The city of Fresno doesn’t fit the California stereotype; it can be a tough city that raises tough kids. Kids like Jose Flores. “A lot of the violence around here, the drugs,” Flores says. Flores attends Duncan Polytechnical High School, and he’s on the welding track. All the students at Duncan are enrolled in a Career Technical Education. “We know that this is what our community needs, and frankly, this is what our community wants," said Jeremy Ward, who runs the College & Career Readiness program for Fresno Unified School District. "Jobs related to college really only speaks to a portion of the jobs that exist in the United States today. There are many skilled professions that are very well paid that have nothing to do with going to college." But it’s not just students at Duncan. Almost half of the students in Fresno are enrolled in CTE programs. The district thinks it’s one of the best ways to prepare students, who may not go to college, for some other real-world opportunities. “Students that are engaged in career technical education, there’s a heavy amount of data that shows that there’s a higher degree of graduation and that there’s a higher degree of post-secondary success, because of the experience they have by participating in a CTE program,” said Ward. At Duncan, students can enroll in welding, truck tech, manufacturing, and even nursing. “They are in a CNA program, by the time they graduate, they’ll have the requirements they need to take their state competency evaluation exam,” said Jodi Uyeg, a nursing teacher. “We get to work with real residents and practice the skills that we’ve learned here there; that way we’re ready for our CNA test in May,” said Evelyn Gamble, a nursing student. The idea is that these CTE programs give students a ton of options to join the workforce or go to college. Options they might need as rural areas like Fresno keep recovering from the recession. Just ask Ashley Swearingen, the former mayor of Fresno. “We went through as the city of Fresno, five years of consistent budget cuts," Swearengin said. "In some years, we were doing two or three budgets a year just to try and keep up with plummeting revenues, and of course, expenses were still going up." Swearingen has been working hard to try and help the area recover, but it hasn’t been easy. “We’ve struggled for a long time," said Swearingen. "I mean, this is a place that’s had chronic, double-digit unemployment for literally 30 to 40 years.” But schools like Duncan give kids in more rural areas a way to earn a good living or continue their education. For Flores, this opportunity was a big deal. “Growing up a lot of friends being killed a lot of gang violence,” said Flores. He’s been to more than a few funerals for friends his own age. “A lot of middle school friends that you know we were close, but we all went to different high schools," said Flores. "They all started doing their own things and even a couple of them are dead now, you know? It’s sad to say but that’s the life the chose. You think I’m going to know these people 30 years down the line and you know, it’s over right there." But he credits his family and the opportunities he’s had to keep him off the streets and alive. “Being around a lot of those people, it’s drags you in there,” he said. The death of George Floyd while in the custody of four Minneapolis police officers was “criminal,” the Major Cities Chiefs Association said in a statement on Monday. The association consists of dozens of chiefs of police from large American and Canadian cities. The letter was signed by dozens of chiefs of police throughout North America. “The death of George Floyd was, by any measure of professional policing unnecessary, avoidable and criminal,” the letter read. The chiefs released the letter on Monday as unrest over Floyd’s death and the treatment of African Americans by law enforcement has continued in recent days. The chiefs acknowledge now is the time to listen to communities of color who are concerned about the treatment of African Americans by law enforcement. One officer, Derek Chauvin, was charged with Floyd's death. Three other officers have not been charged, but are under investigation.Here is the letter in full:The death of George Floyd was, by any measure of professional policing unnecessary, avoidable and criminal. As leaders of the largest local law enforcement organizations in the United States and Canada, we must be honest about our history and ask ourselves tough questions before we are able to offer the right answers. A history dating back over two centuries that has included institutional racism and more recently, a history that during the civil rights movement over 50 years ago, included injustices and police brutality against African Americans who were fighting for equal rights and equal protections. We need to hear what America is telling us right now and we need to take bold and courageous action to change the narrative of our history as it relates to the disparate impact and outcomes that policing has had - and continues to have - on African Americans, people of color and the disenfranchised. We have had versions of this conversation before. Names echo to police and communities alike - Eric Garner, Walter Scott, Philando Castile, Jeremy Mardis and instances where African American men and women have unjustly lost their lives at the hands of police officers. Each of these cases raised different concerns, but collectively they add new and painful chapters to our history that compels all of us to take inventory and be held accountable. Accountability must continue to be the cornerstone of tangible and substantive change and ethical policing. We commend Minneapolis Police Chief Medaria Arradondo for taking decisive and necessary action by immediately firing the four officers. Understanding every chief’s administrative authorities are different and not everyone may be legally permitted to immediately terminate an officer’s employment, we expect every major city chief to take every action within their legal authority to hold officers accountable. The balance of labor and management is often out of calibration. Contracts and labor laws hamstring efforts to swiftly rid departments of problematic behavior and as law enforcement executives, we call for a review of those contracts and laws. It will take strong leadership from all of us as well as collaborative partnerships from leaders from all walks of life and all levels. Actions matter and so do words. Provocative statements create tension that lead to danger for police officers and the public. During challenging times, leaders need to reassure and calm, not instigate and stoke discord. Let us be the example for all leaders to follow. More than anything, this is a time for us to help facilitate healing, learning, listening and then dialogue, particularly in communities of color. Police departments, because of the nature of their work in a constantly changing democracy, have proven to be the most adaptive and agile agencies in municipal government. The Major Cities Chiefs Association will be a catalyst for these conversations, a resource for our members searching for best practices and a voice in the national discourse on race relations, policing and reform. 4007

The maker of the video game Fortnite is being sued by two parents in Canada who claim the game is as addictive as cocaine. The parents are claiming software development company Epic Games used psychologists to design "the most addictive game possible."Fortnite is one of the most popular games among kids. Eight-year-old Rayline Brassert and her friends are hooked“People always brag about Fortnite,” said Rayline. “Like when they always come to school and brag about it.”Rayline’s mother says it can be a challenge to get her daughter to stop playing. “There’s like this switch that goes off and if she’s not allowed to do something and she’s a completely different person and you gotta pull her back to reality,” said Natalie Brassert.Fifteen-year-old Gavin Probst says he plays Fortnite nearly every day and admits he can spend a little too much time in front of the screen. “It’s real easy to lose time. I’ve personally gone overboard many times,” said Gavin. His mother, Christine, also notices a change in her son when he starts playing the game. “You can just sort of tell their attitudes get a little bit more short, they can be a little bit more cranky,” said Christine. Dr. Russell Schilling with the American Psychological Association has worked with game developers but wasn’t involved with Fortnite. “They’re creative people and whether psychologists are involved or not, what they’re trying to do is make the game as engaging as possible,” said Dr. Schilling. “They want you to play it, they wouldn’t make money if they weren’t.”Schilling feels there’s not enough research to show video games are addictive, even though the World Health Organization made video game addiction an official mental health disorder.“Many things can become addictive,” said Schilling. “There are many factors for why that may happen but there may not be anything specifically about video games that’s unique – we just don’t know at this point.”As for the lawsuit, Epic Games won’t comment on pending litigation but Fortnite has nearly 250 million users worldwide. 2067
