SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) - San Diego winemakers say business is picking up, and there's a new way to for locals to get their foot in the door. A new report by the San Diego County Vintners Association says there are now 116 wineries in the region, with sales nearly doubling in the last year. The industry now has about 700 workers in the county. Now, the association has teamed up with Cuyamaca College for a Viticulture Technician Apprenticeship program. Participants work 1,500 hours a year, learning the ins and outs of winemaking. They earn an hour the first year and the second, with opportunities to make more doing side jobs once they get enough experience. "You can't really sell wine unless you know where it's coming from and what goes into it, creating the story behind the wine itself," said Kaylan Wedemeyer, who is an apprentice for La Mesa's San Pasqual Winery.Linda McWilliams, who owns San Pasqual, said many local wineries are mom and pops, but that apprentices can also grow with them."I think we'll find places for the people who graduate, and then we'll build together," she said. The program is accepting applications ahead of interviews in December, and January starts.  1227

SAN DIEGO (KGTV) — Scripps Health in San Diego is inundated with calls from people who are worried that they might have the coronavirus.“Understandably, people are now getting upper respiratory infections and right away they're thinking is this COVID-19 so they're calling the line and we're giving them the help that they need,” says Dr. David Wetherhold.The hospital network's dedicated COVID-19 nurse line is reportedly peaking at 60 calls every 15 minutes, connecting patients to nurses for screenings. If a nurse believes that a phone call warrants a video call and the video call warrants actual testing, the nurse will assign the patient a time to park outside one of the cabanas now staged outside three of the Scripps Health clinics. The patient will then call in. “A single licensed provider will come out to your car [and] do an evaluation. They'll check your blood pressure. They'll check your temperature. They'll check your pulse and your oxygenation level and then they will obtain the COVID-19 sample which is a swab into the nose,” adds Wetherhold.Wetherhold says COVID-19 test results come back in two to four days. Positive patients will only need to return for treatment if their symptoms are unmanageable. He's also working vigorously on Scripps Health’s larger telehealth program. It was supposed to roll out over the next 18 months, but with COVID-19, it's been compressed into a few weeks. Wetherhold tells 10News that patients who are considered "at risk" are in desperate need of virtual care so that they can avoid any potential exposure to COVID-19. “The immunocompromised, transplant patients, heart failure patients or cancer patients. SAN DIEGO (KGTV) — Several women appeared in San Diego County Court to recall the interactions they had with Juan Carlos Cordero, the man they claim raped them. San Diego Police arrested 35-year-old Cordero in March for multiple felony sex crimes beginning in 2015. Police said he would approach intoxicated women at bars or online, take them back to his home, and rape them. One by one, the women came into the courtroom Wednesday, to answer questions at the preliminary hearing. The accusers said admittedly, some of the details of what happened are foggy."I'm not sure," one woman replied. "I honestly don't remember, but I was embarrassed that I didn't remember," said another. "I felt like ... I was drugged," another woman said. One woman said she met Cordero after posting on a singles advertisement on Craigslist. She was hoping for a pleasant interaction but said it turned horrific. She said she did everything Cordero told her to do, fearing for her life."He threatened me with spanks with the belt, a weapon," she said. Another woman said she met Cordero on a dating site when she was 18. She admitted lying to her father about Cordero, saying he was a person she knew. But after drinking a few beers in San Diego County, she said Cordero drove her to his home in Newport Beach. "I don't remember very much until I woke up to him yelling at me that I was being too loud, and that I was like every other girl and that I was going to wake up his neighbors," she recalled.After that interaction, she demanded Cordero drive her back to San Diego. In fear that her parents would scold her, she said she did not tell them what had happened, until a few hours later. On the drive home, she remembered that Cordero punched her face repeatedly."I grabbed the steering wheel and yanked it on the freeway," she said. "He [Cordero] got off at the next exit, and I ran into the Denny's."She then had her father pick her up at the restaurant in San Clemente. The following day, she said she went into a hospital to take a drug and rape kit.Another accuser said last fall, she and Cordero went on what started as a nice first date. But she ended up unconscious and woke up in pain."I noticed welts on the back of my butt, I guess," she said. Tearing up, she said she was too embarrassed to report the incident because the two continued to date. After they broke up, she said she read an article about Cordero and his alleged victims. That is when she decided to go to the police and tell her own story."He choked me until the point where I couldn't breathe," she said. "And I asked him to stop." "And what did he say?" prosecutor Martin Doyle said. "That he could end me right then and no one would know," she replied. Cordero's attorneys said their client is innocent, and the interactions he had with the women were consensual. 2835

SAN DIEGO (KGTV) — Standing outside his Vista headquarters on Wednesday, Republican Darrell Issa told reporters that he's comfortable he'll stay ahead of opponent Democrat Ammar Campa-Najjar in the run for a seat in California's 50th congressional district.“Statistically, it’s impossible for him to win with probably 60,000 votes left to come in,” he told reporters.Issa is a veteran politician looking to return to Congress after a two-year hiatus. He represented coastal North County's 49th district until 2018 but decided not to run for re-election as that district turned blue.“I've already spoken with Congressional leadership and I’m planning to go back to what will be a very unusual freshman orientation for someone with 18 years [of experience],” he added.ABC 10News spoke to Campa-Najjar on Tuesday after polls closed when early returns showed that he and Issa were still neck and neck. At the time he said, “Obviously, we know we've had a strong campaign that put people before politics and country before party and it is showing in this ruby red district. We're transcending partisanship.”The 31-year-old has continued trying to flip the historically red district which spans parts of East, North, and Riverside counties.
