(CNS) - A 54-year-old Poway man accused of killing a young woman in Carlsbad 33 years ago pleaded not guilty Tuesday to charges of murder and rape.James Charles Kingery faces 33 years to life in state prison if convicted of all charges stemming from the killing of 26-year-old Julia Hernandez-Santiago, according to the San Diego County District Attorney's Office.The victim's body was found on Oct. 10, 1987 on an ivy-covered embankment in the 2100 block of Alga Road, Carlsbad police spokesman Jodee Reyes said.The San Diego County Medical Examiner's Office determined the cause of death was asphyxiation due to strangulation.While a suspect was not identified at the time of the killing, investigators said technological advances eventually led to Kingery's arrest.In March, San Diego County sheriff's deputies arrested a man on narcotics and weapons violations and took a DNA sample from him, as required by law based on his alleged offenses, Reyes said. Then in May, the sheriff's crime lab notified Carlsbad police that DNA samples from the 1987 murder case were a match for Kingery, who was arrested July 22.A suspected motive for the killing has not been disclosed."When a murder goes unsolved, not only is justice delayed, but families are left in turmoil with no closure," District Attorney Summer Stephan said in a statement. VISTA (CNS) - Law enforcement Wednesday asked for the public's help in finding a suspect wanted in connection with a series of break-ins and attempted break-ins over the past month.Between Oct. 25 and Nov. 20, the same man is believed to have targeted five businesses in Vista -- sometimes successfully, sometimes not -- in seven separate incidents, according to San Diego County Crime Stoppers.The businesses were Tabacinic Chabad Jewish Center at 1930 Sunset Drive; Tiki Mobile Village at 1333 Olive Ave; Maximum Recycling at 430 Olive Ave; and Wholesale Sports Inc. and Get Air Vista, both located at 2755 Dos Aarons Way.The man is suspected of stealing a total of ,500 in cash, a 0 iPad and a carved tiki stump valued at about , in addition to causing about ,000 worth of damages, investigators said.He was described as white or Hispanic, about 5-feet-8 to 5-feet-11, with a thin build and a distinct tattoo on his left forearm. (KGTV) — A group of teachers with the Vista Unified School District rallied Thursday against the district's current reopening plan.The district's Board of Education voted late Thursday to finalize a plan to bring students and teachers back to in-person learning on Oct. 20. The group of teachers say there's now a chance they hold a vote over whether to vote of no confidence in the district's superintendent on Monday."We now face a rush to open without the protocols in place to ensure the health and safety of all stakeholders. School board members’ openly dismissive behavior toward educators and their safety concerns is hurtful and disappointing to every committed educator who calls VUSD their professional home," said Keri Avila, president of the Vista Teachers Association. "We are extremely disappointed in the lack of concern expressed at last night’s board meeting for the health and safety of students, teachers, and staff. We have scheduled and emergency executive board meeting to determine next steps."The board heard from parents and teachers on both sides. Some said they are for the full reopening, while others said bringing students back at normal capacity is too risky.Many teachers have expressed concerns that the plan just isn't safe enough during a pandemic."I think it's reckless, I think it's misguided," said Craig Parrot, an eighth-grade science teacher at Roosevelt Middle School. "There are entire schools in our district that don't have windows that open, kids are coming in without temperature checks."Parents that want to keep their students in virtual distance learning may do so.While many school districts have limited the number of students returning in-person, Vista Unified's website states, "It is important to note that while many health and safety precautions are in place for the Vista Classic learning model, all classrooms will have the normal amount of students enrolled.
