SAN DIEGO (KGTV) -- As apprehensions rise to new levels, U.S. Customs and Border Protection says the U.S.-Mexico border has reached a breaking point.At the San Diego sector alone, the apprehension of unaccompanied minors rose by 80 percent from fiscal year 2018 to fiscal year 2019. Most of the minors made their way to the U.S. from Guatemala and Honduras. The number of families detained in San Diego saw the largest increase. RELATED: Nearly 300 families may have been separated before 'zero tolerance' took effect, admin saysDuring fiscal year 2018, 1,032 families were apprehended at San Diego’s border. That figure rose sharply to 8,217 so far in fiscal year 2019, an increase of nearly 700 percent. Most families also came from Guatemala and Honduras. The agency says it’s also facing more large groups. So far this fiscal year, CBP reports 70 large groups of 100 or more compared to just 13 large groups in 2018. Border Patrol Chief Brian Hastings said during Tuesday's news conference that they've seen about 2,400 fraudulent family claims from April last year to February, with some migrants falsely claiming they are under 18-years-old or saying they are family members when in reality, they are not. SAN DIEGO (KGTV) -- Court documents are giving a glimpse into the past of the 26-year-old accused of killing his parents and sister in a Logan Heights house fire.Wilber Romero is accused of starting the fire at the home on the 3100 block of Clay Street around 4:30 a.m. October 13. 44-year-old Jose Romero died at the scene while his wife and daughter, 46-year-old Nicolasa Maya-Romero and 21-year-old Iris Romero died at the hospital in the days following the blaze.The family’s 23-year-old daughter and 16-year-old son were also hospitalized. Wilber is facing several charges in the fire, including first-degree murder, arson and attempted first-degree murder. Court documents show it wasn’t the first time he allegedly targeted his family. He reportedly attacked his father with a brick and rocks and damaged his car in September of 2018. The incident prompted a police standoff that ended when police shot bean bags at Wilber and released a police dog, documents show. The documents go on to state Wilber was in a car accident when he was 6-years-old and that he has suffered from a learning disability since the crash. SAN DIEGO (KGTV) — Assemblymember Todd Gloria, D-San Diego, praised state lawmakers for sending a bill to the governor that would restrict gun shows at Del Mar Fairgrounds.Assembly Bill 893 would ban the sale of guns or ammunition anywhere on the Del Mar Fairgrounds property beginning in 2021, according to Gloria's office. The bill passed the California Senate 27-11 Tuesday.Anyone who violates the bill could face a misdemeanor charge, according to the bill.Gloria is a co-author of the legislation alongside Assemblywoman Tasha Boerner-Horvath, D-Encinitas, and Assemblywomen Lorena Gonzalez, D-San Diego.“This is a victory for gun sense and making our communities safer in San Diego,” said Gloria.“This bill is about offering more than thoughts and prayers. It’s about policy and action and listening to the communities around the Fairgrounds who no longer want these events taking place. In California, we value people over guns and this bill makes that clear."Gov. Gavin Newsom has until Oct. 13 to sign or veto the legislation.Gun shows at the fairgrounds has been hotly debated over the last year. In September 2018, the 22nd DAA's Board of Directors voted to temporarily suspend gun shows at the Del Mar Fairgrounds until the state developed new safety policies around them. The decision ended the Crossroads of the West gun show's contract with the fairgrounds after nearly three decades.In February 2019, the three Assemblymembers introduced AB 893 into the state Assembly. The bill passed the Assembly 48-16 in April. SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition.
