He added that China has always held that the best way to resolve the Kosovo issue is that Serbia and Kosovo reach a plan acceptable for both sides through negotiation."China calls on the two sides of Serbia and Kosovo to continue to seek a proper solution through negotiation within the framework of international law, and the international community should create favorable conditions for this," said Liu.Kosovo's parliament voted Sunday to adopt a declaration of independence at an extraordinary session on its independence from Serbia.Kosovo now is "an independent, sovereign and democratic state," Parliament Speaker Jakup Krasniqi announced after lawmakers voted 109-0 through a show of hands to approve the declaration.But Serbian President Boris Tadic said that Serbia will never recognize the independence of Kosovo.He urged international organizations "to immediately annul this act, which violates the basic principles of international law."Kosovo was a southern autonomous province within Serbia before the breakup of the Federal Republic of Yugoslavia. BEIJING - The crab trade across the Taiwan Strait has slowed in what should be its peak season due to picky quarantine standards put forward by the Taiwan authorities, said a Chinese mainland official here Wednesday."We hope the related non-governmental organizations from both sides will carry on negotiations so that Taiwan people can enjoy this delicacy at the right time," said Li Weiyi, spokesman of the Taiwan Affairs Office of the State Council.Fresh crabs, especially those bred in East China's Jiangsu Province, have become a traditional and popular mid-autumn dish and have sold well in Taiwan.The two sides had reached an agreement on quarantine standards of crabs in July, but in August the Taiwan authorities submitted new standards requiring residues of all drugs to be undetectable, which was too picky and impractical, Li said.The mainland had exported quality and safe food, he said, adding that 99 percent of food exported to Japan and the European Union met their standards."We do expect the two sides to show sincerity and settle this problem for the benefit of consumers," he said. "We have noticed that a certain group in Taiwan is trying to discredit mainland foods. Such politically driven action will greatly harm normal trade across the Strait."In the first eight months of this year, the mainland has found 27 consignments of unqualified food imported from Taiwan. BEIJING -- China's education authority has revoked the license of a private school that took in problem teenagers and claimed to offer strict discipline after it was found abusing students.A Ministry of Education investigation confirmed that staff at Dadongfang Xingzou School, in Southwest China's Chongqing Municipality, had physically and verbally abused teenage students, said ministry spokesman Wang Xuming at a press conference.The Beijing Times reported in June that a 14-year-old Beijing boy took drugs and jumped from the second floor of a dormitory building in the school after being repeatedly beaten by teachers.The boy said he tried to commit suicide so that his parents could learn what happened to him as he was denied contact with them for the first three months in the school, according to the newspaper story.Some desperate Chinese parents send their children, who do not behave well in normal schools, to boarding schools called "xingzou" schools that offer paramilitary-style discipline."Although schools like the Dadongfang Xingzou School take in problem students, they must follow laws and regulations like other schools. But some of them have done things wrong and many have no proper government approval," Wang said.Investigators found the school had been granted a license as a juvenile training center, but was not qualified as a boarding school or to offer paramilitary education.The ministry had started a national survey of xingzou schools, focusing on illegal education methods and teacher qualifications, and those without proper licenses would be closed, Wang said.As the administration was still working on a regulation on non-school juvenile training centers, it would suspend processing any such applications, he said.According to the Beijing Times, the Dadongfang Xingzou School had hired former military personnel and prison wardens as discipline teachers.

SHANGHAI: A revised rule that forces shipping companies to shoulder the cost of cleaning up pollution from maritime accidents, such as oil spills, in China's waters, is likely to take effect next year, if not sooner, a senior official with China Maritime Safety Administration (MSA) said Wednesday.If the revised regulation is approved by the State Council, companies such as Sinopec, PetroChina and the China National Offshore Oil Corp (CNOOC) will be required to contribute to a special compensation and clean-up fund, Liu Gongcheng, executive director of China MSA, said.Liu told a press conference prior to the 2007 Shanghai International Maritime Forum, which kicked off Wednesday, the fund will boost the country's emergency response capabilities to maritime pollution disasters.The official declined to say how big the fund could be.The rules also include a scheme asking all ships using its seawaters to purchase insurance.Liu said the mechanism, already in the pipeline for two years, is one of China MSA's measures to handle possible oil spill pollution, as the ocean environment faces greater pressure with increased shipping traffic, including oil cargo ships to and from China's coast.Figures showed more than 90 percent of China's oil imports - 145 million tons last year - is transported by sea. Some 163,000 tankers of all sizes sailed into and out of China's ports last year, an average of 446 every day."The size of oil tankers is also getting bigger, up to 300,000 tons, which has added to the risk," Liu said. "If only 1 percent of the oil is spilled, we will be confronted with a catastrophe."Oil spills can wreak havoc on sea life, fishing and tourism. They cost millions of yuan to clean up and even more in compensation and damages, he said.The oil spill from the tanker Prestige, which sank off Spain in November 2002, leaked 77,000 tons of oil that caused several billion dollars worth of damage.In the past year, there have been several oil spills in domestic seawaters that involved 500 to 600 tons of oil, but didn't cause serious pollution due to emergency response, Liu said.Losses caused by ships using international waters can be covered by insurance in accordance with international conventions.However China urgently needs a mechanism to cover the costs many small- and medium-sized ship owners cannot afford."It is not fair to let the clean-up companies shoulder the cost, so the compensation fund can be especially useful in that situation," he said.The administration is continuing to invest in facilities and enhance China's emergency response capabilities.

Poor planning not natural events was to blame for a spate of deadly accidents recently, safety chief Li Yizhong said.In the latest major incident, 172 miners are still trapped underground nearly three weeks after floodwater inundated the Huayuan mine in Xintai, East China's Shandong Province. Rescue work is ongoing.There have been 18 major accidents (with at least 10 people killed each) since July 18. But in 2006, nobody was killed when there was a similar incident because emergency plans were in place and there had been drills.The work safety situation in China is grim despite a decline in the death toll over the first eight months of this year, Li said.Statistics showed 61,919 people were killed in various work accidents nationwide between January and August. This was 13.9 percent lower than over the same period last year.The number of major accidents with 10 or more deaths during the same period has dropped by 14.7 percent year on year.In response to the high number of fatal accidents the State Council Work Safety Committee has sent about 300 people, in 24 teams, to carry out safety checkups across the country, starting August 27 and ending September 20.
