BEIJING, Dec. 4 (Xinhua) -- Acclaimed orthopaedic surgeons and experts attending a major conference in Beijing have agreed to build up a platform for international cooperation aiming at jointly coping with medical and social challenges.At the Sixth International Congress of the Chinese Orthopaedic Association (COA) that concluded on Sunday, presidents of more than 80 national and international orthopaedic societies signed a declaration which seeks a model for both developing and developed countries to help reduce medical costs in the aftermath of the global financial crisis.With an aging global population, rapidly rising medical costs have become a heavy financial burden for governments worldwide. Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. Most governments are more anxious to fund cancer or infectious diseases," said Professor Michael Huggness, president of the North American Spine Society."We think we're a bit handicapped by not having the money to pursue the research. As we get more sophisticated in our treatment, the price does go up. My expectation is that in another five to 10 years, we'll begin to apply some molecular techniques to assist us in healing. Maybe the price will come down when our knowledge base increases. But I think we'll just have to wait for a bit more research and a bit more basic science.""We definitely will... look into this issue of how we can have a suitably assigned budget from the government for orthopaedic care," said Professor K.M. BEIJING, Jan. 8 (Xinhua) -- China canceled over one-third of all official ceremonies, seminars and forums last year in a bid to avoid extravagance or corruption in the use of public resources.Some 2,549 such activities proposed by governments or public institutions, or 37.7 percent of the total applications, which were deemed "ceremonial" and "unnecessary," were cut, saving 1.22 billion yuan (about 193.39 million U.S. dollars), said an official statement released Sunday.The statement was issued by the State Council's Office for Rectifying Malpractices, a ministry-level inter-agency supervisory body dedicated to eliminating administrative irregularities and abuse of power in government agencies, public institutions and major service sectors.Last year's inspections focused on activities co-funded by ministries and local governments, the statement said.The Chinese government agreed with the public that the soaring number of official celebrations, seminars and forums would cost plenty of money and manpower and exacerbate corrupt behaviors.In March, the State Council, or China's Cabinet, ordered 98 ministries and ministry-level government organs to make public their budgets and expenditures on official overseas visits, public vehicles and official receptions -- the "three public consumptions" that had triggered widespread public concern.Premier Wen Jiabao also repeatedly urged the country's government agencies to reduce administrative expenses, including cutting the number of meetings and documents printed.Official figures indicate that the country's crackdown on various forms of extravagant spending by officials saved the country 5.7 billion yuan in 2010.A blue book on China's conferences published in November estimated that the total output of the country's conference industry had reached nearly 1 trillion yuan. VIENNA, Nov. 25 (Xinhua) -- China is to further help the least developed countries (LDCs) in their development effort through zero-tariff treatment and other measures, Yu Jianhua, China's Assistant Commerce Minister said here Friday.Addressing a LDCs Ministerial Meeting in Vienna, Yu said China will focus on six concrete measures to advance the implementation of the Programme of Action (IPoA), adopted by the Fourth United Nations Conference on LDCs in Istanbul in May.First, as announced by Chinese president Hu Jintao during the G20 summit in Cannes, China would, in the context of South-South cooperation, give zero-tariff treatment to 97 percent of the tariff items of exports to China from the LDCs that have diplomatic relations with China.Second, tilt foreign aid further to the LDCs.Third, carry out cooperation in livelihood projects in the LDCs, including hospital, school, domestic water use and clear energy.Fourth, strengthen agricultural cooperation with the LDCs, including the increase of food aid, dispatching agricultural and technical experts.Fifth, strengthen personnel education in the LDCs to build capacity for self-development.Sixth, continuously promote the establishment of economic and trade cooperation zone in the LDCs by Chinese companies.Yu said that debt crisis in some countries, turmoil in financial markets, inflation pressure in emerging countries; extreme weather and recurrent natural disasters have brought enormous harm to the economies of the LDCs.In this situation, the global community should stand united to give more supports to the LDCs, he stressed.For a long time, China has actively supported the LDCs, under the framework of the South-South Cooperation, through economic and technical aids, debt reduction and personnel training and increase of imports from these countries, he said.Meanwhile, Yu praised the unique role of the UN Industrial Development Organization (UNIDO) in implementing the IPoA, helping structural transformation in the LDCs and promoting the sustainable development.He also said that the Chinese government would continue to support the UNIDO and help the LDCs develop their economies in an all-round way.
