SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future. SAN DIEGO (CNS) - The City of San Diego began a virtual open house Monday to solicit public input for two potential uses for a vacant lot in the Encanto community.The city is asking the public to consider two redevelopment proposals for the Valencia Business Park located at Stevens Way and Imperial Avenue.Located in the federally designated San Diego Promise Zone, the Valencia Business Park has been vacant for more than 20 years. According to the city, the community-focused redevelopment is moving forward and expected to create at least 72 full-time jobs."For years, the vision for Southeastern San Diego has included activating the Imperial Avenue Corridor and development of the Valencia Business Park property," said Councilwoman Monica Montgomery Steppe. "We are energized to take another crucial step in this process and get vital input from our community on this redevelopment, as we see this vision come to fruition."The first proposal is a campus for the San Diego American Indian Health Center, described as a "wellness-centered community hub" that would account for 150 healthcare jobs, including 75 new ones.The other proposal is the San Diego Energy Equity Campus, a community hub site which proposes to provide educational resources to the underserved Southeast San Diego community.The public can view the proposals and provide feedback by visiting ValenciaBusinessParkInput.org. Public feedback will be collected through Oct. 14.The San Diego Promise Zone is one of 22 Promise Zones throughout the United States and is one of four located in California. More than 80,000 San Diegans live within the SDPZ, which covers a 6.4-square-mile targeted area from East Village and Barrio Logan east to Encanto.According to the city, community input received through the open house will directly impact the evaluation of the request for proposals submissions and help determine which plan will proceed negotiation and development."This is a fantastic opportunity for the surrounding residents, business owners and all community members to voice their preference on the proposals and share their collective vision for the development of this site," said Christina Bibler, director of the city's Economic Development Department.All San Diego residents and business owners are allowed to participate in the virtual open house. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes increased between September and October while home prices decreased, according to data released by the Greater San Diego Association of Realtors.Sales of single-family homes increased from 1,605 in September to 1,644 in October, a 2.4 percent jump. Attached property sales rose 8.8 percent from 820 in September to 892 in October.The increases are a minor rebound after SDAR data showed sales of single-family homes and attached properties fell 25 percent from August to September.Monthly home prices dipped slightly for both single-family and attached properties. Single-family prices fell 0.4 percent from 7,000 to 5,000 while condo and townhome prices fell 2.7 percent from 9,000 to 8,000."The temperature of home prices seems to be cooling, which may lead to a period of calm for the rest of the year," SDAR President Steve Fraioli said. "However, the strength of the economy and the strong job market remains great news for buyers and industries related to real estate."Year-over-year increases show significant declines in listings sold and increases in home prices. Single-family home sales fell 16.8 percent from October 2017 to October 2018, from 1,977 to 1,644. Year-over-year condo and townhome sales fell 15.3 percent, from 1,053 to 892.Sale prices rose 6.3 percent for single-family homes, from 7,000 in October 2017 to 5,000 in October 2018. Condo and townhome prices rose from 0,000 to 8,000 in that same time span, a 4.5 percent increase.Realtors sold 43 single-family homes in Ramona in October, the most of any zip code in the county. 1709

  

SAN DIEGO (CNS) - San Diego-based medical technology company Phamatech and its CEO have agreed to pay more than million to resolve allegations that they submitted false claims to Medicare and received government reimbursements for unnecessary lab testing, the U.S. Attorney's Office said Friday.Prosecutors allege the company paid kickbacks to a medical clinic, which in return ordered Phamatech lab testing for its patients enrolled in Medicare.Over the course of about two years, Phamatech, which manufactures diagnostic devices and provides lab testing services such as drug and alcohol tests, paid a per-specimen fee to Imperial Valley Wellness in exchange for referrals of urine samples from Medicare beneficiaries, according to the U.S. Attorney's Office.Many of the samples referred to Phamatech were not necessary and thus ineligible for Medicare reimbursement, prosecutors said.The company, along with its CEO and founder Tuan Pham, agreed to pay ,043,484 to settle allegations that Phamatech violated the federal Anti- Kickback Statute and the False Claims Act.The U.S. Attorney's Office said the allegations were originally brought in a lawsuit filed by former Phamatech employee John Polanco, who will receive 7,392 from the settlement proceeds. 1273
