SAN DIEGO (KGTV) -- San Diego Police are investigating after a couple was found dead in a Torrey Highlands home Saturday night. According to police, the couple was expected in San Francisco earlier in the day, but they never showed up. When police arrived at the home on the 7400 block of Via Rivera in Torrey Highlands just before 10 p.m., they saw the body of a person through a window of the home. After entering the house, officers found an Asian man and woman in their 50s dead with trauma to their upper bodies. 10News spoke to neighbors who were stunned to see all the police activity in their quiet neighborhood."Everybody seems to mind their own business, I haven't heard of any problems whatsoever," neighbor Salam Hasenin said. "I hope we go back to our peaceful environment and I just feel really sad and bad for the people."Nick Palermino shares a back wall with the victims' home. He did not recall any commotion happening Saturday night. "We have a dog that has a doggie door, and she wasn't barking last night at all," Palermino said. "I hope it is isolated to this one incident. I hope it is not burglary that went bad."According to police, the victims’ home does not appear to be disturbed. Detectives are investigating the deaths. SAN DIEGO (KGTV) — San Diego County schools are one step closer to bringing students back to campus. If we get off the state’s watchlist Friday, kids would be allowed back in-person in as soon as two weeks.But, some districts tell ABC 10News they would still need more time.Supervisor Nathan Fletcher hinted at a victory for the county Thursday afternoon.“Yesterday we were below the state guidance, today we’re below the state guidance,” said Fletcher. “Tomorrow if we’re below the state guidance that will remove us from the state monitoring list.”RELATED: San Diego County case rate under watch list threshold for second straight dayThose metrics are based on having fewer than 100 cases per 100,000 residents over two weeks. If we can stay off the watch list for 14 days in a row after being removed from the state's list, students will be allowed back on school campuses.But, that doesn’t mean it will happen right away.“All of us have been watching those numbers,” said Theresa Kemper, Superintendent at Grossmont Union High School District. “When it finally went under 100, there’s a celebration because we look forward to getting kids back.”RELATED: Private school in Spring Valley to reopen with in-person learningKemper says they plan to give parents and teachers a two-week notice before they would return in-person.“Classrooms are already ready to go, but it’s all the other services we provide,” said Kemper. “Are the buses ready to go? Food service?”For Cajon Valley Union Schools, the district says they successfully welcomed 6,000 students to 27 of their campuses for summer programs. Social distancing and mask requirements were in place. They tell us over the six-week period they did not have a single case of COVID-19.Superintendent David Miyashiro says even if the county can welcome students back, they would still need time to prepare.“To say we’d be able to open right away, I don’t feel comfortable with that,” said Miyashiro. “The short answer is as soon as possible starting with our most vulnerable students.”San Diego Unified says they’re using their own criteria that goes beyond the state standards. It calls for rigorous contact tracing before they’ll reopen in-person.Escondido Union High School District starts a fully virtual school year on Aug. 25. They tell ABC 10News they’ll continue online learning through the first grading period that ends on Sept. 25. They say they’ll reassess current conditions after that. 2459

SAN DIEGO (KGTV) - San Diegans looking to switch careers or get back to work after coronavirus-caused layoffs have a way to get free job training this summer.San Diego Continuing Education is offering free classes in 75 different areas, many of which are focused on high-demand jobs."During difficult economic times that we are about to enter, short term intensive career education is the way to get America back to work," said SDCE President Dr. Carlos Turner Cortez.Anyone in San Diego is eligible to take the classes. SDCE offers training certificates in healthcare, welding, information technology, cybersecurity, culinary arts, clothing, automotives, and more.For Richard Sanchez, who lost his job during the pandemic, it's a chance to start over after a layoff."I'm already 38 years old," Sanchez said. "To have this opportunity helps people out to get a new job and change your career."According to a recent report by SANDAG, around 460,000 people in San Diego have lost their jobs since March 7. The report says unemployment could be as high as 30%.Dr. Cortez said people who are looking for a job should look into continuing education first."It's incumbent on us to make sure that students who are coming through our program are developing the skills necessary to be successful in these career pathways," he said. SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

  

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer and community leaders broke ground Tuesday on a Mission Bay park makeover in honor of a woman who died serving her community. Maruta Gardner was struck and killed by a DUI driver in 2016 while she was removing graffiti. The park in Bonita Cove is being named in her honor and receive a “much-needed makeover” for the playground, city officials say. RELATED: Hit-run driver who killed Mission Beach activist sentenced Other improvements to the park include a new shade structure, comfort station, repaired sidewalks, updated restrooms, improved lighting, and pedestrian curb ramps. Security lighting will also be enhanced. The cost of the park improvements will be .4 million and the project should be completed by fall 2020.Maggie Frazier, a friend of Gardner's, told 10News, "She'd be dancing in her red cowboy boots and jumping for joy. She was so passionate about this program and wanted to see it fulfilled. Unfortunately, that wasn't the case." 1010
