SAN DIEGO (KGTV) -- A brush fire burning near the border in Otay Mesa grew to 10 acres Monday afternoon, according to Cal Fire. Thick, white smoke could be seen billowing from miles away. Cal Fire originally reported the fire around 4 p.m. burning in Tin Can Canyon. The fire then grew to five acres before Cal Fire posted a third tweet, noting that the blaze had grown to 10. "Firefighters continue to make progress," the agency said Monday evening. SAN DIEGO (KGTV) -- A big step taken in the effort to get the San Diego Police Department to stop using a specific restraining maneuver during arrests.On Tuesday, the community review board voted to recommend that the department gets rid of what police call a carotid restraint in some circumstances.  "Have you ever been choked or had the life choked out of you? I can snap back too!" The public was allowed in the meeting but was not supposed to talk. Desiree Smith couldn't help herself, because this issue is personal. "My son was choked by police at a homecoming event at the school," she said. The community review board debated whether or not San Diego police officers should be able to use the carotid restraint.Police are currently allowed to use the tactic to subdue people that they are trying to detain. Smith told 10News she does not think the restraint maneuver should be used, ever."It's inhumane," she said. "I wouldn't do it to an animal, let alone a human. They have stronger laws for animals than they do for humans."  1085

SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. SAN DIEGO (KGTV) — A 59-year-old woman is the sixth person to die from the flu in San Diego County this flu season.The East County woman died on Nov. 23 from influenza B and there was no indication she received a flu shot this season, according to the County Health and Human Services Agency. The woman reportedly had underlying health conditions as well.At this time last flu season, San Diego County had two reported deaths linked to influenza.RELATED: Health officials stress getting vaccinated for the flu ASAPThe county says 203 lab-confirmed flu cases were reported last week, almost double the previous week's total. SAN DIEGO (CNS) - Two vehicles collided on Interstate 8 near State Route 79 today, injuring four people, authorities said.A black Honda sedan and a Toyota van collided near Alpine at 11:06 a.m., causing one of the vehicles to overturn and land on its roof, according to a California Highway Patrol report.Cal Fire reported four patients were taken to area hospitals.No further information was immediately available. 423
