SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) — SeaWorld San Diego welcomed two dolphin calves into the world within 12 hours of each other this week.The two bottlenose dolphin calves, born Wednesday at 3:50 p.m. and Thursday at 1:14 a.m., and their mothers are doing well, swimming together and bonding, the theme park said in a release.The dolphins have yet to be named.One of the calves was born to Malibu, a 21-year-old dolphin who gave birth at the park in 2009 to a dolphin named Kali, who remains at the park. The other, 16-year-old Maggie, is becoming a mother for the first time."As with any animal birth, the first few days are critical. SeaWorld veterinarians will monitor the mothers and babies around the clock, documenting respirations and nursing frequency," SeaWorld said. SeaWorld says the calves are estimated to weigh about 40 pounds and their genders will be determined in the next few weeks. 891

SAN DIEGO (KGTV) - San Diego Police released Thursday the name of a man who was shot and died after reportedly breaking in to a San Carlos home. Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. RELATED: Suspected burglar shot to death, resident injured during San Carlos home break-inWhen officers arrived, they found the homeowner suffering from stab wounds to his upper body and Forman in the pool, dead from a gunshot wound, according to investigators. SAN DIEGO (KGTV) -- Several San Diego museums are offering free admission to military families this year. According to the National Endowment for the Arts, the San Diego Chinese Historical Museum, San Diego History Center, San Diego Museum of Art and Visions Art Museum will all be offering free admission this year. The free admission will be offered from May 18 through September 2.RELATED: San Diego museum members get free access to more than 30 locations during Big ExchangeAll active duty, National Guard and Reserve military along with up to five family members are eligible for the free admission. The program has been offering free admission to military members and their families since 2018. The program is in collaboration with the National Endowment for the Arts, Blue Star Families, the Department of Defense and museums all over the country. SAN DIEGO (KGTV) -- San Diego’s City Council voted 6-3 Monday evening to approve a five-year lease extension for the Campland on the Bay campground. The city struck a deal with Campland to expand into De Anza Cove and remove the crumbling mobile home park. Earlier in the day Monday, competing rallies took place outside council chambers. The issue on the agenda Monday – the future of about 75 acres on the northwest portion of Mission Bay. Currently, it’s an RV Park next to a mobile home park crumbling with asbestos and warning signs keeping the public out. The operator of the RV park is terminating its lease later in June. Campland on the Bay has operated for 50 years just to the west. It’s offering to take over the lease for the RV park and add the mobile home park for five years. It would do ,000,000 of improvements, including getting rid of old homes. A group called the ReWild Mission Bay Coalition is fighting back. The coalition wants the city to pursue restoring the area to its natural habitat, fearing that entering into what’s supposed to be a temporary arrangement could end up becoming a long-tern solution. A staff member with the city told the council this won’t stop the city from pursuing future plans for De Anza Cove. 1257
