BEIJING, March 23 (Xinhua) -- Chinese Premier Wen Jiabao on Monday met with foreign delegates at the 10th China Development Forum, calling on international efforts to combat the financial crisis.     "Only when each nation makes effective stimulus measures together can the world economy step out of difficulty and realize resuscitation," Wen said to more than fifty foreign delegates at the three-day China Development Forum that started Saturday. BEIJING, Feb. 9 (Xinhua) -- China will establish a ministry-level joint meeting on the management and supervision of loan guarantee services, according to a circular from the general office of the State Council (cabinet) Monday.     The joint meeting will formulate policies to promote the development of loan guarantee services, set up a management and supervision system for such services and direct local governments to undertake supervision and risk management.     The government ordered local governments to take measures in line with local conditions to ease financing difficulties for small and medium-sized enterprises, the circular said.     Many borrowers in China use the services of guarantors, who charge fees for their participation.     The meeting will make regulations that cover how loan guarantors are established, how much they can lend and how they will be supervised. The regulations should be submitted to the State Council for approval.     The joint meeting is being organized by the China Banking Regulatory Commission, with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China (central bank),the State Administration for Industry and Commerce and the Legislative Affairs Office of the State Council.

BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims. Zhang also declared to set up an investigation team to probe into the cause of the accident.     Leaders from the State Administration of Work Safety and Shanxi provincial officials have also arrived at the scene. BEIJING, March 24 (Xinhua) -- Former Vice-Chairman of the Standing Committee of China's National People's Congress Raidi has said the democratic reform to abolish serfdom in Tibet was the people's own historical choice.     Raidi, a 71-year-old Tibetan who was once vice secretary of Tibet Autonomous Region's Party Committee, made the remark during an exclusive interview with Xinhua on Tuesday. The active measures adopted by China to stimulate its domestic demand are of significance for the recovery of the world economy, he said, adding that Japan was willing to enhance cooperation with China on the reform of international financial system and other regional and global issues.     Aso said the frequent high-level exchanges have quickened the paces for the improvement of bilateral ties and promoted the mutually beneficial cooperation. He also highly spoke of the various events held last year to commemorate the 30th anniversary of China-Japan Treaty of Peace and Friendship.     Li is the highest-ranking official who visits Japan this year.
