(KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd.The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.“Construction activities have been designed to reduce impacts to anyone using these intersections,” said Caltrans Project Manager Arturo Jacobo. “While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.”The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017

(KGTV) - A pride flag is now flying outside Encinitas City Hall, overlooking the city's downtown area.The Encinitas City Council voted 4-0 Wednesday to hoist the flag to commemorate Pride month. The action comes after the Trump administration denied U.S. Embassy requests to hoist the flag, saying government buidlings should only fly the American flag. At the meeting Wednesday, councilmembers said they wanted to show the city as inclusive and welcoming. They added they want to push back against a recent uptick in hate crimes against the LGBTQ commumity - and potential rollbacks of federal protections for them in the military, workplace, and health care."I think it's critically important that we stand up and celebrate," said Joe Mosca, the city council's first openly gay member. "We celebrate the advancements that have been made and we're ready to fight for the future, and make sure that advancements that have been made haven't been rolled back."Lisa Nava, a 30-year Encinitas resident and LGBTQ advocate, watched the Pride flag go up in memory of her brother David, who died of AIDS in the 1980s."It was actually the first time i ever saw true love, between him and his partner, and I believed in my core being that there was no reason two people couldn't love each other and be out in the world loving each other," she said. Moderator Paul Scafidi told the woman that she could not wear the shirt while voting, according to Sea Coast Online.Scafidi said the woman asked why another woman in the polling station was allowed to wear a shirt with an American flag while voting. Scafidi said he determined that an American flag shirt did not constitute as electioneering — a judgment call that he, as the moderator, is required to make.Scafidi then told Sea Coast Online that the woman asked if she should take her shirt off, even though she was wearing nothing underneath."I said, I'd rather she not," Scafidi said, according to Sea Coast Online. "But she took it off so fast, no one had time to react. So the whole place just went, 'woah,' and she walked away, and I let her vote. The uncertainty is taking both a financial and emotional toll for local restaurant owners.Open. Close. Open. Close. This isn't the revolving door that welcomes customers into local restaurants, it's the state's rules on indoor dining that is worrying business owners."It's devastating thinking that we might have to close again," Charlie's Family Restaurant owner, Suzan Meleka said. "I haven't slept in two nights."When the quarantine began in mid-March, the 28-year-old Escondido diner had to shut its doors. Meleka said they tried take-out. But as a traditional sit-down diner, it just wasn't for them.Then came the good news on May 21, 2020. With temperature checks, new cleaning, social distancing protocols in place, Charlie's reopened, and their loyal regulars came back."The food is great, the prices are great, the atmosphere is great!" one customer said."It's like a family here," said another."We were worried that a lot of them might forget about us because we were closed for two and a half months," Meleka said. "So they've just been wonderful. They are glad to be back to some sort of normalcy."But that normalcy did not last too long for diners in 19 California counties on the state's watch list. On July 1, 2020, Governor Gavin Newsom declared that every restaurant in counties surrounding San Diego had to again, stop serving food indoors. So far, San Diego is clear from that list. But Meleka is worried we are next."I think if restaurants are following every single protocol, they shouldn't be penalized," Meleka said.Compared to their large dining hall and banquet room for overflow, Charlie's only has four outdoor tables. This may not be enough capacity for the beloved family diner to muscle through another forced shutdown."I keep saying it's the twilight zone because it's just unbelievable," Meleka said.Meleka hopes everyone follows the state's guidelines so that San Diego County can stay off the state's watch list.
