INDIANAPOLIS — The first officers to respond to a reported stabbing in Indianapolis Sunday night walked into a chaotic scene: shards of broken glass strewn about the floor; a wig that had been forcibly ripped off someone’s head; and blood smeared from one end of an apartment’s hallway to another.Just inside one of the units at the St. George Apartments police found 45-year-old Vickie Jackson collapsed on the floor. She had been stabbed multiple times and was in extremely grave condition. She was pronounced dead 35 minutes later at Methodist Hospital.Surveillance video obtained by investigators shed light on the chaos.According to a probable cause affidavit filed in Marion County court Monday, a camera captured Jackson and another woman, later identified as 35-year-old Tashawanna Wilson, fighting in the hallway.In the video, police say, Wilson can be seen breaking a wine bottle against Jackson. Wilson then allegedly used the top portion of the broken bottle to stab Jackson numerous times.Police broadcast a description of Wilson, and an officer located her a short time later on the campus of the Tindley Genesis Academy at 24th Street and Capitol Avenue. Wilson was reportedly covered in blood and carrying a hatchet, which was also covered in blood.According to police, Wilson admitted to striking Jackson with a wine bottle during a fight and to going to a friend’s house to change clothing afterward.Wilson was taken into custody on a preliminary charge of murder and booked into the Marion County Jail without bond. As of Monday afternoon, prosecutors were still reviewing the case against her for a final charging decision.Court records show Wilson has previously been charged three times with battery in Marion County, most recently in February 2013. She pleaded guilty to resisting law enforcement in that case and was sentenced to time served. 1874
INDIANAPOLIS -- Members of a neighborhood on Indianapolis' northwest side are asking police to do something about a woman caught on camera attacking neighbors with a yard sign and threatening their lives.The woman was seen on video pulling signs out of Miguel Rios and Luvia Roman's yard and saying she'll kill them, all over a property line dispute on Twin Creeks Drive, just north of Northwestway Park.Neighbors say the woman has a history of harassing minority neighbors. Corey Banks, a neighbor from across the street, said he's been called the N-word multiple times by her. Rios and Roman bought the house next door to the woman about a year and a half ago. They say the woman has called the health department, narcotics and child protective services in an effort to get them to move."I'm scared for my life," Rios said. "I'm scared for my family's life. In the summer of 2013, Aimee Stephens sent her employer a letter explaining she was about to change her life. She was a transgender woman, and she intended to start dressing as such at work.She never expected then that she was about to enter into a yearslong legal dispute, one that might soon become a litmus test for lesbian, gay and transgender rights before the next US Supreme Court.Stephens had spent months drafting the message to management at R&G and G&R Harris Funeral Homes, a family-owned business in the Detroit area, she says. She was 52 years old at the time, and she had spent her entire life fighting the knowledge she was a transgender woman, to the point that she had considered ending her life.Now that she was coming out at work, she hoped her nearly six years of positive performance reviews, which had earned her regular raises, would count in her favor.But her boss, a devout Christian, told her the situation was "not going to work out," according to court documents. Thomas Rost offered her a severance package when she was fired, but she declined to accept it.She filed a complaint with the Equal Employment Opportunity Commission, the Department of Labor's enforcement agency, and the government sued the funeral home. The department accused the funeral home of firing Stephens for being transgender and for her refusal to conform to sex-based stereotypes.A district court agreed with the funeral home that the federal workplace discrimination law known as Title VII did not protect transgender people. But it found that the funeral home did discriminate against Stephens for her refusal to conform to its "preferences, expectations, or stereotypes" for women. The EEOC appealed.The 6th Circuit Court of Appeals ruled in favor of Stephens and the EEOC in March. The funeral home's lawyers accused the court of exceeding its authority by expanding the definition of sex in a way that threatens to "shift" what it means to be a man or a woman.In July, lawyers representing the funeral home asked the Supreme Court to take up the case to determine if transgender individuals are protected under Title VII's sex-based provisions. If the court takes up the case, it could have broader implications for the definition of sex-based discrimination. And it could impact case law that precludes firing anyone -- gay, straight or cisgender -- for not adhering to sex-based stereotypes."The stakes don't get much higher than being able to keep your job," said Harper Jean Tobin, director of policy for the National Center for Transgender Equality. "Harris Funeral Homes is a stark example of the job discrimination that so many transgender people face."Advocates say it's one of the most important current civil rights issues for the transgender community, along with similar considerations in education and health care. And they say it has been settled by years of case law. In the past two decades, numerous federal courts have ruled that federal sex discrimination laws apply to transgender and gender-nonconforming people, including Title VII, the Title IX education law, and Section 1557 of the Affordable Care Act.But lawyers from the Alliance Defending Freedom, the conservative Christian nonprofit representing the funeral home, say it's far from settled."No court or federal agency has the authority to rewrite a federal statute. That power belongs solely to Congress. Replacing 'sex' with 'gender identity,' as the 6th Circuit and the EEOC have done, is a dramatic change," senior counsel Jim Campbell said in a statement."What it means to be male or female shifts from a biological reality based in anatomy and physiology to a subjective perception. It started out as a way to help her brother, and now, it's become so much more than that. Now one sister's efforts have made an impact far more than she could ever imagine.In their household, twins Sarah and Jacob Greichen are both included and involved. But one day after school a few years ago, Greichen realized outside the walls of their home, it was a different story."My brother got in and he was crying," Greichen said. "And he was saying, 'Mom I have no friends why don't I have any friends.'"Jacob has autism, and exclusion took its toll."He actually stopped talking completely," Greichen recalled. "He regressed, he went from probably a fourth, fifth, sixth-grade level to first-grade level and it was a really hard time for my family."Greichen decided to do something. And at 13 years old, she founded the non-profit Score A Friend, which builds clubs for students with and without intellectual disabilities in schools and communities."Every single kid meets friends through school or though activities and sports," Greichen said. "And Score A Friend is creating those opportunities for everyone. So that they can meet friends and then those friendships can go from school to home."Clubs can be focused on sports or electives, and one club even got the whole school involved with score a friend week."They talk about inclusion," Greichen said. "What unified sports are what person first language is what do you say when you walk up to a person with a disability and what is the right way to act."Now, Score A Friend has gone national, spreading to more than a dozen schools across the country, including at least two colleges."I mean now we have commercials and billboards out which is crazy!" Greichen exclaimed. "I mean, I never would have guessed this from the beginning."But for Greichen, her brother is the true measure of success."Jacob finally started talking again," Greichen said. "He started playing sports again he started talking to other students and he actually had people to sit with at lunch."Greichen sees Score A Friend becoming a movement. Infrastructure spending going to be a hot topic in the upcoming midterm elections, with many asking, how are we going to pay to fix America’s aging roads?Correspondent Nicole Vowell traveled to Rhode Island, the smallest state with some of the biggest infrastructure problems.The tiny part of New England spans only about 1,500 square miles and is one of the oldest states. Combined with Rhode Island being nearly 33 percent water, the state is fighting a tough battle to keep roads and bridges intact.Casey Dinges, director of the American Society of Civil Engineers, says one in four of their bridges is structurally deficient. That means, he says, safety standards are ramped up."That bridge will be inspected every year, instead of the standard every two years,” explains Dinges of one of the bridges in the area.The Ocean State may be facing the most worries, but Dinges says, overall, the U.S. just isn't that structurally sound.Last year, Rhode Island earned a dismal D+ infrastructure rating."We've been deferring maintenance and under investing in our infrastructure for decades,” Dinges says of the rating.Of the nearly 800 bridges in the state, approximately 200 of them are considered structurally deficient, which is costing taxpayers millions of dollars to fix.Dinges says for every family in the U.S., it amounts to about per day.The overall goal, Didges says, is for federal and local government to get on board and invest over the next 10 years to upgrade America’s infrastructure."The allocations for what the state needs has not been enough,” Dinges says. 1585
