BEIJING, Jan. 7 (Xinhua) -- Chinese Vice Premier Li Keqiang urged more efficient and transparent use of government funds as the country faces rising fiscal expenditures while tackling the global financial crisis.     China should strengthen management and scrutiny of the fiscal budget and should reduce administrative expenses as the country faces relatively high fiscal pressure, Li said at a national fiscal conference on Tuesday.     The government must "firmly oppose extravagance and waste", he said.     China will have "a difficult fiscal year" in 2009 because of lower tax revenues and surging expenditures, Finance Minister Xie Xuren said on Monday.     China's 2008 fiscal revenue is expected to rise 19 percent to exceed 6 trillion yuan (about 857 billion U.S. dollars), said Xie.     That growth was slower than the 32.4-percent annual gain made in 2007.     The country's fiscal revenue increase started to slow down in the second half of 2008, said Xie. He attributed that change to economic deceleration, corporate profit decline and tax cuts made to boost growth.     China decided to carry out an "active fiscal policy" and "a moderately easy monetary policy" in 2009. It has unveiled a four trillion-yuan fiscal package to stimulate domestic demand.

LANZHOU, Nov.18 (Xinhua) -- Authorities in northwest China's Gansu Province have put the violent protest under control after a group of petitioners attacked local government buildings on Monday night, said a provincial government official.     The protesters have left the government building and the social order has resumed normal in Longnan City, where the unrest erupted, on Tuesday night.     More than 30 residents in Dongjiang Town, Wudu District, who faced resettlement, gathered at the city's government around 9:30 a.m. on Monday, asking the authorities for proper solutions concerning their farmland, housing and livelihoods.     The unrest resulted from a planned relocation of the city's government which would force the residents to be resettled.     The protesters talked with some officials on Monday but they failed to reach any agreement. On Monday night, more people joined them and some of the protesters attacked government buildings, damaged vehicles and facilities, and injured some policemen who tried to maintain order, according to a report of the provincial government.     The government's relocation plan has not been approved by the central government yet, the report said.

LONDON, Feb. 2 (Xinhua) -- Airbus and Xi'an Aircraft Industry Company (XAC) signed a cooperation agreement here on Monday to have the A320 Family wing "fully completed and tested" in China.     The agreement signed by Brian Fleet, Airbus senior vice president, and Meng Xiangkai, president of XAC, in London, in the presence of the visiting Chinese Premier Wen Jiabao and his British counterpart Gordon Brown.     According to this fourth phase of the agreement, the wing equipping and testing will be done in Tianjin in a facility to be newly built close to the A320 FALC by XAC, a wholly owned subsidiary of China Aviation Industry Corporation (AVIC).     The fully equipped and tested wings will be directly delivered to the nearby Final Assembly Line.     The wing box structures assembled by XAC in China are now completed at Airbus' Broughton site, before being transported to the Final Assembly Line in China.     The wing equipping operations are expected to start at the end of 2009, followed by the first delivery of a fully equipped set of wings in the first quarter of 2010.     "With this project, Airbus is fulfilling its support to the cooperation agreement regarding A320 China wing manufacture," said Fleet.     He said that having this facility close to the FALC is the most efficient industrial solution which will save transportation costs, reduce lead-time and risks in handling, and ensures quicker response time to our customers.     Meng said that "I am confident that we will also be successful with this fourth phase, after successes in the first three phases."
