Canadian health officials’ approval of the NHL’s return-to-play proposal has led the league to consider designating one or more cities north of the border to serve as hubs for its 24-team playoff format. NHL deputy commissioner Bill Daly wrote in an email to The Associated Press on Friday that the approval followed productive discussions with government health officials. The approval comes as the NHL has entered the advanced stages of selecting its hub cities, which include three located in Canada. The NHL, however, encountered a setback as the Tampa Bay Lightning closed their training facilities after three players and some staff members tested positive for COVID-19.The NHL is currently in Phase 2 of its return-to-play program, which allows for small, voluntary group workouts.Only six players are allowed on the ice at a time, and only non-contact drills are allowed.Players are required to report to training camps on July 10 before the NHL begins its expanded 24-team postseason. 1001

(KGTV) - On a given evening, the streets of Carlsbad Village are filled with people walking, biking, and driving across the train tracks that bisect the city.The number of trains passing through has also been steadily increasing.“There are projections that say in the next 10 years train traffic is going to double through this region,” said Jason Haber, who works for the City of Carlsbad.Carlsbad Village is one of the last remaining stretches of train tracks along the San Diego Coast that has not been double-tracked to accommodate the growth in train volume. But there are plans to change that.The option being pushed by the city is to trench the tracks through the downtown area. That would also address the other pressing issue on the tracks: safety.In the last 5 years, the North County Transit District says 11 people have died from being struck by a train in the city.Last September, Jason Holsinger was killed where the tracks cross Grand Avenue when he rode his bike passed a lowered crossing arm.Near Tamarack Avenue, Josh Foster was killed last February while walking along the tracks. The Medical Examiner determined he had marijuana in his system but ruled it an accident.One of the most high profile deaths occurred in 2014 when 22-year-old Patrick Terrin was struck by a train while crossing at Grand Avenue after a night of drinking.The family sued the City of Carlsbad and BNSF railways claiming there were inadequate safety measures at the crossing for pedestrians. However, they lost the case when a judge determined the city and BNSF were not liable.If a plan to trench the tracks is given the green light, the vehicle and pedestrian crossings would go over the tracks.Two alternatives are currently being looked at, a shorter and longer version.The North County Transit District oversees the tracks in the area and would end up making the end decision. It’s unclear where the money would come from at this point. Depending on the alternative chosen, the project could cost between 300-400 million dollars. Construction could take several years. 2093

CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. California Attorney General Xavier Becerra and top education leaders in the state announced Thursday that California was suing the Trump administration in an attempt to stop a directive that would force international students to leave the country should their schools conduct classes exclusively online.Immigrations and Customs Enforcement (ICE) announced on Monday that students on F-1 and M-1 visas would either need to leave the country or transfer to a school where in-person classes were taking place or else face deportation."Shame on the Trump Administration for risking not only the education opportunities for students who earned the chance to go to college, but now their health and well-being as well," Becerra said in a press release. "Today, President Trump appears set to do just that — amidst a global pandemic of historic proportions. Not on our watch."Becerra was joined in the lawsuit by the chancellors of both the state's university and community college systems.California is the first state to file a lawsuit against the directive. CARLSBAD, Calif. (KGTV) -- Cameron Wetzler's downtown skate shop almost made the Guinness Book of World Records for being the smallest skate shop on Earth. Instead, the building could be torn down.In July, Wetzler subleased the 100-square-foot building in a downtown Carlsbad parking lot and opened Elm Street Board Shop. He had a local artist spruce up the outside with images of Carlsbad at sunset and a Freddie Krueger theme."All the kids have been skating here for two generations and anybody who lives down here always thought this should be a skate shop," he said. Wetzler's shop, and a vape shop next door, closed in October to make way for redevelopment. A Carlsbad family is proposing to turn the site into a glassblowing operation that would offer classes, demonstrations and shopping."The last thing we want to do is another coffee shop or condos," said Mary Devlin, who would own what's being called Barrio Glassworks. "We really wanted it to be part of the look of Carlsbad and to fit with sort of the real local community."Devlin said glassblowing is becoming rare these days, and was inspired after a trip to Murano Island in Venice with her son. Wetzler raised nearly 0 to appeal to the project to the City Council, but now may withdraw it."It's business, I can't knock it," said Wetzler, who has relocated his skate shop to a spot on Carlsbad Village Drive through a young entrepreneur's program. Devlin said she feels for the skateboarders, and hopes they can work with the city to develop a skate park that is sanctioned. If all goes as planned, Barrio Glassworks could open this summer. 1618
