WASHINGTON (AP) — The U.S., Canada, and Mexico have agreed to keep their shared borders closed to non-essential traffic until at least late August because of COVID-19. Acting U.S. Department of Homeland Security Chad Wolf announced the agreement Thursday. He said restrictions on cross-border traffic that have been in place since March have helped slow the spread of the coronavirus. Canada Prime Minister also made the announcement during a news conference on Parliament Hill.The extension agreed to by the three countries would keep the border closed until Aug. 21. The partial closure restricts crossing to commercial traffic, people returning to their home country and other travel deemed essential. When widespread lockdowns kept people at home and off the road this past spring, those particular organ donations dropped, as did others.David Klassen is with the United Network for Organ Sharing, a nonprofit which manages the nation’s transplantation system through a contract with the federal government.“Starting in about mid-March, organ donation really plummeted fairly abruptly and there is an approximately 50% decrease in the number of organ donors over the course of about two weeks,” Klassen said.Safety measures instituted since COVID-19 emerged include testing organ donors. Klassen remains hopeful the transplant system will begin to return to normal.“Right now, actually, the system is increasing the numbers of transplants and really things are getting fairly close back toward what we saw prior to the pandemic,” he said.However, that may also depend on where you live. Record numbers of coronavirus cases are emerging in states across the South and West, which is straining hospital resources. Just this past week, one of the largest hospital systems in Miami placed some transplant surgeries on hold.For Steve and Linda Trilling, there’s hope his dialysis may become a thing of the past.“It's been a ride, you know, trying to get myself as healthy as I can for when everything happens,” he said.He has a potential transplant surgery date set for later this summer.“We are so blessed, so blessed, that we are, that we have a donor, that we have a goal,” Linda said. “So, that is, I think, my biggest thing, is having him off this lifeline.”“Just trying to get back to normal,” Steve added.It is a normalcy that’s been missing for them far longer than for most. Horowitz announced the probe in a statement Thursday afternoon, saying his office will coordinate with the Department of Homeland Security.The watchdog investigation will examine use-of-force allegations in Portland, where the city’s top federal prosecutor and mayor have publicly complained.In Washington, investigators will look at the training and instruction provided to the federal agents who responded to protest activity at Lafayette Square, near the White House.Among the questions being studied are whether the agents followed Justice Department guidelines, including on identification requirements and in the deployment of chemical agents and use of force.“The review will include examining the training and instruction that was provided to the DOJ law enforcement personnel; compliance with applicable identification requirements, rules of engagement, and legal authorities; and adherence to DOJ policies regarding the use of less-lethal munitions, chemical agents, and other uses of force,” wrote Horowitz.The investigation is in response to requests from congressional Democrats and complaints from the public since the agents were sent to Portland, Horowitz said in his statement. 1428

Waymo is starting to let the public take rides in its self-driving vans. This is the first commercial self-driving ride service to launch publicly, according to Waymo.For now, Waymo's definition of "the public" is a couple hundred pre-selected individuals in the Phoenix area. But Waymo is calling this is a small but important first step to launching an actual driverless ride sharing service.These initial users were all part of Waymo's "Early Rider" test program, so they've ridden in these vans before. The big difference is now they'll be allowed to invite others to ride with them — as many as four people can fit in the van — and they'll be able to speak publicly about the experience, including posting about it on social media.These customers will not be stepping into vans with empty driver's seats, though. While Waymo has given totally driverless rides to people as part of the private "Early Rider" program, for these more public rides, a Waymo employee will be in the driver's seat ready to take over if needed.Waymo is a subsidiary of Alphabet, Google's parent company.The service, called Waymo One, will operate 24 hours a day giving rides in the Phoenix area. Over time, the service will expand to cover more cities and be available to more riders than just the test group, Waymo CEO John Krafcik wrote in a blog post.Rides will be requested through an Uber-like smartphone app Waymo has created that will allow users to select pickup and drop-off locations and see a price estimate for the ride. The pricing strategy is part of what Waymo is working out with these more public rides. The pricing and software has been under development in the more secretive "Early Rider" program but will undergo more development in the public Waymo One program, a Waymo spokesperson said.Up until now, much of the research into autonomous driving has been around figuring out technical issues, said Karl Brauer, publisher of Kelley Blue Book and Autotrader. Waymo is taking another step in working through some of the other challenges, such as creating a service that's easy to use and meets riders' needs."Waymo's early rider program is allowing the company to identify these issues, and its new Waymo One service will expand the company's feedback system into a real-world business application," Brauer said.
