SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. Everyone gets exposed, they develop antibodies and they move on; as far as I know we’ve never shut down an entire economy.”All of the restrictions will go into effect Saturday at midnight. 1743

SAN DIEGO (KGTV) - San Diego County Congressman Duncan Hunter spoke Tuesday morning to a group of women who support him despite accusations that he and his wife misused campaign funds.“Women Volunteers in Politics” gathered for the speech at the Bali Hai restaurant on Shelter Island. The event was booked months before Rep. Hunter’s indictment.Hunter spoke to 10News before the event.“Leave my wife out of it, leave my family out of it. It’s me they’re after anyway. SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344

SAN DIEGO (KGTV) -- San Diego health officials are working with UCSD to notify people who may have been exposed to tuberculosis at the school’s La Jolla campus.According to the San Diego County Health and Human Services Agency, the period of potential exposure was between January 25 through May 15. Those who are known to have been exposed were notified.“Testing is recommended for all those exposed to assure they are not infected, since they may not have symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. "For anyone infected, early diagnosis and prompt treatment can prevent disease.”Tuberculosis is transmitted from person to person through indoor air during prolonged contact. Most people who are exposed do not become infected.Symptoms of TB include persistent cough, fever, night sweats and unexpected weight loss.No-cost testing will be provided those identified starting May 30 at the campus Student Health Center on Library Walk.The number of annual cases of TB has decreased since the early 90s and has stabilized in recent years. So far in 2018, 64 cases have been reported. 1124
