense. WASHINGTON — The U.S. government on Tuesday will start distributing 30,000 doses of an experimental monoclonal antibody drug to fight COVID-19, the one President Donald Trump received last month.Over the weekend, the Food and Drug Administration agreed to allow emergency use of the therapeutic, casirivimab and imdevimab, made by Regeneron Pharmaceuticals Inc., for people with mild-to-moderate symptoms who are at high risk of developing serious illness because of their age or other medical conditions.The treatment was not authorized for use in sicker, hospitalized patients or those who need extra oxygen.President Donald Trump was given the therapeutic treatment when he contracted coronavirus in October. The Department of Health and Human Services said the federal government announced funding over the summer to support large-scale manufacturing of casirivimab and imdevimab.The agency will allocate “these government-owned doses to state and territorial health departments which, in turn, will determine which healthcare facilities receive the infusion drug,” reads a statement from HHS.“Beginning immediately, weekly allocations to state and territorial health departments will be proportionally based on confirmed COVID-19 cases in each state and territory over the previous seven days, based on data hospitals and state health departments enter into the HHS Protect data collection platform,” reads the HHS statement.Antibodies bind to the virus and help the immune system eliminate it.
