SPRING VALLEY, Calif. (KGTV) - Evacuees from the Valley Fire began to head home Thursday morning as Cal Fire lifted evacuation orders throughout the area."We're trying to head out early," said Deehorn Valley resident Dale Elliott. "That way we can get everything straightened up, cleaned up try to put things back."Elliott's family is one of 140 families the Red Cross helped over the last week. Evacuees were offered food, first aid, hotel rooms and more.Red Cross Regional CEO Shawn Mahoney said they served 1,200 meals on Wednesday alone.This was Elliott's first time having to evacuate, and he told ABC 10News, "With the dogs and my mother-in-law visiting and all of our stuff, we thought we should evacuate just to be on the safe side.”Elliott checked on his home Tuesday to make sure it hadn't been damaged in the fire. He said he'll have to clean out the refrigerator, but that's the only issue.Many others weren't as lucky.Cal Fire said 30 homes and 29 other buildings were destroyed in the fire. As the Valley Fire continues to burn, some areas are still under evacuation orders or warnings.The Red Cross says they will keep the shelters open as long as they're needed. 1186

SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. The City Council could vote Wednesday to send out a new request for proposals to turn that lot into a 20-unit complex. This time, the city may not require the developer keep the public parking available, a staff report says. 1870

SpaceX has brought two NASA astronauts home from a historic mission.Robert and Behnken and Douglas Hurley — the first astronauts to travel into orbit aboard a commercially developed spacecraft — returned home in a splashdown mission Sunday, the first such mission in America in 45 years.They've been onboard the International Space Station for two months after launching in the SpaceX Crew Dragon from Kennedy Space Center in Florida.Their spacecraft is nicknamed Endeavour."For the most part, we've had pretty good luck with, with Endeavour," Hurley said. "As far as on-orbit testing is performed, just like it did for launch and rendezvous. ST. PETERSBURG, Fla. — Two assisted living facilities in St. Petersburg have been shut down after deplorable conditions were discovered.The St. Petersburg Police Department said they shut down two assisted living facilities after they discovered they had no running water, no power and broken windows. Officers said they also found drug paraphernalia.The two facilities are both run by Tampa Bay Behavioral Health.Officers said nine disabled adults have been displaced.
