SAN FRANCISCO (AP) — California voters approved a measure Tuesday requiring all eggs sold in the state come from cage-free hens by 2022.Proposition 12 led with 59 percent of the vote with nearly 4 million ballots counted.Supporters say the measure is a step toward more humane farming practices, while opponents say it doesn't go far enough.The measure sets new minimum requirements on the sizes of pens that farmers use to house breeding pigs and calves raised for veal, and it bans sales in California of products from hens, calves and pigs raised in other states that do not meet California's standards.Dubbed the Prevention of Cruelty to Farm Animals Act, Proposition 12 builds on an earlier ballot measure, Proposition 2, that passed in 2008 and banned keeping hens, calves and pigs in tiny cages so cramped they couldn't stand up, lie down or turn around.That measure took effect in 2015 but lacked specific size requirements and did not apply to out-of-state farmers whose products were sold in California.Proposition 12 specifies how much floor space farmers need to give each animal.The measure was sponsored and financed by the Humane Society of the United States, which also backed Proposition 2 and says the upgrade will strengthen the earlier measure and restore California as a leader in the ethical treatment of farm animals.A decade ago, Proposition 2 was the furthest-reaching law for farm animals in the country. Since then a dozen states have banned or restricted confinement for at least one farm animal. SAN DIEGO (KGTV)-- The special needs teacher accused of having a sexual relationship with a student, pleaded not guilty to 20 felony counts. He also declared he would represent himself in the case. Against the advice of the judge, 49-year-old Juan Carlos Herrera told the courtroom, he will fight this alone. "I would like to represent myself," Herrera said. Relinquishing rights to counsel, the San Diego High school special needs teacher read the 20 felonies for the first time inside the defendant's box. Those charges include having sex, performing other sex acts, and physically and emotionally abusing one student between February 2018 and this March, when she was 15 and 16 years old."They occurred on an almost daily basis," Deputy District Attorney, Jessica Coto said. "They took place in hotels, in his car, and in his classroom." Coto said his ongoing manipulation extended to making threats."The defendant also routinely threatened the victim, that if she told anybody about what was happening, that she would cut off her arms and legs," Coto said. This all came to light on May 5, 2019, when police arrested Herrera at the US-Mexico border. Days prior, the girl's mother found inappropriate messages from Herrera on her daughter's phone.Because of the nature of the charges, and Herrera's second home in Mexico, the prosecution requested million bail. As his own attorney, Herrera fought back, saying he is a Navy veteran with a 25-year clean record with the district."It's not conceivable for someone with my earnings to make million, nor would I flee," Herrera pleaded. "I have been a person of honor and honesty since the beginning."The judge disagreed and kept the bail at million, handing Herrera his first loss, leaving him in utter disbelief.The judge also put a criminal protection order for the now-17-year-old victim. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. SAN DIEGO, Calif. (KGTV) - The City of San Diego has a new challenge that promotes bike riding, exploring the community and supporting local businesses. The Better by Bike blog is website that features everything from bike routes, to bike repair tips, to features on local bike riders.Part of the new program is a scavenger hunt that takes riders through the mid-city area. It ends Aug. 30 and is a competition to see who can get the most points after visiting local businesses and answering questions. The challenges range from taking pictures of specific spots to describing murals painted by local artists. It uses the Scavify application. Winners will then be awarded prizes, including gift cards to local restaurants.Anisha Gianchandani is the Climate Advisor for the City of San Diego and said this is part of a bigger-picture project to decrease greenhouse gas emissions and make San Diego more livable.“So it’s really just a fun way to get outside safely, enjoy your neighborhood and support small local businesses,” she said, later adding that “when you slow down, you get to see so many parts of your neighborhood that you normally wouldn’t see in a car.”It also helps local businesses. Stores and restaurants had the chance to submit their locations to be part of the scavenger hunt, which brings foot traffic to the area.Juan Pablo Sanchez’s family owns Super Cocina, one of the stops on the scavenger hunt. They had a local artist paint a mural on their wall outside, and their question pertains to that art.“We want to encourage you to use these streets, to go through us, to see our culture, to see the people that live here,” said Sanchez.Rudy Vargas, a native to the City Heights area, has embraced the challenge, heading up the leaderboard. He said even though he is familiar with his home, he’s still learned new facts about his neighborhood.“It was a good way to revisit some of my favorite places in City Heights but also visit some places I didn’t even know existed,” said Vargas.Vargas said he first picked up a passion for riding bikes when commuting to SDSU as a student, and has since kept up the passion.“My hope is that we continue this culture change and we step away from our vehicles because like I said there’s no other feeling like it,” he said. 2286

SAN DIEGO (KGTV)- Roger Francis, also known as Francis Love, died two years ago at the age of 70. He was a marine who served in the Vietnam War. When he died, his family discovered about 300 paintings from over the years and as of a few months ago his sister, Peggy Starns found a gallery to host an art show. "He goes what are you going to do with all these paintings and I said I don’t now we already gave a bunch to the church."For a period of his life, Love was homeless. "He was homeless for about 20 years and then he finally hooked up with VA and then he got some living expenses and was in the studio,” his sister tells 10News. After being homeless for two decades, he grew close with the community and continued to donate after he got his own apartment. Two years since his death, all proceeds from the art show on Friday will go to the Alpha Project to help San Diego’s homeless. 250 paintings will be for sale at Good Friday Gallery located downtown at 556 19th Street. The art show starts at 6 pm and will last four hours. 1043
