SAN DIEGO (KGTV) -- A San Carlos woman says a buzzing sound caught her off guard at home. When she looked around, she spotted a drone hovering near her bedroom window, peering in.  Yvette Skalka was hanging her laundry in the backyard on September 6 when she heard the noise. She says she looked up and a small, white drone. “It hovered for a good 3 to 5 minutes.  It gave me an uneasy feeling. It didn’t feel right,” said Skalka.The drone flew up to the top of a palm on the property for a few minutes, before flying back down.“It was near three dogs and driving them crazy, like it was tormenting them,” said Skalka.Eventually, the drone flew off.  Skalka filed a police report and posted details on the Nextdoor app.  Another neighbor responded that she believed the same drone has recently hovered near her ground-floor bedroom, watching her college-age daughter.  That family also filed a police report. 956

The outage started about 3:30 p.m. and impacted Hepner Hall, East Commons, Administration, Physical Sciences and the Faculty Staff Club, SDSU reported online. An hour later, campus officials said the outage was caused by flooding the basement of the Physical Sciences building.By 5:17 p.m., power had been restored to Hepner Hall, East Commons, Adams Humanities, Administration and the Faculty Staff Club buildings. Crews were still working to restore power to the Physical Sciences building.“Facilities Services is aware of the issue and actively working to restore power,” the university posted. “If you are in or around the impacted buildings, please remain where you are, and in a safe location,” officials requested. SAN DIEGO (KGTV) -- A restaurant destroyed by a fatal fire last October reopened just in time for the holiday crowds. Kojack's Greek American fusion restaurant has been a Mission Beach staple for more than three decades. But last October, a fire started near the roof of the building and destroyed the ice cream shop and Kojack's on the bottom floor, as well as the apartment rooms on the second floor. San Diego Fire-Rescue Department said 36-year-old apartment tenant, Aaron Porter died in the fire. Since the tragedy, the building and restaurant owner, Mike Soltan says he has worked tirelessly to get back onto his feet to reopen on his favorite holiday. "I never miss the Fourth of July on this beach for 33 years. So we tried so hard to make it, and finally, we did it." Soltan said. Longtime customer, Steve Grebing said he could not miss the grand reopening. "He [Soltan] kept saying in two weeks, two weeks. He was getting there, but now he is back here, so it's great," Grebing said. While the building itself is rebuilt, the renovations for the second floor are on hold. So no apartment tenants are able to live upstairs. Soltan also owns the ice cream shop next to Kojack's. Both shops reopened on July 4. 1226

  

SAN DIEGO (KGTV) -- A San Diego man convicted of murder will be a free man, decades before his scheduled release.Donnell Fulcher’s conviction for a Barrio Logan murder in 2006 was overturned due to changes in DNA standards, said Deputy District Attorney Hector Jimenez.On Tuesday, Fulcher pleaded guilty to voluntary manslaughter and assault with a firearm rather than go through a third trial. The judge sentenced Fulcher to 14 years, but he received credit for time he already served.Because of that, Fulcher will be released from custody tonight or tomorrow. This result comes after the San Diego County District Attorney’s Conviction Review Unit took a second look at cases involving DNA mixtures, meaning more than one DNA source is found in a sample. Fulcher’s case relied heavily on this type of evidence.The top forensic science group that analyzes DNA released guidelines that are now more conservative, which affected Fulcher’s case. Earlier this year, the District Attorney’s office agreed to give Fulcher a new trial.“We still believe that we have the right guy, but we lost confidence in the conviction so we wanted to give the defendant a chance to have a new trial if he wanted. He chose to plead guilty instead, so at the end of the day, I believe justice was done,” Jimenez said. Fulcher has always maintained his innocence.“I don’t think you can put any limit on the happiness that going free can have for someone who’s serving a life sentence. He is very, very happy. His family is very happy. This is really a joyous moment for all of them,” said Fulcher’s defense attorney Knut Johnson.This would have been Fulcher’s third trial. His first trial ended in a mistrial. 1695
