(AP) — The number of reported hate crimes and victims decreased last year in California, although the number of suspects increased, the state's attorney general reported Tuesday.Hate crime events fell 2.5% from 2017, down by about two-dozen reports to 1,066 in 2018, according to the annual report.That follows a 17% jump the prior year.The state defines hate crimes as those targeting victims because of their race or ethnicity, nationality, religion, sexual orientation, gender or a disability. The definitions have been expanded at various times in recent years. Each hate crime event can include more than one related offense against more than one victim by more than one offender.The report notes that hate crimes remain relatively rare in a state of nearly 40 million people. Overall, they have dropped about 3% in the last decade.There were 80 more suspects identified last year than the year before.The report comes a year after Attorney General Xavier Becerra provided more guidance for local law enforcement and created a hate crimes prevention webpage and brochure on identifying and reporting hate crimes. The increased outreach came after a critical state audit largely blamed the department for not requiring that local agencies do a better job in collecting data, resulting in undercounts.Anti-Islamic events dropped from 46 in 2017 to 28 last year, the new report says. But those targeting Jews increased from 104 to 126 last year.Earlier this year, authorities said a 19-year-old gunman told investigators he was motivated by hatred for Judaism when he killed one woman and wounded two others, including a rabbi, at the Chabad of Poway synagogue near San Diego. That shooting in April will be reflected in next year's report.There were no hate-related murders reported in 2018, but one rape, 39 robberies and nearly 800 reports of assaults and intimidation. Yet violent and property offenses related to hate crimes both dipped, with 838 violent and 426 property crimes reported last year. That was down from 860 violent and 451 property crimes a year earlier.Hate crimes based on race or sexual orientation both fell overall. But crimes against Latinos were up from 126 in 2017 to 149 last year, while those against blacks dropped from 302 to 276.There were 238 reports of hate crimes based on sexual orientation, down eight from the prior year.Federal authorities have estimated that more than half of all hate crimes aren't reported to police across the United States.The Associated Press found three years ago that more than 2,700 city police and county sheriff's departments nationwide had not reported any hate crimes for the FBI's annual crime tally during the previous six years, or about 17% of all city and county law enforcement agencies. 2792

(KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. They also say it will help fund more "active transportation" projects."The funding is always an issue," says SDBC Advocacy Coordinator Jennifer Hunt. Jerry Brown on Wednesday that enjoys celebrity backing from some in the #MeToo movement.It would prohibit employers from requiring nondisclosure agreements related to sexual misconduct as a condition of getting or keeping a job. It also would ban employers from requiring arbitration agreements, which can force employees to settle workplace complaints instead of going to court, as a condition of employment.The bill has the backing of actress and activist Jane Fonda and former Fox News anchor Gretchen Carlson.Current law "allows companies to force employee complaints in to secret proceedings" and can be used to protect "serial offenders" in the workplace, said Democratic Sen. Hannah-Beth Jackson of Santa Barbara.Companies can still require arbitration under the bill, but not as a as a condition of employment, she said."To force someone to enter into these agreements is not acceptable, and that's what this bill addresses," she said. The bill "gives people access to justice in a fair and impartial way."The bill would not prevent existing arbitration or nondisclosure agreements from being enforced.Republican Sen. Jeff Stone of Temecula, the only senator who spoke in opposition, called the bill "another job killer" that can drive companies out of California and mainly benefits trial lawyers by forcing more disputes into already overwhelmed courts.Most workers can often get a better and quicker resolution through arbitration than by filing a lawsuit, he said.That may be true for unionized employees whose unions can help choose arbitrators, said Democratic Sen. Connie Leyva of Chino, but she said companies have an unfair advantage over non-union employees because the employer then controls the arbitration process.The measure was approved by the state Senate, 25-12. It was one of a number of bills introduced after dozens of women went public with stories of sexual misconduct.Carlson, who spoke in favor of the bill in May, sued Fox News Channel CEO Roger Ailes in 2016, alleging she was fired for rejecting his sexual advances. Ailes, who died last year, said Carlson's contract prohibited her from going public until both sides first tried closed-door arbitration.
