LITTLE ROCK, Ark. — Arkansas State Police say a man suspected of stealing a taxi was fatally shot by a trooper after the man stabbed and wounded another law enforcement officer over the weekend.State police say 58-year-old Aloysius Keaton of Little Rock crashed the stolen cab while exiting off Interstate 30 and stabbed an Arkansas Highway Patrol officer who tried to arrest him.Police say the trooper shot Keaton after a shock from a stun gun failed to stop him as he approached the trooper with the weapon.The trooper ordered Keaton to stop and drop the weapon, but police say he failed to comply with the order and charged toward the officer, who then shot the suspect with a handgun.Keaton later died from his injuries at an area hospital Saturday night.State police say the Highway Police officer was treated and released and the trooper was uninjured.Keaton’s body has been transported to the Arkansas State Crime Laboratory where an autopsy will be conducted.The trooper remains on paid administrative leave and has not yet been identified. 1056

LA MESA, Calif. (KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted.As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. (KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. LA JOLLA, Calif. (KGTV) — Police are on the hunt for a man who they say set a La Jolla home on fire before pointing a gun at construction crews. Friday morning, Teresa Zlokarnik woke up to an odd smell coming from across the street. “I don’t know where it was coming from, but I saw smoke, and I saw the firemen going into the house,” Zlokarnik said. For the last few months, she saw the home on the other side of the street go from rubble to almost done. But not anymore. At 9:45 a.m., San Diego Fire Rescue responded to an attic fire, set intentionally.“What? An arson? That’s scary. Oh my God,” Zlokarnik said. The homeowner, who asked not to be identified, claimed he knows who did it. “He didn’t show up for three days, and I fired him,” the homeowner said. The homeowner said he believes the suspected arsonist is a disgruntled former employee who was hired to work on the sheet rock. But when the man came to the site Friday morning and saw his replacements at work, he set the attic on fire. In his 40 years of renovating homes, the homeowner said he has never seen this kind of reaction from an employee, current or former.“He said, ‘My price is my price and if not, you are going to hear from me!’ So I heard from him this way,” the man said. He added that the new subcontractors were held at gunpoint. They waited until the suspect left to call 911.The home on Palomino Circle was supposed to be on the market July 1, 2019, for .9 million. But after what happened today, the homeowner said that an open house would have to be pushed back.“Our heater is gone, the electricity is gone, the plumbing is probably damaged,” he said. LAKESIDE, Calif. (KGTV) -- Nearly 200 people turned out for a vigil in Lakeside honoring two teenagers killed in a car accident last weekend. Isaac Culkin and Justin Kyte were killed on Saturday, Jan. 11 when the car they were riding in crashed into a tree. Two others in the car suffered moderate injuries, but survived. Those closest to the boys gathered at the scene of the crash for a candlelight vigil, a moment of silence and prayer. The teens' closest friends remembered them as hardworking, funny boys who loved to have fun offroading the desert. CHP says Kyte was behind the wheel when he lost control of the car and hit a tree on Willow Road. Culkin was in the passenger seat. CHP says speed was a factor, but it is unclear if drugs or alcohol were involved. Services for Culkin are scheduled Thursday, January 23rd. Information on Kyte's services have not been made public.
