SAN DIEGO (KGTV) -- Father Joe's Villages hosted two Thanksgiving meal services Wednesday for homeless residents in San Diego, but perhaps no one was more thankful than the people who helped prepare the food.Three chefs-in-training in the Father Joe’s Culinary Arts Program spent days preparing the turkey dinner, which was served to an estimated 2,300 to 2,600 people.“They changed my life by far,” student Brian Anziano said of Father Joe’s.Anziano said he got involved in “stupid stuff” last year that left him homeless, but at the suggestion of friend, he began turning his life around with the help of Father Joe’s.Anziano enrolled in the 15-week culinary course, considered the most rigorous of the 10 workforce development programs offered by Father Joe’s.“They buy your shoes, they buy your pants, they buy your uniform,” he said. “Everything you need.”The massive Thanksgiving meal is kind of like a midterm, said Culinary Arts Program instructor chef Theresa Fields.“We work 14 hour days, 16 hour days. We’re always on call,” said student Lister Lane with a smile.Lane said his dream is to graduate and open his own restaurant. “And I want to give back to the homeless like they helped me,” he said.Past graduates have gone from these kitchens to jobs at Kansas City Barbeque, PETCO Park, the Hard Rock Hotel, Amplified Ale Works and more, FIelds said.Father Joe’s said about 80 students have graduated from its various workforce training programs so far, and they’re on pace to graduate about 100 students by the end of the year. SAN DIEGO (KGTV) -- Family and friends of Sabrina Rosario gathered Saturday night for a memorial service to honor her and her four boys. Rosario and her boys were killed by her estranged husband, the children's father, last month. The boys: Enzi, 3, Zuriel, 5, Ezekiel, 9 and Zeth, 11. Rosario was 29-years-old. Collins says her daughter was brave and beautiful and she finds comfort in knowing she's in a better place. Roughly 400 people filled the church in Paradise Hills for the memorial. Pictures and flowers filled the front of the room. The service included prayer, singing and stories of Rosario and the boys. Rosario had been granted a restraining order from her estranged husband just hours before she was killed, but that order was never served. 947

SAN DIEGO (KGTV) -- Health providers in San Diego County will start receiving new training this week to better spot signs of domestic violence strangulation.Health professionals at all of the county's major health providers will take part in new training Wednesday, San Diego County District Attorney Summer Stephan said. Additionally, thousands of posters that read, "Only you decide what goes on your neck," will go up in clinics, urging victims to report strangulation.The ,000 campaign, called San Diego County Health CARES, was announced during Domestic Violence Awareness month. It is the latest effort to address strangulation crimes in San Diego County, which has seen prosecutions of strangulation-related felonies jump four-fold in the last six years."This initiative is another big step in fighting domestic violence," Stephan said. "We know that victims are often reluctant to report to police but will trust their healthcare provider, so this is an opportunity for early detection and intervention that could save lives."Over the last 22 years, strangulation accounted for 13 percent of domestic violence homicides in San Diego County, she said.In 2017, police agencies in San Diego County agreed to adopt a new protocol for responding to suspected strangulation cases in which officers now refer victims to forensic nurses for evaluation. The protocol is the first of its kind in California and among the first in the country, said Palomar Forensic Health Services director Michelle Shores.The change has had a significant impact on prosecutions, Stephan said. In 2015, there were 66 prosecutions for strangulation. In 2018, the number jumped to more than 250.In more than half of strangulation cases, there are no marks or physical signs of injury on the victim's neck, making detection more difficult, said San Diego County Deputy Chief Medical Officer Dr. Jennifer Tuteur. That makes it even more important that doctors know what kind of questions to ask patients and what other symptoms to identify.Symptoms of strangulation may include vision and hearing loss, lapses in memory, pain while swallowing, and vocal changes, Shores said. 2163

SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state.
