SAN DIEGO (KGTV) - Homeowners in Mission Hills say someone is back to shining a laser pointer into their homes after a several week hiatusNew video from over the weekend a shows someone pointing a laser into a family’s living room.The laser pointer appears to be coming from the same place as it was back in January when 10News first did the story.Daniel Wang lives in Mission Hills and says his living room turned a blueish green on Friday. “The kids were here so luckily they didn’t look directly at the beam,” said Wang, “that’s the only thing to worry about.”Neighbors have filed a police report, but not much progress has been made because the source of the laser appears to be from a common space in an apartment complex.Doctors say lasers can cause blindness and in some cases induce seizures for those who have epilepsy.Shining a laser into another person’s eyes in California is a misdemeanor with a penalty of up to 30 days in jail. 955
SAN DIEGO (KGTV) - Evacuations across San Diego County during large wildfires will look different this fire season due to the pandemic.Sean Mahoney, Regional Chief Executive Officer for the American Red Cross Southern California Region, said they've put together a plan for families that could be impacted by wildfires this year.Mahoney said it starts with the temporary evacuation points, where families can initially go after being evacuated. That is a place for them to safety wait until firefighters can get the fire under control and to receive information.Mahoney said buildings like community centers and libraries have traditionally served as temporary evacuation points, but putting people indoors now carries risk due to COVID-19.This year, the Red Cross has identified several possible temporary evacuation points that would be safer during the pandemic. Many are local school parking lots. Instead of waiting indoors, they will ask for families to remain in their vehicles until a Red Cross worker can attend to them."We would approach their window, we would have a mask, and we would get their cell numbers, and from that point on, we can use cell phones to give them updates," Mahoney said.Mahoney added they picked parking structures with shade so families can be more comfortable.In cases where families need to be sheltered overnight, Mahoney said they have two plans, depending on the situation."If there are just a small number of people displaced, we'll put them in hotel rooms we'll have Red Cross people in the hotels, and then we'll just have to adjust feeding them as well," Mahoney said. "It'll be much more costly, but we have a responsibility, and it's our mission to provide sheltering and feeding folks on the worst day of their lives, and we take it very seriously."In cases where they have to establish an overnight shelter, Mahoney said they would look to set up several shelters with fewer people at each one. Space and capacity would be factors."Certainly at the shelters, our staff will be wearing masks, and taking those precautions as far advanced cleaning and separating people and separating cots. SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist. “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services. In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals. Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds. According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies. Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says. Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds. SAN DIEGO (KGTV) — Family Fun Center has returned to its roots in Kearny Mesa, reopening the Clairemont Mesa Blvd. location on Saturday.Following the closure of Boomers! last June after parent company Apex Parks Group filed for bankruptcy, the Huish family — who own the land — has revived the site under its original name.Shane Huish says his father built the original park at the site in 1974 and operated it for about 20 years before it was sold to Boomers! in the 1990s."With that happening, our family was excited to get them back. However, when we went back to the parks in June, we were floored," said Shane Huish.Huish says the former Boomers! was in need of several improvements and upgrades.Among those needed improvements, miniature golf, bumper boats, and an arcade all in need of a facelift.Saturday, the park reopened Saturday from 11 a.m. to 8 p.m. with mini-golf on its Storybook and Westernland courses and go-karting, featuring updated karts and track.
