PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. To date, 200 countries and international organizations have submitted application for National Day and Honor Day events, totaling 633 performances.     The Expo is not only a carnival for China, but also a showcase for worldwide extraordinary culture and innovations. "The success of World Expo 2010 is bound to help rebuild the global confidence in economic development, and further promote international exchange and cooperation," said Wang Jinzhen, chief delegate of China to the BIE.     To provide better service for foreign participants, four management departments has formed with professionals and experts to be deployed in different zones to improve on-spot service.     Additionally, during the Expo, about 200,000 volunteers selected from current 500,000 applications will offer services in the sites, on city streets, at airports and docks for visitors from across the world.     Chinese delegation issued invitation to friends all over the world at the assembly.     "I think their preparations (for the Shanghai Expo) are progressing very very well," Secretary General of the BIE Vicente Loscertales told Xinhua. "The thing we have to do is to finish the preparation on time and open our doors on May 1 to the whole world, in which I have total and utter confidence."

BEIJING, Jan. 2 (Xinhua) -- China's National Audit Office (NAO)announced on Saturday that, in 2009, no serious violations were found in the management of reconstruction funds for regions hit by the 2008 Wenchuan earthquake.     Auditors, however, did find some problems in the implementation of post-quake rebuilding plans, distribution of relief funds and management of reconstruction projects, said the NAO.     The NAO has transfered one violation case to the procuratorial organ in 2009. Two people responsible for the violation were arrested and another 11 people were in custody.     The NAO said it and its local offices have already released the auditing results to the public.     Liu Jiayi, chief auditor of the NAO said earlier that they would, in 2010, continue to keep a close eye on the whole process of post-quake rebuilding.

BEIJING, Dec. 16 -- Premier Wen Jiabao will leave for Copenhagen this afternoon, hoping to help seal a fair and effective climate change deal for the planet and secure China's emission rights.     Wen will join world leaders, including US President Barack Obama, at the United Nations climate change conference in Oslo for its crucial last two days. Foreign Ministry spokesperson Jiang Yu Tuesday said he is likely to meet state leaders from India, Brazil and South Africa, among others.     "China, as a developing country, will make its due contribution to the UN conference," said Jiang.     It is not yet known whether Wen and Obama will meet on the fringes of the conference but he has worked the phones relentlessly in the past 10 days, calling as many as 10 world leaders and UN chief Ban Ki-moon in an attempt to secure a workable agreement.     Chinese officials have also had important meetings in recent days with negotiators from many countries, including representatives from the United Kingdom and Germany.     But during the past 10 days, China and the US have not held any official meetings at any level in respect to climate change.     If Wen and Obama do get the chance to meet, they will likely have lots to talk about - the US recently urged China to accept a binding carbon reduction target and said it will not provide financial support to Beijing for climate initiatives.     China, meanwhile, called on the US to set a more ambitious target for emissions reduction after Washington promised to cut them by around 4 percent by 2020 from the 1990 base. Developing countries had urged the US and wealthy countries to slash emissions by 40 percent.     Experts have called on the US and China to narrow their differences in a bid to ensure the conference is a success.     Experts played down the likelihood of the world achieving an ambitious global treaty in Copenhagen but said Wen will defend China's status as a developing country and protect its right to economic expansion in the future.     Jiang said the summit has seen both conflicts and achievements.     She said the main stumbling block to real progress has been the reluctance of developed nations to hand over funding and technical support to developing nations that they promised in earlier agreements.     "If they abandon the principles of the Bali Road Map and the Kyoto Protocol, it will have a negative impact and hamper the conference," Jiang said.     She added that China supports the contention that some smaller developing island countries and African countries are in the most urgent need of funding support and should get help first.     But the spokesperson stressed that developed countries have a legal obligation to help all developing countries.     Huang Shengchu, president of the China Coal Information Institute, said the fact that Wen will be in Copenhagen shows the determination of the Chinese government to secure a good deal.     Zhang Haibin, an environmental politics professor at Peking University, said the presence of leaders such as Wen will inject hope that a deal can be found.     "It demonstrates the leaders' will to take up the responsibility to rescue the whole of human kind," said Zhang. "However, because of the nature of world politics, the chances of reaching an effective and ambitious agreement, in the end, are slim."     John Sayer, director of Oxfam Hong Kong, said many developing countries, including China, India, Brazil and South Africa, have voluntarily offered to cut emissions. China recently said it will reduce its carbon intensity by between 40 and 45 percent by 2020 from the 2005 base level.     However, as Zhang pointed out, some US experts, instead of welcoming such offers, have called on China to let international organizations verify that emissions are indeed falling.     Daniel Dudek, chief economist with the US Environmental Defense Fund, said the world seems to be unsure about whether China is serious about cutting emissions and achieving a good post-Kyoto deal.     "I think that people want to be reassured that China wants to achieve an agreement at Copenhagen and that China values moving forward on climate change more than winning its negotiating positions," he said.

ASHGABAT, Dec. 13 (Xinhua) -- Visiting Chinese President Hu Jintao and his Turkmen counterpart Gurbanguly Berdymukhamedov agreed here Sunday to continually advance bilateral cooperation in an all-round and sustainable way.     The Chinese president, who arrived here earlier in the day for a working visit, held talks with Berdymukhamedov in Ashgabat, capital of this Central Asia nation in the afternoon.     Hu said the Chinese and Turkmen economies are highly complementary to each other, and bilateral cooperation in all dimensions and various fields accords with the needs of economic development of both countries.     Hu outlined four areas that the two countries should focus on to advance practical cooperation. He noted that the two countries have carried out vigorous cooperation in trade, energy and culture.     Hu said China has always placed importance on its relations with Turkmenistan, regarding it as a reliable friend and major partner. He said strengthening practical cooperation in all areas is in the common interests of both countries and peoples.     Hu said China is ready to work with Turkmenistan for the all-round, in-depth and rapid development of their bilateral ties.     Berdymukhamedov fully agreed with Hu's proposals for developing bilateral ties, saying Hu's visit is of special significance. He said Turkmenistan attaches great importance to China and its relations with China.     The long-term strategic partnership between the two countries is based on a high degree of mutual trust, mutual respect and friendship. Despite the changes in international situation, the Turkmen government and people will always firmly push forward cooperation with China, he said.     Berdymukhamedov spoke highly of the rapid growth of bilateral trade in recent years, saying China has become one of the biggest trade partners to Turkmenistan.     Despite the impacts of international financial crisis, trade between China and Turkmenistan increased 135.5 percent in 2008 and38.7 percent in the first 10 months of 2009.     Berdymukhamedov said Chinese companies have made investment in oil and gas, transportation and other sectors in Turkmenistan and won respect of Turkmen companies.     He said the China-Central Asia natural gas pipeline is an example of sincere cooperation under the strategic partnership of the two countries. He said the project is not only in the long-term interests of both countries and their peoples, but is also conducive to maintaining stability of the global energy market.     President Hu will fly to the border town of Turkmenabad Monday to attend a ceremony to inaugurate a natural gas pipeline linking China, Kazakstan, Uzbekistan and Turkmenistan.     Berdymukhamedov said that under the new circumstance the two countries share a broad prospect of cooperation in all areas. Turkmenistan is ready to strengthen political dialogue and carry out practical cooperation with China in the fields of chemical industry, building material industry, science, culture and education.     The president said China is an important force for promoting world peace, stability and development. BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Highrise buildings are seen shrouded by heavy fog at the financial district of Shanghai, east China, Dec. 2, 2009    But sea areas off Shanghai were still shrouded by heavy fog. In the first three quarters of this year, Shanghai Maritime Safety Administration reported 32 accidents in its administrative area, in which 13 vessels were wrecked and 20 people went missing. Direct economic loss was estimated at 39 million yuan (about five million U.S. dollars).     The administration reminded passing vessels to be ready for emergencies because of the bad weather.     Visibility in east China's Shandong Province rose to more than 1,000 meters. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.
