SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) — A preliminary 5.8-magnitude earthquake struck in Inyo County, just north of Ridgecrest, on Wednesday.The quake occurred at about 10:40 a.m. in the Lone Pine area, about 60 miles north of Ridgecrest, according to the USGS. There have not been any immediate reports of injury or damage.The initial 5.8 earthquake was followed by several smaller shake-ups, ranging from magnitude 2.5 to 4.6.USGS's "Did You Feel It?" map reported the quake was felt as far away as Fresno to the north, Los Angeles to the south, and Las Vegas, Nev., to the east. There was no threat of a tsunami due to the quake, according to the National Tsunami Warning Center.The earthquake comes a day after a 7.5-magnitude quake struck Mexico's southern coastline, just east of the popular tourist destination Huatulco, Oaxaca. 822

SAN DIEGO (KGTV) — A new reality television series focused on the day-to-day operation and conservation efforts of the San Diego Zoo will premiere Aug. 10 on Animal Planet.The cable channel had two crews shoot five days a week for more than four months to capture behind-the-scenes video at the San Diego Zoo and San Diego Zoo Safari Park. Cameras were allowed into locations rarely seen by the general public, including inside the veterinary hospitals at the two sites."A lot of people don't know all that goes on behind the scenes and this show is basically that opportunity for anybody to peek in and spend time behind the scenes with the keepers," said San Diego Zoo Ambassador Rick Schwartz.There will be ten episodes, each an hour long. San Diego (KGTV) -- A person was killed when their motorcycle crashed into a guardrail while riding with friends.Police received the report of the crash at the intersection of Sweetwater and Shannonbrook Court just after 10:30 p.m. in Lemon Grove.Police closed the intersection to investigate how the motorcyclist lost control.The victim died at the scene, their name was not immediately released. 405

SAN DIEGO (KGTV) - A heart transplant saved his life but took away a San Diego doctor's ability to treat his patients. That is until technology gave him that back too. "I can't be around sick people because the immunosuppressant medications I have to take for the rest of my life will cause me to get sick much more easily," said Dr. Murray Alsip.For five long months, Dr. Alsip sat in the ICU, waiting for a heart. He'd been living with a serious heart condition for 17 years. After several false alarms, his call finally came. The doctor would soon receive 20-year-old Mathieu Bergeron's heart; the young man died tragically in a skateboarding accident. Alsip was able to meet his donor's mother eight months after the transplant. "She's such a wonderful person, a giving and caring person. That meeting was wonderful, she had so much to say about him and the things he liked to do and about the person he was and about his energy," said Dr. Alsip. With his new heart beating strong, Alsip could once again do many of the things he loved, liked hiking. And while he could no longer practice in an office, Alsip knew he had to continue practicing medicine somehow.
