SAN DIEGO (KGTV) -- San Diego police are investigating how a teenager ended up unconscious near a Walgreens store in Chollas View after her mother reported the girl had been kidnapped.The 13-year-old girl's mother called police shortly after 4 p.m. Monday and said her daughter was supposed to be at a friend’s house, but she later learned her daughter somehow ended up with a man she didn’t know.It is unclear how the woman determined her daughter was with the man.About 20 minutes later, police found the teen unconscious but breathing in the 600 block of Euclid Avenue. She was taken to the hospital, but her condition is unknown.Police said they are looking for the man that was believed with the teen. He is described as Hispanic, in his early 20s, with long hair. He was wearing reading glasses, a white T-shirt and possibly a black baseball cap. 860

SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668

SAN DIEGO (KGTV) -- San Diego Harbor Police Tuesday arrested a man accused of attacking a teen Syrian refugee on board an MTS trolley, sparking a hate crime investigation. According to police, 26-year-old Adrian Vergara was arrested on an unrelated misdemeanor narcotic charge. During his arrest, Vergara was recognized as being wanted in connection to an ongoing hate crime investigation, police said. The arrest stems from the beating of a 17-year-old Syrian refugee on a San Diego Trolley car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? Are you Mexican?"RELATED: Teen attacked on trolley in possible hate crimeThe teen reportedly responded, "No, I am Arab."According to the teen, the man then started punching him and cursing while using racial slurs. The victim reportedly exited the trolley at the 62nd Street station in Encanto. He said the man also got off the trolley and left the scene.Numerous people reportedly watched as the victim was attacked, but no one stepped in to help him. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared.In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed. This public-private partnership will help transform these vacant City-owned properties into opportunities that will change the lives of so many of our fellow San Diegans for the better."The plan is expected to be finalized and brought to the City Council for a vote in 2021. 1566

SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596
