UPDATE: Police have safely located Romy Castro and he has been reunited with his family.ESCONDIDO, Calif. (KGTV) — Police are asking for the public's help to locate a missing man who suffers from Alzheimer's disease.Police say 87-year-old Romy Castro disappeared from his South Escondido home off Brotherton Rd. sometime between the evening of Dec. 19 and Dec. 20. He was last seen wearing a grey shirt, tan jacket, black pants, and black moccasins. He also wears black eye glasses.Castro is described as having black and gray hair, brown eyes, stands about 5-foot 3-inches tall, and weighs 130 pounds.Anyone with information regarding Castro's wearabouts is asked to call Escondido Police at 760-839-4970. 714

TWENTYNINE PALMS, Calif. (KGTV) - Hundreds of active duty service members and family members attended a memorial this Wednesday for a medic who mysteriously died this summer on a Southern California military base.Team 10 investigative reporter Jennifer Kastner first broke the story a few weeks ago when 10News reported that he may have been killed by someone else. It’s been three months since HM3 Michael Vincent de Leon died but investigators still won’t release details on his death. He was a Navy corpsman, which is a medic, stationed at the Twentynine Palms Marine base in San Bernardino County.At the memorial service, rubber duckies were handed out to attendees. Ducks were Michael’s favorite type animal. "Michael was special. He thought that life was water and whatever life would throw at him, he was going to act like the duck and the water would fall right off," says Corpsman Michael Joseph Navarro. “If you needed something, he was there in a heartbeat,” explains former Corpsman Benjamin Clark. He and wife Lisa were some of Michael’s closest friends, yet they're nowhere near understanding his sudden death in August.Clark adds, “To this day, we [still] don't know a whole lot.” “I've been to memorials and I've always seen [them] through the viewfinder. Today, I was front row,” says Jose de Leon, Michael’s father. Jose is a former news photojournalist. He and the rest of the immediate family flew in from Texas for the memorial. 10News spoke with Jose via video chat last month. He had contacted 10News for help after claiming that the military stonewalled him from getting answers about his son's death. 10News learned from a source with close military ties that the Naval Criminal Investigative Service (NCIS) confirmed that Michael's death was being investigated as a homicide. It's a very different story than what the family says they were led to believe in the hours just after the death, when they say the word "suicide" came up from service members on base. After digging for information, Jose says he spoke to a service member who is close to the case. “I begged him, ‘Just tell me, did Michael pull the trigger or did someone else? There was a long pause and [then he said], ‘Mr. de Leon, someone else pulled the trigger,’” he explains.He says other service members who knew Michael said he was shot on base at another corpsman's going-away party in the military housing area. Days went by until, he says, an NCIS agent told him there was, in fact, a shooting on the base at a housing unit and other corpsmen were present.“We're not a vengeful family. [We’re] not vengeful at all, but we do want justice,” Jose tells 10News.This week, NCIS Public Affairs sent 10News the following statement.“Out of respect for the investigative process and to protect witnesses, NCIS does not comment on or confirm details relating to ongoing investigations.” 2882

Twitter has flagged President Donald Trump’s Monday evening tweet for being “misleading” after the president said a recent Supreme Court decision regarding tomorrow’s election will “induce violence.”Trump’s tweet said, “The Supreme Court decision on voting in Pennsylvania is a VERY dangerous one. It will allow rampant and unchecked cheating and will undermine our entire systems of laws. It will also induce violence in the streets. Something must be done!”Trump told reporters between campaign rallies on Monday that he believes the decision will lead to cheating.The Supreme Court ruled that mail-in ballots in Pennsylvania can arrive up to three days after the election given they are postmarked by the election.“It’s a mistake. It allows cheating,” he told White House pool reporters “Totally opens up cheating in Pennsylvania."Trump's opponent Joe Biden had little to say about the tweet. “I’m not going to respond to anything he has to say. I’m hoping for a straightforward, peaceful election with a lot of people showing up," Biden said late Monday.While polling suggests Trump will do well among those who will vote in-person on Tuesday, polls show Biden with a huge advantage among mail-in voters.Mail-in ballots in Pennsylvania, a state expected to be crucial in deciding who wins Tuesday’s election, could take days to count. Election officials are not allowed to begin processing ballots already received until Tuesday morning."The outcome of Tuesday's election could well depend on Pennsylvania. It is vitally important that the more than 3 million ballots cast by mail here be counted as soon as possible," Pennsylvania Secretary of State Kathy Boockvar said. "The country will be looking to Pennsylvania for accurate and timely results."Election results are generally not official until days or weeks after the election.With mail-in vote results expected to come in after the in-person votes in Pennsylvania, Trump will likely see a sizable lead dwindle in the hours and days after polls close in the state.While Trump has claimed that voting fraud could cast doubt on the legitimacy on the election, there have been relatively few instances of recorded voting fraud. Printers.Get ready: These are just some of the products that could get more expensive if the United States moves forward with proposed tariffs on billion worth of Chinese products, and companies decide to pass the cost of the new taxes on to customers.On Tuesday, the Trump administration identified about 1,300 exports from China that could be targeted in the wake of a months-long investigation into intellectual property theft. The lengthy list includes a wide range of items, from airplane parts to syringes.The 25% tariff, which would be applied to all products, won't go into effect immediately. And the list isn't final. There's still time for businesses to lobby the government to remove certain items, and additional products can still be tacked on.But the current list would almost certainly lead to higher price tags on consumer electronics and various home appliances — including flat-screen TVs and home dishwashers."There's potential this a major hit to the pocketbooks of Americans, based on what we're seeing right now," said Jack Cutts, senior director of business research at the Consumer Technology Association.The USTR is also weighing tariffs on a number of key components in electronic devices, such as LED lights, copper wire, and capacitors and resistors. It's possible that companies will ask consumers to pay more to make up for higher costs in the supply chain."We're down at the basic building blocks of consumer electronics," Cutts said. These parts are included in items from computers to printers to smart refrigerators and coffeemakers, he said.The USTR list contains a lot of other inputs in final products, like screws, pulleys and motor parts.Whether prices rise will ultimately depend on the availability of substitutes, said Brad Setser, senior fellow for international economics at the Council on Foreign Relations.And companies might find ways to skirt the tariffs by making greater use of manufacturing facilities in other countries, like Brazil and Vietnam."Simply because it costs Apple that much more doesn't mean the consumer will pay [that much] more," said Awi Federgruen, a Columbia Business School professor who studies supply chain management.There's no easy way to determine if companies will decide to raise prices — and if so, by how much.Still, higher prices of any kind could make things tough on stores and shoppers — especially during the upcoming holiday season."These tariffs might be Grinch tariffs," said David French, senior vice president of government relations at the National Retail Federation. He noted that retailers will make decisions about where to source what they sell in December in coming weeks.Right now, companies are combing through their supply chains to see whether they might be impacted.The USTR list included a lot of general manufacturing equipment, so there could be additional revelations about affected products in the days and weeks to come.For example, even though clothing, shoes and toys were excluded from the initial list, parts and machinery used to manufacture these items may have been included, which could affect pricing.There are also lingering concerns that such items may find their way into the final draft."Items like apparel and footwear that are not on the list today, may suddenly materialize or appear on a later list," French said. 3388
