SAN DIEGO (KGTV) — At least three large sharks were spotted off the coast of Torrey Pines State Beach swimming close to surfers in the water on Thursday.California State Parks Lifeguards say they received reports of five sharks swimming about 50 feet from shore and 100 to 200 yards from Lifeguards Tower 1 at about 12 p.m. The sharks were seen specifically gliding around the Flat Rock area, located north of Black's Beach and south of Torrey Pines State Beach, according to a State Parks spokesperson.Sky10 was overhead as the sharks swam nearby surfers who were just offshore of Torrey Pines:Officials say the largest of the sharks, which may have been great white sharks, was about 10 feet in length."The sharks did not interact with any beachgoers during this time. The shark actions are considered non-aggressive and consistent with normal white shark behavior," a State Parks spokesperson said.A San Diego Fire-Rescue Lifeguard made announcements to people in the water about the sighting. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. SAN DIEGO (KGTV) - Catholic Charities San Diego is holding a workshop Saturday for young Dreamers affected by the DACA program uncertainty.Katia Ortiz is one of them. She said her parents brought her to the U.S. from Mexico when she was three. She said she has no recollection of where she was born.“It was really tough,” Ortiz said about feeling left out. She said she could not travel on class trips, she could not get a driver’s license and she could not apply for a college scholarship. She said DACA opened a lot of doors for her. “I got a job, and I got my license,” she explained. She also said she started attending college. Earlier this month, President Trump called to cut the program in March."It’s like you have everything and then it’s gone," Ortiz added.  "It’s tough thinking about, but I think what we all have to do is sit down and reflect."Frankly, at this time, I really don’t know what I would do."Catholic Charities San Diego helped about 700 people obtain DACA status, the group said. They said U.S. Citizenship and Immigration Services will continue processing pending initial application accepted as of Sept. 5, 2017 and pending renewal applications already filed. They went on to say USCIS will continue accepting renewal applications until Oct. 5, 2017 from applicants whose DACA expires between Sept. 5, 2017 and March 5, 2018. SAN DIEGO (KGTV) -- Caltrans is warning commuters about an overnight closure on State Route 54 Thursday. According to the agency, crews will close the westbound SR-54 connector to northbound and southbound I-805 between 11 p.m. Thursday and 5 a.m. Friday. The connector will be closed so crews can complete maintenance on guardrails.Signs will be posted directing drivers to exit at Highland Avenue, turn left to eastbound SR-54 to northbound or southbound I-805. 472
