SAN DIEGO (KGTV) — A San Diego sailor is on a mission to keep homeless veterans from going cold this winter.U.S. Navy Chief Petty Officer Gregory Ellis hopes to raise ,500 for winter jackets that convert into both sleeping bags and over-the-shoulder bags during the off-season.The jackets are made by the Detroit-based nonprofit The Empowerment Plan, which hires single parents from homeless shelters to sew the jackets. “Our homeless veteran community, many of them are very proud and don’t want to be a burden on anybody,” said Ellis.He plans to deliver the jackets to veterans staying at the Veterans Village of San Diego temporary bridge shelter, which houses nearly 200 homeless veterans. “A jacket that actually converts into a sleeping bag, that actually converts to an over-the-shoulder bag, it’s three times beneficial for them, so at least they’ll have something warm to put over their shoulders and keep them out of the elements.”Ellis says he wants veterans to know the community cares about them and is grateful for their service.You can donate to the fundraising effort here. 1099

SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) -- An attorney for a man charged with killing a South Bay music producer told a jury that her client took steps to dispose of the 28-year-old’s body out of fear of being accused of the murder, but did not actually carry out the brutal stabbing himself.Both the defense and the prosecution gave closing statements Monday in the high-profile murder trial of 54-year-old Timothy John Cook. SAN DIEGO (KGTV) - A tow truck driver helped San Diego Police capture a man who the driver said was starting a fire Thursday along Interstate 15 in central San Diego.Police said the tow truck driver reported the man near the 15 and 94 freeways in Mount Hope about 1 p.m.Officers handcuffed the man and placed him inside a patrol car, but he managed to get out of his restraints. Police said he fought back and they removed him from the car to restrain him again.“The gentleman attempted to bite two of the officers on their hands as they were attempting to place him in the body wrap system,” said SDPD Sgt. Nathan Chambers.Arson investigators who responded to the fire scene found charred wood and grass. There was no evidence of a large fire.10News asked police if the man is connected to other recent fires in the area but officers said that has not been determined. SAN DIEGO (KGTV) -- A school bus crashed into a San Diego Center for Children dormitory Wednesday afternoon, creating a massive hole in the side of the building.Officials say a San Diego Unified School District bus driver lost control of the bus on the 3000 block of Armstrong Street, causing the bus to collide with the building.No children were inside the building or the bus at the time of the crash. The bus driver was taken to the hospital as a precaution.Contractors have responded to the scene of the crash to assess the damage to the building. Officials with the center say all eight rooms in the dormitory are unusable following the incident. 659
