SAN DIEGO (KGTV) - San Diego Congresswoman Susan Davis wants the Navy to analyze whether there is a national security threat related to sewage spills along the US-Mexico border.The military is set to build a billion Navy SEAL training facility near Imperial Beach. The area has experienced 160 days of sewage spill closures to parts of its shoreline over the past three years, Davis reports.Davis wants a Navy assessment of how construction and future training at the site could be affected by the spills. “We need a whole of government solution to the sewage spills,” said Davis. “We know the environmental and economic impact these spills have. What we don’t know, with the Navy planning to stage training operations in potentially contaminated waters, are the national security concerns. The Navy should take a look at this and coordinate with relevant agencies to assess what can be done to prevent future spills.”Davis, a senior member of the House Armed Services Committee, wants to include language in this year’s defense bill to get a report from the Navy on the matter.“The Navy’s coastal campus will be vital for national security,” Davis said. “The last thing we want is our elite Navy SEALs training in water contaminated with sewage. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. SAN DIEGO (KGTV) - Safe Walkways, a group of San Diegans concerned over the misuse of motorized scooters, submitted proposals to the Mayor Kevin Faulconer's office Tuesday.They’re asking for stricter enforcement when it comes to use of motorized scoots on sidewalks and walkways.“It’s dangerous for the people who ride them,” said Dr. Jonathan Freeman, who submitted the proposals. “The riders try to avoid riding on the road, so they ride on sidewalks and walkways like this, and they put pedestrians in danger.”Safe Walkways has launched its NOW campaign, which stands for “Not On Walkways”. The group is asking the city to require companies that own the scooters, and the riders to obey laws or face penalties.They want companies to require scooter users to provide an image of a unique valid driver license to open a user account.They say if terms aren’t met, they want the city to make sure the company loses its rights to operate in San Diego.Freeman said walkers and people with disabilities have been greatly affected by the use of scooters on sidewalks and other walkways.Right now, police can ticket people who ride scooters in banned areas, like sidewalks, but Freeman said that hasn’t stopped many people from doing it.Other San Diegans say the scooters have helped tremendously when it comes to getting around town efficiently.It’s unclear if the city will enforce new rules in response to the proposal.Below is the list of proposals sent to the Mayor’s office by the group.THE SAFE WALKWAYS PROPOSALS FOR TERMS TO BE INCLUDED IN THE CITY’S PROPOSED REVOCABLE PERMITTING AGREEMENT GOVERNING MOTORIZED SCOOTER RENTAL COMPANIES SUBMITTED TO THE MAYOR OF SAN DIEGO ON JANUARY 2ND. 2019.The Mayor proposes that rental motorized vehicle companies sign a revocable permitting agreement setting out terms to be met. ? If the permit is revoked, the company shall remove their motorized vehicles, such as motorized scooters and motorized bicycles, or have them removed.Placing motorized scooters on sidewalks contravenes multiple regulations and encourages users to drive on sidewalks. For pedestrian safety, motorized vehicles must not be placed on any walkwaysWe propose that the permitting agreement include the following requirements: 1. ONE DRIVER’S LICENSE, ONE CONTRACT, ONE MOTORIZED VEHICLE.a. Companies shall require an image of a unique valid driver’s license to open a user account. b. Each month the company shall report to the City the number of reports received and accounts closed.7. Gavin Newsom denied removing San Diego State’s COVID-19 cases from the county’s total case rate.The meeting, though, yielding no new actions by the county.In a statement, Supervisor Nathan Fletcher said since the board took no action, "it would be inappropriate to comment on the deliberation.""In general, I believe we should be fighting COVID-19 and not the state of California. We do not yet know what our case rate will be next Tuesday and will have to evaluate that number in order to understand any possible impact," Fletcher said.The county is now at risk of moving back to the most restrictive purple tier if the case rate is higher than 7.0 by next week.
