SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) - A woman who was hit by a car in Normal Heights says she’s been left stranded for six months after her wheelchair was damaged in the crash. Now, replacing it is a challenge. Pet photographer Tamandra Michaels’ love for the camera came to a pause after she was hit from behind while crossing the street.“It sent me flying," Michaels said. The wreck damaged her custom wheelchair, which cost more than ,000.“It slightly bent the frame to where one of the front wheels don’t quite hit the ground.” Michaels says Geico, the insurance company of the woman who hit her, won’t replace the wheelchair after giving them proof the chair must be replaced.“Months went by, they said they did some research and that the chair should only cost between ,500 to ,100," said Michaels. Michaels says without being able to work, she can’t afford to pay the difference.“It's incredibly frustrating. They’re treating it like its a car or maybe even a bike. This is like my legs; this is my life. SAN DIEGO (KGTV) — A young woman was hit by an egg while walking to her car in Carmel Valley and could lose sight in her left eye permanently due to the prank, according to what her doctor told her.Meghan Campbell, 25, was visiting friends on Sunday the 19th, at their home near Torrey Pines High School. Around 9:45 p.m. she was walking ahead of her friends to her car when a dark SUV drove by and someone inside hurled an egg at her."It was freaking terrifying," she said Wednesday, still shaken by the incident. "Soon as it hit me I kneeled down to figure out what was going on." Her thoughts were racing, "I can't see, there's something gooey on my face right now."It can sound like a funny prank, and Campbell chooses to find the humor in it now, but what doctors told her at the hospital was life-altering.She said doctors told her that her left cornea was scratched and orbital bones were fractured."I think the most scary thing for me was my vision went out... and I couldn't start seeing light or anything until the next day," Campbell said.She saw an Ophthalmologist Tuesday and she said he told her it will take six weeks to find out if her vision will come back. He said there are no options for surgery or medication because of the level of trauma to her eye. Her left pupil has remained dilated more than a week after the incident.She said she's still having trouble with light sensitivity, depth perception, and overall vision. "Someone with 20/20 vision can stand 200 feet away from something and see it clear, I have to stand 20 feet away to see the same thing," she said.She was visiting her friends from Orange County when the incident happened. Wednesday she was at the airport waiting for a flight back to Kentucky where she's studying to become an ER doctor. SAN DIEGO (KGTV) – A Scripps Ranch man left for the storm ravaged Caribbean Island of St. Maarten Monday. RELATED: 70 percent of St. Maarten homes badly damaged, as Jose prepares to hitDrew Goodwin is volunteering his time and equipment to help recovery crews with his drones.Irma pounded the islands when it made landfall there last week.“I know (military personnel) are going to help restore order and make things safer so people can get in to start recovery,” Goodwin said.Goodwin is with Emergency Response Drones, a nonprofit that provides drone services to agencies.  He’s assisted with search and rescue efforts locally.He raised money so he can fly himself and his equipment to the island.“I have the support and resources, and if I didn’t do it, I would be ashamed of myself,” Goodwin said. 822

SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough.
