SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) - On Wednesday, the San Diego Police Department issued a press release in which the Chief reaffirmed his commitment to unbiased policing, months before the anticipated release of a new report about officers stopping people in the field. It comes amid community concern over a different report that suggests that minorities are stopped at higher rates.Over FaceTime on Wednesday, 10News spoke with Chris Burbank, a retired police chief from Utah who is now working with the Center for Policing Equity. It’s a nonprofit that looks at data surrounding police interactions with the community. “We try and reduce the disparity that exists in law enforcement today, throughout the country,” he adds.In September, his team partnered with SDPD to start analyzing the department’s stop data for a new report that should be released in about six months. Wednesday’s press release states in part, “Police Chief David Nisleit [reaffirms] his commitment to reviewing internal operations and making any necessary changes based on the report's findings."Last week, a separate ACLU-commissioned report was released that caused some community concern. According to the ACLU, records from SDPD and the San Diego County Sheriff's Department show a pattern of discriminatory policing against black people and people with disabilities. SDPD has not issued a formal comment on the ACLU-commissioned report. Last week, the San Diego County Sheriff’s Department sent 10News the following statement. “The San Diego Sheriff's Department is committed to providing the highest level of public safety in all the neighborhoods we serve. We expect all of our stops, detentions, arrests, and searches to be constitutional and within Sheriff's policy. We regularly meet with community groups which allow us to address concerns and continue to build trust with the citizens of San Diego County. We have just been made aware of a report evaluating policing in San Diego. It would be premature to speak about the findings prior to reading and evaluating the methodology used to reach the conclusions presented in the report. However, at a glance some of the statistics in the report do not correlate with our numbers. For example, the report seems to overstate the rate at which Blacks and Hispanics are stopped within Sheriff's jurisdictions. The numbers in the ACLU report do not appear to be consistent with our data. Once we have had ample time to review the report, we will provide a more comprehensive response.”10News reached out to the Sheriff’s Department again on Wednesday for any new comment. A woman posted a picture of the San Diego barista on Facebook with the caption “Meet lenen from Starbucks who refused to serve me cause I’m not wearing a mask. He’s been meeting with a financial planner and plans to use the money to pursue a degree in kinesiology, donate to charity and also follow his dream of dancing.“I can’t be grateful enough. I want to show everybody respect, like you believed in me and you want me to accomplish my dreams. SAN DIEGO (KGTV) - Passengers in a deadly bus crash near Fallbrook on I-15 Saturday suffered broken bones, cuts and scrapes, according to California Highway Patrol.A 23-year-old woman from Mexico, a 73-year-old woman from Pasadena, and a 67-year-old woman from Riverside lost their lives in the crash.In a press release CHP stated 8 of the 20 passengers were from Mexico, one was from Temecula and the others were from Southern California. Their ages range from 5-years-old to 75-years-old.READ RELATED: At least three dead, 18 injured in bus rollover on Interstate 15The 5-year-old boy who was airlifted to the University of Riverside Health Services Medical Center has life threatening head injuries. He was from Mexico.Four passengers are being cared for at Inland Valley Medical Center. Seven are being treated at Temecula Valley Medical Center. Five are at the Palomar Medical Center.CHP issued a correction, saying there were 21 people total on the bus, instead of 22 as they reported Saturday. The error came from double counting the driver.CHP said the National Transportation and Safety Board is arriving Monday to investigate the crash.The bus crashed off the side of South Bound I-15 around 10:25 a.m. Saturday while rain was falling south of Fallbrook. 1272

SAN DIEGO (KGTV) -- Rain created slick streets Wednesday afternoon, slowing traffic to a standstill in some areas and causing crashes in others. Video captured by 10News shows children and an adult climbing out of a vehicle on northbound Interstate 15 near Interstate 8 after their SUV overturned. Good Samaritans and a California Highway Patrol motorcycle officer helped rescue two boys and a man from the vehicle. CHP cautioned drivers to slow down and pay attention as rain continued to drench the county.
