SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. SAN DIEGO (CNS) - A man whose altercation with four off-duty San Diego police officers in the parking lot of a Grantville bar drew attention from local activists alleging excessive force was sentenced Thursday to a three year probation term in connection with cocaine and firearm possession, which includes 90 days in jail and nine months to be served in a work furlough program.Jonathan Felix, 29, pleaded guilty last month to possession of a loaded firearm and cocaine, in connection with the Nov. 7, 2018, altercation outside McGregor's Grill and Ale House just before 2 a.m.The case generated substantial public interest regarding the use of police force rather than for the felony case, in which Felix was accused but never charged with pointing the gun at the officers, prompting them to tackle him to the ground and strike him several times until they were able to seize the pistol, according to prosecutors.RELATED: San Diego man says off-duty SDPD officers assaulted himThe blows rendered Felix unconscious, and left him with a fractured pelvis, fractured hand and cuts and bruising to his head, while one of the officers testified that he broke his hand punching the defendant.In addition to possessing cocaine, Felix was prohibited from possessing a firearm due to theft and drug-related convictions out of Arizona, according to Deputy District Attorney Michael Runyon.Following his 90 days in custody, Felix will continue working during the day at Greystone Prime Steakhouse & Seafood in the Gaslamp Quarter, where he was employed at the time of his arrest. San Diego Superior Court Judge Polly H. Shamoon imposed a suspended four-year prison sentence, meaning Felix could head to prison if he violates the terms of his probation.At a preliminary hearing in February, Officer Anthony Duncan testified that after he and other officers departed McGregor's, they noticed Felix leaving the premises and returning to the parking lot on several separate occasions, both in his Dodge Durango and on a bicycle. He said the officers were concerned that Felix was "casing" vehicles, possibly to break into or steal cars.Felix was exhibiting "odd behavior" and "something didn't feel right (about him)," Duncan said.Officer Jose Rodriguez, who was at the bar with the other men but left before the altercation with Felix, testified that he also felt Felix was looking into vehicles parked in the lot.Despite their concerns, none of the officers called for assistance from on-duty law enforcement until after they restrained Felix, according to Duncan.Duncan said that he approached Felix, at which point the defendant produced a semi-automatic handgun from his waistband and pointed it at him, prompting all four officers to draw firearms on Felix.Surveillance footage from the parking lot of the business captured the physical altercation between the men, but not the purported standoff, which was blocked from view by a parked car. The defendant, who was sitting on his bicycle at the time, backpedaled away from the men, who followed and tackled him to the ground, according to surveillance footage.Felix told investigators after being arrested that he believed the group of men, who he said never identified themselves as law enforcement officers that night, may have been casing his Durango or looking to start trouble.Defense attorney Alicia Freeze argued that her client drew his gun out of concern for his safety, but denied that he ever pointed the weapon at the group. SAN DIEGO (CNS) - Less than a week after fully reopening its schools, the Vista Unified School District reported a second COVID-19 case involving a Mission Vista High School student, leading to the quarantine of about 150 students and four teachers.According to the district, the second student tested positive for the illness on Sunday. That student attended school Tuesday, Wednesday and Thursday last week and is not connected to the other case in a student confirmed last week, the district said."The parents notified us that the student likely contracted the virus while traveling on a club athletic team not affiliated with school," a district statement reads. "We immediately notified all parents, students and staff who may have come into contact with the student."While it is unlikely the student came into close contact with all 150 students and four teachers, the district said it was "proceeding with an abundance of caution" and placing all of them on a 14-day quarantine and pivot to Zoom and Canvas distance-learning classes.According to the district's COVID-19 safety dashboard, it has recorded five cases since Sept. 8, and just one since Oct. 20.The Vista Unified School District, fully reopened its 28 schools last Tuesday, eschewing some of the more cautious measures some other districts are taking, moving into its Phase 3 reopening plan. The "Vista Classic" plan allows every school in the district to reopen at full capacity. SAN DIEGO (CNS) - It was a big day for Democrats running for San Diego City Council.Tuesday's election brought about major change on the council, with five new faces joining the nine-member panel.While council races are technically nonpartisan, in recent years, council decisions have broken largely along party lines, with conservatives regularly outnumbered.-- In District 1, which has been represented by Democrat-turned-mayoral candidate Barbara Bry since 2016, Democrat Joe LaCava, a civil engineer and business owner, defeated small business attorney Will Moore, 61.8% to 38.2%.District 1 includes La Jolla, Del Mar Heights, Carmel Valley and University City.-- In District 3, Councilman Chris Ward vacated the seat to run for state Assembly. A Democrat, Ward has served since 2016. Democrat Stephen Whitburn, a community nonprofit director, defeated fellow Democrat Toni Duran to claim the seat.District 3 represents Balboa Park, Hillcrest, Downtown San Diego, North Park, Old Town, Normal Heights, Golden Hill, Little Italy and University Heights.-- In District 5, Democrat Marni von Wilpert, a deputy city attorney, defeated Republican Joe Leventhal, an attorney and small business owner. SAN DIEGO (CNS) - NASA astronaut and UC San Diego graduate Kate Rubins arrived aboard the International Space Station Wednesday, where she and two Russian cosmonauts will conduct research over the next six months.Rubins, Sergey Ryzhikov and Sergey Kud-Sverchkov launched from Kazakhstan in the Soyuz MS-17 spacecraft and arrived at the station's Rassvet module at 1:48 a.m. PST following a two-orbit, three-hour flight, according to NASA.The trio joined Expedition 63 Commander Chris Cassidy of NASA and Roscosmos cosmonauts Anatoly Ivanishin and Ivan Vagner, who have been aboard the complex since April. Ryzhikov will become the commander when Expedition 64 begins Oct. 21 and Cassidy, Vagner and Ivanishin will depart for Earth.The spaceflight marks the second for Rubins and Ryzhikov and the first for Kud-Sverchkov, who will live and work aboard the outpost for six months, conducting research in technology development, Earth science, biology, human research and more.
