That includes Bucks County, which lies just north of Philadelphia.“Counting the ballots is really an uncertain science for us,” said Bob Harvie, Bucks County Board of Elections Chairman.Those mail-in ballots also take longer to count.“There are two envelopes we have to open: the outside envelope and the secrecy envelope,” Harvie said. “So, it's really double the work.”Here in Bucks County alone, they sent out 200,000 mail-in ballots for this election. That’s 10 times the number they did in 2016. And in Bucks County, like everywhere else across Pennsylvania, ballots postmarked on Election Day can still be counted if they’re received through Friday. However, elections officials are preparing for the possibility of a legal challenge involving those ballots.“We do know that there's very likely to be a legal challenge to that claiming that that's not constitutional,” Harvie said. “So, we are going to start segregating any mail we get.”In the end, though, officials in Pennsylvania hope the 2020 election keeps voters confident in the election system.“The people you see here working, you know these are not political appointees,” Harvie said. “They’re county employees, they’re government employees, and so, really, they're they've committed themselves to giving people a fair, accurate, safe election.”It’s an election that doesn’t appear to be over just yet. 2411

Instead, he went to work as usual, parked his SUV, worked all day, went to lunch and then at 5 p.m., a colleague came to him with a strange question.“They said, ‘hey do you have a doll in your car?’ And I go, ‘a doll?’ And then a sinking feeling. I run out to my SUV and I grab him out of his car seat and I’m screaming, ‘oh God no! Oh God no! Not Chase! Oh God.’”Harrison's 21-month-old Chase died of a heat stroke in his car seat.Eventually, Harrison was questioned by police.“I just said, ‘I killed my son.’ I just said, ‘I did and I didn't remember.’”He was charged with involuntary manslaughter, went to trial and was found not guilty. But Harrison says it didn't matter.“There were several times that I thought about taking my own life,” he said. “I just couldn't take it and I was so angry with myself and ashamed of what I had done.”The situation brought international consequences. Harrison and his wife had adopted Chase from a Russian orphanage. After his death and in retaliation for other political issues, Russia passed a law in Chase's Russian name banning U.S. citizens from adopting.Harrison’s story lead to an award-winning article called "Fatal Distraction" and a documentary "To the Moon and Back."Harrison and his wife channeled their pain into advocacy, pushing for the "Hot Cars Act." it would require all new vehicles to come with an alarm system that goes off if someone was in the backseat when the engine is turned off.The requirement is now part of the new transportation bill just passed by the House, but the Senate doesn't appear ready to pass it, leaving Harrison to continue on his crusade.“Children are dying in hot cars and it can be easily stopped. The man responsible for the Strasbourg terror attack was killed by police on Thursday, a spokesman for the Paris prosecutor's office said.Cherif Chekatt, 29, is accused of killing at least three people and wounding 13 others in the terrorist attack near the Christmas market in Strasbourg. French prosecutors said the suspect shouted the Arabic phrase "Allahu Akbar," meaning "God is greatest," at the time of the attack.He was killed after a two-day manhunt that prompted a curfew in the eastern French city near the German border and forced the country to raise its national security threat level. Hundreds of police and military officers across three European countries were involved in the search.The French National Police thanked the public for their assistance in finding Chekatt."Thank you for your alerts which allowed us to find the wanted individual," the National Police said on Twitter.Authorities said Chekatt entered the perimeter of the famed market, one of the oldest in Europe, by the city's Corbeau Bridge and started shooting at passers-by on the Rue des Orfèvres around 8 p.m., when many were in the middle of their Christmas shopping.Anti-terror police flooded the market and tried to arrest the suspected gunman. He exchanged fire with security forces, suffering an injury to his arm. Chekatt used a handgun and a knife to kill people, Paris Prosecutor Remy Heitz said.The suspected gunman then jumped into a taxi and fled the scene, Heitz said.Soon after the attack, more than 700 police and military officers across three European countries joined the search and France raised its national security threat level to its highest status: "emergency terror attack."On Thursday, French police evacuated buildings and cordoned off the area where the suspected gunman fled. Chekatt has an extensive criminal background that includes 27 convictions in France, Germany and Switzerland, mostly for acts of robbery and violence.In 2017, he was deported from Germany to France after the Interior Ministry in the German state of Baden-Wuerttemberg confirmed he had been convicted of break-ins and serious theft in 2016 and spent time in a German prison.The suspected shooter also was known to prison officials for being radicalized and for his proselytizing behavior in detention in 2015, Paris prosecutor Heitz said, adding that Chekatt had been incarcerated multiple times.Chekatt was born in Strasbourg, according to CNN affiliate BFM.He was on a French watch list called a "Fiche S" surveillance file. The "Fiche S" is a French terror and radicalization watch list that includes thousands of people, some of whom are under active surveillance, meaning they are on law enforcement's radar.Hours before the attack, French gendarmes tried to bring in Chekatt but found he wasn't home, a spokesperson for France's National Police told CNN earlier this week, without providing further details. 2932

  

The National Park Service on Thursday unveiled a new plan to hike entrance fees at national parks with more modest increases than the ones it proposed last fall.The proposal calls for raising fees at many national parks?by around in the next year, with some seeing an additional increase in 2020.
