SAN DIEGO (KGTV) — As the federal government failed to pass a new spending measure to fund several agencies through the new year, a partial government shutdown went into effect late Friday.TSA agents in San Diego, categorized as essential employees, will return to work Saturday but without pay under the partial shutdown. Many other employees will also be required to work without pay, including: The Department of Homeland SecurityThe Justice DepartmentThe Interior DepartmentThe State DepartmentThe Department of Housing and Urban Development"Mortgages, car payments, things of that nature, Border Patrol agents will have to find a way to make ends meet, even while they're not receiving their paychecks," Joshua Wilson, vice president of the National Border Patrol Council, told 10News. Though, Wilson added a shutdown was worth ensuing more border security for him and other agents. "It's about darn time Congress do something about border security. They keep punting, and we're very, very tired of it. The Internal Revenue Service, NASA, and the National Park Service will likely see employees furloughed, the latter of which could be seen as San Diego's Cabrillo National Monument closed Saturday. SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate. SAN DIEGO (KGTV) -- Cruise ship cancellations amid the Coronavirus pandemic have cost the region more than 0 million in lost economic activity, according to the Port of San Diego.The Port says since March, 75 cruises have canceled, meaning a 6 million loss in retail, restaurant, lodging and related transportation and shipping services. The 2020-2021 season, which was supposed to start Sept. 13, has already seen 49 cancellations. "When it’s safe for sailings to resume, we will do what we can to work with and support our cruise and public health partners to ensure the safety of cruise passengers, terminal staff, and the public," the Port said in a statement. The loss is hitting tourism-related businesses, already suffering from a loss of conventions, and social distancing restrictions. Chuck Abbott, general manager of the Intercontinental Hotel San Diego, just steps from the terminal, said cruisers usually stay a night pre or post cruise."It's still an amount of business that comes, which is beneficial," he said. "They're on leisure, and those people usually like to dine out and enjoy things."The CDC has halted cruising through at least Sept. 30. If that expires, San Diego's next arrival would be Nov. 5 through the Carnival Miracle. Some European cruise lines have once again started sailing, with capacity limits and social distancing restrictions. Doug Shupe, of the Auto Club of Southern California, said there is pent up demand for cruising, so once people feel safe, he expects bookings to be robust. 1538

SAN DIEGO (KGTV) -- As the weather across San Diego County warms, rattlesnakes are out if full force.Rattlesnakes live throughout Southern California and live in the deserts as well as along the coast, according to the California Department of Fish and Wildlife. The department says most bites happen from April to October when the snakes and people are most active outdoors. RELATED: Deadly backyard encounter could point to dangerous snake season“Snakes really get an unfair bad rap, when they actually play an important role in California’s ecosystems,” said CDFW’s Keep Me Wild program coordinator Lesa Johnston. The potential of running into a rattlesnake shouldn’t deter anyone from enjoying the great outdoors, the department adds. According to the California Poison Control System, the chances of being bitten are small when compared with the risk of other environmental injuries. RELATED: What to do if you or a pet are bitten by a rattlesnake“Like most wild animals, snakes prefer to keep to themselves and are not naturally aggressive. Taking the time to learn about safety precautions before going outdoors can make all the difference,” Johnston added. The department says rattlesnakes generally aren’t aggressive and will likely retreat if given room and not provoked or threatened. “Most bites occur when a rattlesnake is handled or accidentally brushed against by someone walking or climbing,” the department says on their website. SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. The founders come from various ethnic backgrounds, including African-American, Asian, Caucasian, Hispanic, and Pacific Islander.Entrepreneurs receive six months of free workspace, mentorship, and workshops - learning skills like how to access capital. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control. We are a woman-owned small business, and I wanted to do everything I could to continue to foster that."She's now in the running for the Amber Grant for Women Entrepreneurs contest; if awarded, Twichel's company would receive ,000.
