(KGTV) - A grieving dog owner is searching for the owner of the dog who attacked her 8-year-old rescue at a Santee dog park.At Woodglen Vista Park late Monday morning, Heather Moreno, her 3-year-old daughter and her Pomeranian mix had just walked into the fenced-in off-leash area when they were greeted by a dog. Moreno says the black dog was about 70 pounds, possibly a German Shepard mix."Immediately the owner of the big dog approaches me and shouts, 'Don't worry, he's friendly.' The tail was wagging. My daughter petted him. Our dogs were sniffing each other,said Moreno.Moreno says she was glancing between her dog, Trigger, and her daughter. "Next thing I know, my dog is whining, and he has my dog in his mouth ... thrashing around like a dog toy," said Moreno.The attack would last an agonizing 30 seconds."I'm in panic mode. I'm shouting at the dog, shouting at the dog owner," said Moreno.The dog owner eventually pried open his dog's jaws. Moreno rushing Trigger to an emergency animal hospital, where she died from her wounds on the operating table. "I miss her a lot. She was my companion with everything," said Moreno, choking back tears.Amid the grief, Moreno has a warning for other dog owners at dog parks. "Just always be vigilant. Always be cautious. SAN YSIDRO, Calif. (KGTV) — One man was killed in a shooting involving a Border Patrol officer Friday near the Las Americas Premium Outlets.Just before 6 p.m., a Border Patrol agent assigned to the San Diego Sector shot an unidentified 30-year-old man in the area of Dairy Mart Rd. and Camino De La Plaza, close to the international border, according to Aaron Heitke, Chief Patrol Agent with United States Border Patrol in San Diego.Heitke said the man was illegally trying to enter the U.S. west of the San Ysidro Port of Entry.During the arrest, an altercation between the man and agent began, during which the agent fired his service weapon, striking the man in the torso, according to Heitke. The details surrounding what led to the fight haven’t been released at this time.The agent received minor injuries, according to San Diego Police. That agent is not being identified at this time, police added.At about 6:25 p.m., first responders pronounced the man dead, Heitke added. The victim has been identified but his name was not released. He was described as an adult Mexican national.SDPD officers were also called to the scene. Border Patrol told ABC 10News that SDPD will be handling the investigation.After SDPD's Homicide Unit completes its investigation, the U.S. Attorney's Office will review the case. (KGTV) — Four Congressmen, including House Majority Leader Steny Hoyer, Scott Peters, Juan Vargas, and Mike Levin, participated in an all-access tour of the San Ysidro Land Port of Entry Friday afternoon. Upon finishing the tour, House Majority Leader Steny Hoyer of Maryland said sternly, “There is no crisis at the border. There is no justification for an emergency declaration at the border.” This was a direct contradiction to President Trump's reasoning to build a southern border wall. It has been almost one month since the Department of Homeland Security began implementing the new Migrant Protection Protocol (MPP). The policy forces migrants from Central and South America entering the United States without papers, or those claiming asylum, to in Mexico for the duration of their immigration proceedings. According to the Mexican Citizen Council for Public Safety and Criminal Justice, Tijuana has the fifth highest murder rate in the world. Because of that, Representative Juan Vargas (CA-51-D) strongly rejected MPP.“To be sent back to a place like Tijuana, where they don’t have family, friends, where they don’t have the social connections to be helped and to be safe, I don’t think we should be doing it. I think it is the wrong thing to do. I don’t think it’s our American values," said Vargas.Previous to the new MPP, migrants were released into the United States after their initial process, under the assumption they would return to US Immigration Court at a later time to receive their final status. But Homeland Security said that too many migrants would skip court, and disappear into the US as fugitives. This afternoon, Majority Leader Hoyer used the President’s coined slogan to refute the claim. “That’s fake news. 97% of people show up. That’s a better percentage than the people who show up who are on parole in the United States of America for crimes,” Representative Hoyer said. After touring the facility, the Democrats agreed, solving the immigration issue is not as simple as building a physical wall. Overcrowding the ports with seemingly endless asylum seekers is not the answer either. They were all impressed by the work being done at San Ysidro and hoped all other ports implement the high tech protocols conducted there.“This national emergency declaration serves no purpose other than a political one,” Representative Mike Levin (CA-49-D) said. “If we truly want to solve the problem to the extent to one exists, we need to invest in the technology of the future, just as we have done here at San Ysidro, at all 330 ports of entry.” 2601
