BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. Lawmakers considered granting equal representation in people's congresses to rural and urban people. Wu delivered a speech at the meetingThe draft amendment echoed Communist Party of China (CPC) Central Committee General Secretary Hu Jintao, who proposed in a report to the 17th CPC National Congress in October 2007 that rural and urban areas should have equal rights in election of lawmakers.     Wu said the revision was in line with the spirit of the 17th Party congress and the conditions of the country's economic and social development.     It ensured equal representation among people, regions and ethnic groups.     He said the draft amendment to the Electoral Law would be submitted to a bimonthly session in December and a NPC plenary session in March next year for a second and third reading.     Wu also reviewed the NPC's supervisory work this year, especially on the 4-trillion-yuan, two-year stimulus package announced by the central government last November to revive the economy during a global economic slowdown.     The meeting also announced the appointment of two senior officials.     Yuan Guiren, in replacement of Zhou Ji, was appointed minister of education.     Li Xiaofeng was appointed chief procurator of the military procuratorate under the People's Liberation Army to replace Gao Laifu.     At the session, lawmakers also ratified a bilateral treaty on civil and commercial judicial assistance with Brazil.

XI'AN, Nov. 16 (Xinhua) -- Chinese Vice President Xi Jinping has called for more efforts to carry forward the Yan'an Spirit and stay realistic and pragmatic to build the Party.     Yan'an, a city in northwestern Shaanxi Province, served as the CPC-led revolutionary base during the 1930s-40s before the Communist Party of China (CPC) took power in 1949.     To promote the Yan'an Spirit, the primary thing is to adhere to correct political direction, said Xi, also a member of the Standing Committee of the CPC Central Committee Political Bureau, during a tour in Shaanxi from Nov. 13 to 16. CAIRO, Nov. 6 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Friday, starting a two-day official visit to Egypt preceding a top-level review of action to build China-Africa cooperation.     Egyptian Prime Minister Ahmed Nazef received Wen at the airport.     During his visit, Wen is scheduled to meet with Egyptian President Hosni Mubarak and hold talks with Nazef. He will also meet with Arab League chief Amr Mussa, and deliver a speech at the Arab League headquarters in Cairo.     This is Wen's second official visit to Egypt. The first was in 2006, which marked the 50th anniversary of establishing diplomaticties between China and Egypt. Visiting Chinese Premier Wen Jiabao is greeted during a welcoming ceremony in Cairo, capital of Egypt, Nov. 6, 2009After his official visit to Egypt, Wen will attend the opening ceremony of the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) in the Egyptian resort of Sharm el-Sheikh on Sunday.     Wen will also hold bilateral meetings with leaders of FOCAC member countries at Sharm el-Sheikh.     The FOCAC meeting, an important gathering after the Beijing Summit of the forum in November 2006, will review how the consensus of the Beijing Summit has been implemented.     It is also expected to adopt a declaration and an action plan for 2010-2012 to chart the path for further China-Africa cooperation.     Chinese Foreign Minister Yang Jiechi and Commerce Minister Chen Deming, as well as other senior officials, are accompanying Wen.

MANILA, Nov. 19 (Xinhua) -- China's top political adviser, Jia Qinglin, and Philippines Senate President Juan Ponce Enrile pledged to boost cooperation between the Chinese People's Political Consultative Conference (CPPCC) and the Philippine Senate when they met here Thursday.     Jia, chairman of the CPPCC National Committee, said China-Philipines ties had witnessed healthy development since the two countries established diplomatic ties in 1975.     "China and the Philippines share broad common interests," Jia said, highlighting the enhanced mutual political trust, booming economic and trade ties, frequent humanitarian and cultural exchanges and close coordination on international and regional issues. He will also visit Peru, Ecuador and Brazil.
