SAN DIEGO (CNS) - A motorist who allegedly struck and gravely injured a bicyclist near Lindbergh Field last month, then fled San Diego and was arrested in Kern County, pleaded not guilty Monday to a felony hit and run charge.Mauricio Flores, 29, is accused in the Aug. 21 crash at India and West Washington streets that seriously injured a 66-year-old man.The victim was hospitalized with what police at the time said was a life-threatening head injury. His current condition is unknown.Police said Flores was driving a 2005 Dodge Caravan that struck the victim.Video footage shot by a witness shows the driver of a van, which had Georgia license plates, pulling to a stop following the collision and getting out along with a female passenger, identified by police as 50-year-old Jessica Bailey.In the video, the pair walked over to the where the injured man was lying on the side of the road. After looking at him for few moments, the driver pulled the bent bicycle out from under the front of the van and set it aside, then got back into the vehicle along with his companion and drove off. A second, male passenger also was seen getting out of the van in the video, but he was not identified by police.About one week after the crash, San Diego police posted Flores and Bailey's names and pictures online and asked for the public's assistance in locating the suspects.According to the California Highway Patrol, an off-duty Kern County CHP officer who had seen a flyer about the hit-and-run case came across the Caravan while riding his motorcycle in Lake Isabella, an unincorporated community about 35 miles northeast of Bakersfield.The officer reported the van, which had California government-agency license plates.Three days later, another CHP officer spotted the van -- now bearing Vermont plates -- in a parking lot outside a Vons store in the area and called in sheriff's deputies, who found Flores and Bailey and arrested them, CHP spokesman Robert Rodriguez said.Flores was booked Sept. 3 into a San Diego County jail and remains held on 0,000 bail following his Monday morning arraignment. SAN DIEGO (CNS) - Efforts stretched into a seventh day Friday to contain a wildfire that has blackened thousands of acres in rural eastern San Diego County, leveling at least 30 homes, dozens of outbuildings and forcing widespread evacuations.As of 6 p.m. Friday, crews had the sprawling burn area southeast of Alpine about 55% contained, according to Cal Fire. Firefighters remained particularly focused on its western and northern flanks, where smoldering hot spots were posing the most immediate remaining structural threats, the state agency reported.The conflagration, dubbed the Valley Fire, has blackened 17,665 acres, destroyed 30 residences and 29 auxiliary structures, damaged 11 other buildings and left two firefighters with minor injuries.Friday, all evacuation orders, warnings, and road closures had been lifted, according to CAL FIRE San Diego. Non-residents are asked to avoid the area.Cleveland National Forest remains under an Emergency Forest Closure order until conditions improve for future visitors.Residents returning to the area are asked to exercise extreme caution around trees, power poles, and other tall objects that may have been weakened by the fire. SAN DIEGO (CNS) - As more people went back to work last month, the region's unemployment dropped to 13.9% in June, 1.3% lower than the previous month, according to figures released Friday by the state Employment Development Department.The coronavirus and its related job loss still looms large over the economy even as some industries begin to resume business. The state's unemployment rate dropped to 15.1% in June, while nationally, the rate decreased to 11.2% in the same time period. The data does not reflect public health orders in July shutting down some industries again. The unemployment rate is likely higher now than the period the data monitored.According to the EDD, total non-farm employment in San Diego County increased by 54,000 jobs between May and June to reach about 1.35 million. It was the first increase in non-farm employment since February. Farm jobs remained steady.The leisure and hospitality sector led the monthly increase by adding 34,700 jobs, 29,900 of which were in the food service and accommodation industries. Arts, entertainment and recreation added 4,800 jobs.The trade, transportation and utilities sector logged 9,500 jobs gained month-over-month, the largest portion of which was in clothing and clothing accessories stores, with 3,900 added jobs.Construction gained 4,100, educational and health services 2,800, other services 2,200, manufacturing 1,900, professional and business services 1,600, financial activities 900 and information 200.Mining and logging employment did not show any gains or losses.The only industry to lose jobs was the government sector, which lost 3,900 jobs in June.Comparing year-over-year, the San Diego region lost 153,600 non-farm jobs and 800 agricultural jobs. SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - Authorities Wednesday publicly identified a Chula Vista city employee found slain in his home near Mount Helix.Chula Vista police personnel conducting a welfare check at the request of a co-worker found the body of 38-year-old Kevin Powell in his residence in the 4400 block of Carmen Drive in Casa De Oro shortly after 1 p.m. Tuesday.Because the neighborhood is in an unincorporated area, the San Diego County Sheriff's Department was called in to take charge of the case, said sheriff's Lt. Thomas Seiver.Powell's death has been ruled a homicide, said Seiver, who declined to specify how the victim is believed to have died."The preliminary cause-of-death (finding) is being withheld for investigative reasons," Seiver said.Powell's work supervisor asked police to check on him after he missed several meetings, according to the sheriff's department. 878
