APATUL VALLEY (CNS) - Firefighters battling the Valley Fire in rural eastern San Diego County worked to take advantage of lighter winds and higher humidity this morning in an attempt to increase containment of the blaze.The fire, southeast of Alpine, has burned 17,665 acres, destroyed 30 residences and 31 outbuildings, damaged 11 other structures, injured three firefighters and was 79% contained.At noon Friday, Cal Fire announced that all evacuations and road closures necessitated by the conflagration, dubbed the Valley Fire, had been lifted.However, Cleveland National Forest remained closed to the public until further notice ``to protect natural resources and provide for the safety of the public and firefighters,'' Cal Fire advised.``This closure will stay in place until conditions improve and we are confident that national forest visitors can recreate safely,'' according to the state agency.The blaze erupted for unknown reasons early Sept. 5 off Spirit Trail and Carveacre Road and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, Cal Fire officials said.Cal Fire cautioned those returning to the fire-ravaged area Friday to ``use extreme caution around trees, power poles and other tall objects or structures that may have been weakened'' by the blaze.The San Diego County Sheriff's Department will increased its patrols in the area to ensure public safety and prevent looting, according to Cal Fire.Officials advised that motorists in the area may face traffic disruptions due to the continued presence of firefighters, law enforcement personnel and utility workers still working there.Non-residents were asked to avoid locales in and around the burn zone if possible.About 140 San Diego Gas & Electric customers in Alpine, Barrett Lake, Dehesa, Lyons Valley and Rancho Palo Verde were without power. Electricity was restore to many customers on Friday and the rest were expected to be back online by Tuesday afternoon, the utility said.Due to smoke drifting over much of the San Diego region, the county Pollution Control District advised that the air quality may be unhealthy in some local communities and advised people to limit outdoor activities until conditions improve.Gov. Gavin Newsom declared a state of emergency for San Diego County Sunday due to the Valley Fire, a move intended to free up federal relief funds.County officials encouraged people who have lost their homes or other property to the wildfire to call for assistance at 858-715-2200 or email valleyfirerecovery.@sdcounty@ca.gov.Additionally, a county assistance center for victims of the blaze will be in operation at Rancho San Diego Library, 11555 Via Rancho San Diego, on Saturdays and Sundays from 10 a.m. to 6 p.m. and Mondays from 11 a.m. to 7 p.m. until further notice.Those who would like to help victims of the fire can make donations to a disaster-relief fund implemented by the San Diego Foundation, which can be accessed online at sdcountyrecovery.com. 3002

An early analysis of census data shows California and New York may lose a seat in the House, while Florida would gain two. This could mean Florida in the near future would have more electoral votes than New York.The analysis was done by William Frey, a senior fellow at the Brookings Institute, a nonprofit public policy organization, based on population estimates from mid-2020 released by the Census Bureau.Frey said the estimates released by the Census Bureau show that between July 2019 and July 2020, the population in the U.S. grew by .35%. That’s the lowest annual population growth rate since the turn of the last century, and that could mean the decade 2010-2020 may have the lowest decade growth rate in centuries.This low rate of growth and some “educated estimates” from Frey on new state-level data, could mean that seven states gain representatives in Congress and ten states lose some.One result of the Census is calculating the number of seats in the House of Representatives a state should have. Every decade, the Census Bureau adjusts the number of seats each state receives based on changes in population, the process is called reapportionment.Frey estimates that Texas will gain three representatives in the House, Florida wil gain two, and Arizona, Montana, Colorado, North Carolina and Oregon will gain one. Meanwhile, Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, West Virginia and Rhode Island could all lose one representative, according to Frey’s estimates.Changing the number of seats in the House also changes how many votes the state gets in the Electoral College; electoral votes are the number of seats a state has in the House plus two senators.California currently has 55 electoral votes, with the next highest as Texas with 38 votes currently. New York and Florida are next, with 29 each; if New York were to lose one and Florida gain two, it would be the first time Florida had more votes than New York and would make Florida the third most represented state in the House.“This reapportionment will also affect the Electoral College in future presidential elections. There are a mix of “red” and “blue” states among those gaining and losing seats. Thus, it is difficult to predict how these changes will benefit future Republican and Democratic presidential candidates,” Frey wrote in his analysis.Frey’s estimates are based on early data shared by the Census Bureau. The complete 2020 Census will not be released until sometime early next year. 2524

  

Andy Parker, whose daughter Alison was killed on live television during a news report two years ago, said Thursday he was considering running for the seat of retiring Virginia Rep. Bob Goodlatte.Parker has been an outspoken critic of Goodlatte, the powerful chairman of the House judiciary committee, for his longstanding ties with the National Rifle Association. Parker's daughter lived in Goodlatte's district, and the father has pushed for gun control ever since she was killed.Parker said he's been talking with his family about the possibility of running for the seat as a Democrat. Parker lives outside the district, and if he were to run and win, his family would have to move."I've got some time to ponder it," Parker said.Parker said he was at the dentist's office Thursday morning when his daughter's boyfriend, Chris Hurst, texted him with the news about Goodlatte's retirement. Hurst on Tuesday won a seat in the Virginia statehouse."I feel like the dog chasing the car and finally caught it," Parker said of Goodlatte not seeking re-election. "I'm just glad to see the guy is finally going to get out of office."Parker said he joked with his wife, Barbara, that she should run, but she immediately ruled out that possibility.The father has been an outspoken advocate for his daughter, who was shot to death during a live broadcast in August 2015. The man who killed Alison had a turbulent work history that wasn't known to staff at her Roanoke, Virginia, TV station when he was first hired there.Goodlatte has been in office since 1993, winning by huge margins throughout his career. He holds an "A" grade from the NRA for his longstanding support of gun rights.Parker had pressed Goodlatte to hold a hearing on legislation to reduce gun violence in the months after Alison was killed. An 11-year-old boy is now safe after getting sucked into a drain during Tuesday's flooding in Harrison, Wisc.. According to officials, the boy and some of his friends were playing in a retention pond that was completely full and draining at a high rate. Apparently, the boy got some goggles so he could see where the water was draining. He then got sucked in and disappeared under water. The boy's friends called 911 and emergency crews responded. Crews searched for 45 minutes until one of the rescuers saw the little boy sticking his finger through a manhole covering. The manhole lid was removed and the boy was pulled to safety. The boy was transported to a local hospital by Gold Cross Ambulance and was conscious and alert at the time.Sheriff’s officials are warning parents to not allow children to play in or near drainage ditches or retaining ponds especially during storms. The rapid water movement during these times can be life-threatening. 985
