WASHINGTON - Florida Senators Marco Rubio and Rick Scott have teamed up to make a push to keep Daylight Saving Time across the country during the pandemic. It’s the latest push by Florida lawmakers to make Daylight Saving Time permanent. On Wednesday, Scott and Rubio released a joint statement saying they will introduce legislation to keep the United States on Daylight Saving Time through November 7, 2021.Daylight Saving Time is scheduled to end for the year on Sunday, November 1.The senators say their bill will help provide stability for families dealing with enough change with virtual learning, working from home and other disruptions the COVID-19 pandemic has caused.“After months of staying inside amid the coronavirus pandemic, families across the nation could use a little more sunshine and time to enjoy all that Florida has to offer… I’m glad to join Senator Rubio to lead this effort in Congress,” Scott said in a statement. In 2018, Florida lawmakers approved a bill to keep Florida on Daylight Saving Time permanently. But it can't be enacted without congressional approval.“Our government has asked a lot of the American people over the past seven months, and keeping the nation on Daylight Saving Time is just one small step we can take to help ease the burden,” Rubio said.Legislation to make daylights savings time permanent has also been introduced in Colorado, Delaware, Georgia, Illinois, Iowa, Minnesota, Missouri, North Carolina, Ohio, Oklahoma, South Carolina, Texas, Utah and Vermont. Similar legislation has been struck down in Idaho, Mississippi, New Mexico, Virginia, West Virginia and Wyoming.Hawaii does not observe Daylight Saving Time and neither does Arizona, minus the Navajo Nation in the northeastern part of the state, according to NASA. Indiana began observing daylight saving time in 2006.What is daylight saving time?It was invented to make the best use of daylight hours. Benjamin Franklin created the concept of Daylight Saving Time, according to NASA, and it has been used throughout much of the U.S., Canada and Europe since World War I.Can any state opt-out of it?Yes, all a state has to do is pass a state law.The official start/stop dates have been amended multiple timesIn 1966, former President Lyndon Johnson signed a law stating that Daylight Saving Time begins on the last Sunday of April and ends on the last Sunday in October of each year, according to NASA.The law was amended in 1986, and Daylight Saving Time officially began on the first Sunday in April, but the end date remained the same.Former President George W. Bush signed an energy policy bill in 2005 that would extend Daylight Saving Time by four weeks, beginning on the second Sunday of March, according to NASA, and it went into effect in 2007.It's referred to as "summer time" in EuropeMost of Europe observes summer time, which begins on the last Sunday of March and ends on the last Sunday of October. It may affect your healthAccording to Health.com, in vitro fertilization (IVF) success rates drop in March, immediately following the time change. VISTA, Calif. (KGTV) - Detectives called off a suspect search in Vista after it was discovered that a juvenile accidentally shot himself in the leg Monday afternoon. The San Diego County Sheriff's Department was called to the 100 block of Paseo Marguerita in Vista around 3:45 p.m. after receiving reports of a male juvenile with a gunshot wound. While responding, deputies received information about possible suspects. Authorities found the juvenile near a small pond with a gunshot wound to the leg. Meanwhile, a neighboring school was given an order to lock down. After an extensive search for the suspects, deputies broke down a perimeter set up around the area. The boy was taken to the hospital in unknown condition. After investigating, detectives learned that the gunshot wound was self-inflicted and "appeared to be accidental." The department said it's no longer looking for any suspects. 907

WARNING: Some information in this article is disturbing.LEBANON COUNTY, Penn. – A Pennsylvania father and his fiancée have been charged with the killing of the man’s 12-year-old son, whose body was found in horrific conditions earlier this year. The Lebanon County District Attorney’s Office said in a press release Monday that police found the body of Max Schollenberger on May 26, completely naked and sprawled across a bed on the second floor of his family's home in Lebanon County. The DA says Max’s body appeared malnourished, and the boy and the bed he was on were completely covered in fecal matter. Detectives reported claw marks in the sheets and said the marks made indentations on the stained feces.Max’s bedroom was entirely devoid of light and furniture, aside from the bed where he died, according to the DA. Shades were reportedly taped to the room’s windows and doors were screwed shut over them, so the child couldn’t see out.The DA says the door to the room had three metal hooks, which Max’s father, Scott Schollenberger, and his fiancée, Kimberly Maurer, admitted to using to lock the boy inside.During an investigation of Max’s life and ultimate death, detectives learned Kimberly had acted as the victim’s mother for the past decade and that she had other biological children with Scott. The DA says those kids lived in the same house, but they were “healthy, well-adjusted and cared for.”When the other children were interviewed, they reportedly described the stench that emanated from Max’s room and how their parents refused to let the boy out.“One child specifically remembered the defendants would enter the victim’s room and Max Schollenberger would scream and cry,” the DA said. “The child also recalled the defendants discussed bruises on the victim’s body.”The DA says family members and acquaintances reported they had not seen Max in quite some time, and certain people connected to the family were entirely unaware of the boy’s existence. At 12 years old, the DA says Max was never registered for or attended school, and he also hadn't received any medical care since was 2 years old.A forensic autopsy led to multiple findings compatible with starvation and malnutrition and multiple blunt force traumas throughout the child’s head, face, and body, according to the DA. Specifically, a doctor found Max weighed just 47.5 pounds at his death and was only 4 feet 1 inches tall.“He was nowhere near the size, weight, or stature appropriate for a child of his age,” said the DA. “All four of the child’s limbs showed a severe lack of muscle mass; his bones themselves showed a weakened state.”The doctor concluded that Max died as a result of blunt force head trauma complicating starvation/malnutrition, and his death was ruled a homicide.Scott and Kimberly are accused of starving, neglecting, abusing, and ultimately killing Max. They’ve been charged with criminal homicide, conspiracy to commit criminal homicide, endangering the welfare of a child, and conspiracy to commit endangering the welfare of a child.“Today marks the first step in the long path of justice for this little boy. Max Schollenberger existed – I will not call this living – in a state of perpetual suffering; he existed in the most egregious and foul of conditions. He remained starved, locked away, and isolated until his killing. This child never looked forward to his first day of school, blew out candles on a birthday cake, or experienced the unconditional love of family. Max Schollenberger died in soiled sheets, covered in his own feces,” said District Attorney Hess Graf. “Murders such as these are haunting, both for the community and for the law enforcement involved. I want to commend our Detective Bureau and the Annville Township Police for their thorough and detailed investigation. Our Office will always fight for vulnerable, defenseless victims. The utter despair that was Max Schollenberger’s life begs for justice for his death.” 3961

VISTA, Calif. (KGTV) - A backyard workshop in Vista caught fire Sunday afternoon, according to Vista Fire officials. Neighbors said they saw thick black smoke towering into the sky and heard almost a dozen explosions.Neighbor John Ploetz said it sounded, "like a bomb, people up the street heard it.""It takes a minute you know, your brain goes oh it's probably fine, or he's welding you know and then I see there's flames, and no firemen here, and the fence is on fire, I better call 9-1-1," Ploetz said he grabbed his garden hose and worked to contain the fire. He wet down nearby foliage and put out small spot fires on the outside of the fence.Fire officials said the fire started around 12:32 p.m. and arrived at the home in the 1000 block of Ora Avo Drive in minutes. Ploetz said what he did was something anyone would do and he was concerned the fire would spread to other homes nearby. He was shocked when a pine tree burned up in seconds, "it just whoosh! Went up like a torch, it was loud, that was before the firemen got here."The workshop contained propane tanks, and tools for metal art that the homeowner creates as a hobby. The family was at church when the fire started and were thankful no one was hurt. Among the valuables they lost were three boats and a motor home.Firefighters are still investigating the cause. 1340
