SAN FRANCISCO (AP) -- A coded letter mailed to a San Francisco newspaper by the Zodiac serial killer in 1969 has been deciphered by a team of amateur sleuths from the United States, Australia and Belgium.The San Francisco Chronicle reports Friday the cipher is one of many sent by a killer who referred to himself as Zodiac in letters sent to detectives and the media.According to code-breaking expert David Oranchak, the cipher's text includes: "I am not afraid of the gas chamber because it will send me to paradise."The Zodiac terrorized Northern California communities and killed five people in the Bay Area in 1968 and 1969. 637

SAN FRANCISCO (AP) — In his 20 years as a paramedic, Mickey Huber assisted in two emergency deliveries. But to him, the most memorable birth is the one that didn't happen on his watch.Huber was helping people evacuate from the terrifying wildfire that tore through the Northern California town of Paradise on Nov. 8 when he heard on the scanner about a pregnant woman going into premature labor.Anastasia Skinner's baby wasn't due for another month, but she began to feel contractions as she grabbed her mother's two dogs and raced to escape the fast-moving blaze. The flames had already hit her car by the time she fought the panic-driven traffic jam out of town and reached a gas station, honking the horn and screaming for help."I knew I wasn't going to make it," Skinner, 25, said during a phone interview on Friday. "I called my husband and told him goodbye, tell all the kids I love them and make sure they remember me."A motorcyclist who saw Skinner in distress flagged a police officer who helped her move to the back seat of her Honda Pilot. Several women who were stuck in the traffic jam brought her blankets and pillows, A retired fire chief came to her aid and someone requested a helicopter to airlift her to the hospital.Huber, the assistant chief of operations for Butte County Emergency Services, was two miles away but had to get through 30 minutes of gridlock to get to Skinner. When he arrived and evaluated her condition, he knew she couldn't wait much longer for a helicopter."The smoke was thick, and the winds were blowing. The helicopters were having a hard time fighting the fire let alone airlifting patients," Huber said.Because Skinner was having a high-risk pregnancy after suffering two miscarriages and other complications related to an inherited disorder, Huber said she may not have made it if she went into full-blown labor.He arranged a caravan that included three police vehicles to rush Skinner to an ambulance. Then he jumped in the back seat, where he kept her calm until she reached a hospital where her labor was stopped."He was sweet. He told me, 'I'm a guy. I don't know what this feels like for you, but I'll try to help you get you through it,' " Skinner said. "Then he would yell at people outside of the car, waving his hat and telling them to get out of the way.""My goal was to keep her breathing and get her down the hill," Huber said. "Two of my ambulance crews were trapped by the fire moments before I got to Anastasia so there was a lot of doubt, a lot of worry."Skinner said a doctor later told her smoke inhalation put her body under stress and triggered the contractions.On Dec. 12, more than a month after the fire began, Skinner gave birth via C-section to a full-term, healthy girl and named her after the man she believes saved her life."She's a blessing in every way including what happened at the Camp Fire," she said about her daughter, Zoele (rhymes with Noel) Mickey Skinner.Skinner and her husband, Daniel, have three other children, ages 8, 6 and 4.After getting Skinner to the ambulance, Huber helped with the mass evacuation until the next day. He said he was shocked and honored when he learned the baby was named after him."That day was full of a thousand different emotions but that is the strongest memory of the day for me," Huber said.More than 50,000 people in Paradise and the neighboring communities of Magalia and Concow were forced to quickly flee the towering, wind-driven flames that burned an area about the size of Chicago — 240 square miles (622 square kilometers) — and became the deadliest U.S. wildfire in at least a century. At least 86 people were killed and 14,000 homes destroyed.Skinner and her husband, Daniel, lost their home; her mother lost hers too."All of our history and what we were as a family, everybody knowing your name and all the things about being in a small town are just gone," Skinner said.When her children get sad about the things they lost in the fire, she said she reminds them to count their blessings, including the baby sister who made it alive."All of us, including our animals are out. Everybody we know is safe," Skinner said. "We can replace all the stuff in our house, but we can't replace each other." 4235

SAN DIEGO (KGTV)-- Today is the peak travel day for the Thanksgiving holiday. AAA expects more than 54 million Americans to travel more than 50 miles from home this season. While many are dreading the drive, others have chosen to take the rails.Gary Green was visiting his friend in San Diego for the last few days. But he is making the trip back to Los Angeles on the Amtrak Pacific Surfliner. "The car is a painful experience. The 405 is obnoxious. The 101 is obnoxious. People are miserable, and it's the wrong time of year for that," Green said. While motorists are thankful that gas is about SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. She lives walking distance from San Diego's Santa Fe station, and the train will take her into Burbank.According to Amtrak, last year,  Santa Fe Station saw a 57% increase in riders the Wednesday before Thanksgiving and a 55% increase the Sunday following the holiday. "We're actually using every available fleet possible to accommodate all of our extra passengers," Amtrak spokesperson, Olivia Irvin said. That means every seat, including coach class requires a reservation. Even with a strict timetable, Amtrak admits, they are not perfect. If they experience delays, the company notifies passengers on Twitter. Earlier we saw announcements ranging from 20 to 48 minutes delay. Anything more than that, they say they have a Plan B."We often give passengers food packs and water," Irvin said. "If it's necessary, we'll bring in bus services to accommodate passengers."The hope is it never gets to that point. SAN DIEGO (KGTV)-- Some Mission Beach residents say they are fed up after their streets are piling up with trash. They say designated parking spots for e-scooters have remained uncleaned for months, causing concern for flooding. It's all fun and games until it's not. "When the rainy season does happen, you will see Mission Beach flooding," Mission Beach resident and Town Council VP, Greg Knight said. First, the problem was unsupervised parking. E-scooters were piling up all over the neighborhood. Now, they are giving Mission Beach residents a new headache - their corralled parking spots."This [Corral] gets filled a lot of times with leaves, sand, debris," Knight said. "We have a lot of party rentals that go on here, which means excess trash."All of the debris should be swept up twice a week on Mission Boulevard. But since the City of San Diego put in the e-scooter parking corrals in July, Knight says these areas have remained untouched. "When this washes down, that's the stuff that goes into the storm drain and will actually block it up," Knight said. Knight saw a City street sweeper driving around the corrals, even after he says the Mayor's office promised street sweeping would not be affected.
