WASHINGTON (AP) — Financial losses are mounting at the U.S. Postal Service during the coronavirus pandemic. The agency said Friday it lost .2 billion in the three months ending in June. Officials warn the losses could top billion over two years. Postmaster General Louis DeJoy calls the agency's financial position “dire.″ But he disputes reports his agency is slowing down mail and says it has “ample capacity to deliver all election mail securely and on time." WASHINGTON -- The U.S. House is expected to vote this week on a bill that would bring sweeping reform to the nation's drug policy, by removing marijuana from the Controlled Substances Act.Democratic leadership in the House is preparing for the vote on the bill, called the Marijuana Opportunity Reinvestment and Expungement (MORE) Act of 2019. The US House Judiciary Committee approved the measure last November.If made into law, the measure would open up business opportunities for legal marijuana nationwide.Still, many steps need to be taken to put the bill into law. If the measure passes the House, it could stall in the Republican-controlled Senate. Utah has worked on its medical marijuana program in the state since voters approved a proposition in 2018. VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. VISTA (CNS) - A professional photographer who sexually assaulted four teenage girls during modeling sessions at a rented Carlsbad residence where he had set up a temporary studio was sentenced to 25 years in state prison Friday.Robert Koester, 52, pleaded guilty last month to 23 felonies related to raping and inappropriately touching the teens -- some of whom were drugged and unconscious during the abuse -- as well as creating child pornography of the girls.Koester also faces federal charges locally, as well as charges in his home state of Oregon, where he's accused of assaulting additional victims.RELATED: Modeling photographer pleads guilty to sex crimes against teenagersDeputy District Attorney Dan Owens said the investigations against Koester began with one of his local victims, identified in court only as Jane Doe 1, who came forward regarding the abuse and "put a stop" to his ongoing crimes. Based on her statements, Koester was arrested Nov. 13, 2018, in Carlsbad."The victims in this case showed extraordinary strength in coming forward and speaking out against this man who victimized them," according to Owens, who said the case has had "a tremendous impact on the victims who were involved in this case, not only them, but their families."Koester, who had been hired as a contract worker by Carlsbad-based Frank Model Management, raped and took nude photographs of the girls, whose ages ranged from 15 to 17 during the San Diego County incidents.
